RESOLUTION 2022-018
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, URGING THE ALASKA DEPARTMENT OF LABOR
COMMISSIONER TO ENSURE THE SEWARD AVTEC STUDENT
SERVICES CENTER IS REOPENED TO PUBLIC ACCESS
WHEREAS, Parks & Recreation provides public recreation programs at the AVTEC
Gym (Student Services Center) through a facility use agreement with the school. This agreement
allows the City to offer the public access to a variety of recreation facilities and programs,
including a multi -sport gym, weight/cardio room, racquetball court, sauna, showers, basketball and
volleyball leagues, tournaments, and more; and
WHEREAS, resolution 2019-066 authorized the City Manager to enter into a three-year
facility use agreement between the City of Seward and the Alaska Vocational Technical Center
for the use of the Student Services Center building for public recreation; and
WHEREAS, beginning on March 16, 2020 AVTEC closed the gym (Student Services
Center) to the public until further notice due to cautionary measures in response to COVID-
19; and
WHEREAS, the City of Seward has consistently advocated for public access to
resume as quickly as feasible for several months; and
WHEREAS, the AVTEC gym is currently available for use by students and staff, but
not the general public; and
WHEREAS, City staff have met with local AVTEC officials' numerous times over
the course of the past year to obtain access for the public but this outreach has failed to be met
with action on the part of AVTEC; and
WHEREAS, access to indoor recreation facilities such as the AVTEC gym are vital
to mental and physical wellbeing of Seward citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. The Seward City Council urges the Alaska Department of Labor Commissioner
to ensure the Seward AVTEC Student Services Center is made available for public access in a
timely and effective manner.
Section 2. The Seward City Council directs the City Manager to send a copy of this
resolution to the Alaska Department of Labor Commissioner.

Background and justification:
Seward Parks & Recreation provides public recreation programs at the AVTEC Gym (Student
Services Center) through a facility use agreement with the school. This agreement allows us to offer
the public access to a variety of recreation facilities and programs, including a multi -sport gym,
weight/cardio room, racquetball court, sauna, showers, basketball and volleyball leagues,
tournaments, and other recreational opportunities.
Resolution 2019-066 authorized the City Manager to enter into a three-year facility use agreement
between the City of Seward and the Alaska Vocational Technical Center for the use of the Student
Services Center building for public recreation. This arrangement has been in place for a number of
years in Seward and is a vital community service as Seward does not have an abundance of indoor
recreational opportunities. Participation in physical recreation is vital to the mental and physical
health of Seward citizens.
The City of Seward urges the Alaska Department of Labor Commissioner to ensure access to the
AVTEC gym is resumed in an expedited manner.
