Background and justification: Phil Zimmerman is continuing his expansion of the Gateway Subdivision. He successfully applied for and received funds (50%) from the Developer Reimbursement Program (DRP) for Phase one which is now being built. He has now applied for the Development Reimbursement Program for Phase 2 of the development. This will open up 8 more lots for building in an area that is zoned R3. (Code currently states that P&Z must review the application and determine if the applicant meets the requirements. A proposed code change is going before council that will streamline this process which will take this step out. If City Council accepts the code change, this will be the last one.) The City Clerk has verified that the application is complete. The statement of the properties and the reimbursement amount is enclosed (item 1 from below) The itemized report and supporting estimates are enclosed (item 2 from below) The city will reimburse 50% of the cost of the utility — percentage pre -determined (item 3 from below) The developer is building multiple types of dwellings as is an appropriate use within R3 (item 4 from below) City Code 5.22.030 (a)The city may, so long as funds are available, reimburse developers for up to 50 percent of the costs of installing a public utility on undeveloped land for which a special improvement district was created. In order to be eligible for consideration, developers must complete and file an application for reimbursement with the city clerk. The application shall be available at the city clerk's office. (b)ln order to be eligible for reimbursement, the application must be completed in full and the filing fee paid in full. The clerk will submit a notice of filing to the applicant and the city manager within ten days of receiving the application so long as the application sections have been completed, the application is signed and dated, and the application fee has been paid in full. (c) Planning and zoning commission shall review the application and determine if the applicant meets the requirements for reimbursement and forward recommendations to the city manager's office. No more than three regularly scheduled council meetings after receiving the notice of filing and complete application from the clerk, the city manager shall submit a written memorandum to council, which shall include a recommendation to approve or deny the application, a recommended amount of reimbursement, if any, and a statement regarding the reasons for granting or denying the application. Council shall adopt or deny the city manager's recommendation by resolution. Council's decision to reject or accept the application shall be a final decision by the city. (e)The developer's application shall include the following: 1.A statement of the properties owned within the special improvement district and the total cost of the installation of the improvement to the developer. 2.An itemized report, with supporting documentation, of the actual direct cost of the extension to the developer. 3.A statement by the developer that the city council may reimburse all, none or a portion of the pro- rated share of the improvements under Title 5 and the developer accepts his, her or its obligation to pay his, her or its pro -rated share of the assessment. 4.Details regarding the purpose and use of developer's property and the ways in which the use promotes the public interest and complies with the City comprehensive plan. The phase 2 development will serve lots 4-6 along the right side and 37-33 along the left side of Rush Loop. Field Investigations: Test holes are not proposed as we will assume the test holes within a few hundred feet on Phase one showing over ten feet of course sandy gravel with large cobbles continue across the subdivision. You can dig another hole up near the end of phase two when you clear and advise us if different. Design: will consist of utilizing your project surveyors design topography survey to finalize the road centerline and pipe alignments as well as locate the individual lot services on the plans. Details with Municipality of Anchorage and City of Seward specifications were provided with the plans recently provided for Phase One and we assume there will be no changes. Permits: will consist of preparing the ADEC permit applications, providing the ADEC fees and coordinating their reviews and approval to construct. Inspections: In addition to the required City utility inspections, we will visit the site four times for installation and testing for the water and sewer lines. Twice for installations and twice for testing. Record Drawings and Certifications: From the contractor's line and grade field notes the record drawings will be prepared and provided to the owner, City and ADEC for final certifications to operate.
