February 15. A brief Special Meeting has been schedule at 5:45pm to confirm that a
Developer Reimbursement Application has met the requirements and make a
recommendation to the City Manager.
First Topic - Q4 Report (for Council) 6:00 to 6:15pm
As requested, I have drafted a Q4 Report for you to review/revise that will go on to City
Council. This is the format that has been used in the past.
Second Topic - 2022 P&Z Goals 6:15 to 7:00 pm:
I have taken the P&Z Commission Goals from 2021 and put status updates next to them.
The Commission can review and revise as necessary. These will come before you for

official approval at our meeting on March 1 and then be passed onto City Council.
Third Topic Com Dev and City Update 7:00 to 7:45 pm

might have.

Planning and Zoning Commission 4 Quarter Report (DRAFT)
Overview:

In the 4 quarter, The Planning and Zoning Commission:
- granted 5 CUPs
- granted 1 Variance
- recommended Language Changes to Code in 3 resolutions
- addressed Title 15 topics in Work sessions including: Dwellings, Substance
Abuse Treatment Facility, Employee Campgrounds, Light Manufacturing, CUP
Requirements, Height Requirements

Passed Resolution 2021-022 CUP Seward Police Department to build the Animal
Shelter in an Institutional Zoning District
Passed Resolution 2021-024 CUP Phil Zimmerman to construct a 3-plex and two 4-
plexes in the gateway subdivision.
Postponed Resolution 2021-024 Variance Protzman height variance over 34 feet for
the Arcade Lot. (Until after they can have a work session consider code change for
height restrictions.)
Postponed Resolution 2021-025 Recommending City Council to amend portions of
City Code 15.10.140 Definitions Dwellings. (needed to have a work session to housing
unit definitions and employee campgrounds)

Powers and Duties of the Planning and Zoning Commission
2.30.225 Powers and duties.
(a) The commission shall perform the following duties:
(1) Interpret the provisions of this title and make compliance determinations
when requested by the administrative official;
(2) Review and act upon requests for variance permits, conditional use permits,
and other matters requiring consideration under the Seward Zoning Code;
(3) Review the City of Seward Comprehensive Plan on an annual basis and
conduct a minimum of one public hearing. Said recommendations shall be
forwarded to the council for consideration; and
(4) Promote public interest and understanding of comprehensive planning,
platting, zoning, land management and other issues relating to community
planning and development.
(b) The commission shall act in an advisory capacity to the city council regarding the
Seward Zoning Code, Seward Comprehensive Plan, Official Zoning Map, Official
Land Use Plan Map, and other duties as requested by the city council.
(c) The commission shall act in an advisory capacity to the Kenai Peninsula Borough
Planning Commission regarding the following matters:
(1) Subdivision plat proposals;
(2) Right-of-way and easement vacation petitions;
(3) Kenai Peninsula Borough Comprehensive Plan and Coastal Zone
Management Plan development, updates and amendments; and
(4) City of Seward Comprehensive Plan amendments not otherwise delegated
to the City of Seward.
SHORT TERM (2022) SPECIFICS
Through powers of the Commission, contribute and collaborate as needed
to help be part of the solution for the housing issues that Seward is facing.
Make recommended updates to Title 15: Dwelling definitions, height
restrictions, etc.
Review Municipal Lands Inventory and Management Plan. Community
Development will be doing a major format and map update that will need to be
reviewed.
Commissioner Training. Develop and execute a training calendar that includes
Planning and Zoning Training and Roberts Rules of Order Training.
CONTINUING
Review and make recommendations to update Title 15 as needed.(Status:
Ongoing. Title 15 is a living document and keeping it current is part of the role of
Community Development and the P&Z Commission.) Topics to address this year
may include: dwelling definitions, height restrictions
Review and update the Municipal Lands Inventory and Management Plan
(MLIMP) (Status: ongoing. The MLIMP is a living document and keeping it current
is part of the role of Community Development and the P&Z Commission.)
Community Development will be bringing forward a reformatted version with
updated maps for review. There will also be some changes as the city may have
sold, purchased, or changed leases on the land that it owns.
Promote public interest and understanding for the upcoming review process
of the Comprehensive Plan (Status: Different pieces of the comprehensive plan
can be reviewed each year to help keep up to date before the official review every
10 years. Code requires that we have one public hearing on an annual basis and
recommendations shall be forwarded to council for consideration.)
Look at current and future community needs to identify a wide range of
strategies, including land use and zoning changes, to support the long- term
vitality of the City. (Status: on going)
Joint Work sessions with Seward Bear Creek Flood Board regarding
city/borough projects: Lidar mapping, Flood mitigation, Airport, Second Avenue
culvert project, Resurrection River, Japanese Creek, Lowell Canyon, Beach
revitalization project (Status: on going) Recommendation: Keep as is.
Work with PACAB on the Seward Marine Industrial Center (SMIC) new zoning
overlay and development plan (Status: on going) Recommendation: Keep as is.
Joint Work session
Work with Historic Preservation Commission to develop methods to
preserve the historic downtown (Status: on going) Recommendation: Keep as
