Good Afternoon PACAB,
City Administration have been busy on a number of projects which impact Port and Commerce
activities. Perhaps the most pressing at this time is our well-known shortage of housing. As such,
I wanted to provide a recap of the various projects that are underway to help resolve the housing
issue in our community. We know that "fixing" our housing problem will be a multifaceted,
complex, and long-term effort. Unfortunately, there are a number of issues that will need to be
tackled in order to improve the situation. However, we know that it can and will be done! I have
included the various Task Orders associated with each of these projects as a reference.
Hemlock Subdivision- The proposal is currently for 40 single family homes between Hemlock
Avenue and the Bike Park. These will be on approx. 6000 square foot lots and be zoned R1. City
Council approved a resolution at their Regular Meeting on February 141h to move forward with
developing the cost estimates for expansion of utilities and the requisite road. Additionally,
Council approved moving forward with the replat and rezone of this lot. Once this work is
completed, we will move forward with conducting geotechnical work and likely exploration of
water mitigation requirements. Our goal is for homes to begin construction in Spring of 2023.
SMIC Bench- During their regular meeting on January loth, City Council approved a resolution
for executing a task order with R&M Engineering to examine the viability of the development of
homes on the SMIC Bench. Please note -a more appealing name will likely be made for this
proposed subdivision! Once snow conditions are favorable in the spring, R&M will begin
conducting geotechnical work to further investigate the potential sites for residential development.
Attached is a very draft location for the two access roads. Preliminary work indicates
approximately 250 acres of developable property.
Public Works Shop- City Administration has ordered an appraisal for the two lots on Seward
Highway which is the intended future site of the new Public Works Facility. Additionally, City
Council approved the task order to move forward with the geotechnical report to examine the
viability of the site. Once those items are complete, the City Manager will begin the negotiation
process for the purchase of these lots (assuming the Geotech report indicates the site can indeed
be used). Once the new shop is constructed and the move takes place, the current location can be
converted to residential purposes.
Utility Expansion Master Plan- One of the primary barriers to develop even inside of City limits
is lack of access to water, sewer, and electric utilities. Expanding utilites is costly and prohibitive.
With the current increase in grant opportunities, the City is in the process of creating a master plan
for utility expansion which will allow a more comprehensive examination of the best "return on
investment" for expanding infrastructure which will increase residential development.
I hope this overview is valuable to PACAB as you continue to examine the issue of residential
housing in Seward and our surrounding areas.

Dear Mr. Sowell,
R&M Consultants, Inc. (R&M) has based this response on the information provided by you via e-mail and
during subsequent phone conversations. We have reviewed the materials provided to us and have
prepared the following cost estimate for your review and comment.
Preliminary Plat
We understand that you would like to subdivide and develop Lot 12A, Fort Raymond Subdivision, Replat
No. 1 (Plat No. 87-12), located in Seward, Alaska. A feasibility study performed by R&M was approved by
you and the final concept design using the R1 zoning district, with single family homes will be used moving
forward. A copy of the final concept exhibit is included in this proposal.
The preliminary plat task includes performing a field survey of the boundary and collecting topographical
information that can be used in the design engineering phase of development. We plan to use our DJI
M600 Pro Aircraft, equipped with a survey grade LiDAR unit, to capture the ground surface and
supplement the data with a ground survey of drainages, utilities, and above ground features that may not
be captured by the LiDAR.
We propose to prepare a preliminary plat this winter for review by the City of Seward and the Kenai
Peninsula Borough, and follow up with the field survey in the spring when the snow and ice is melted. This
estimate includes all work to perform the field survey and guide the subdivision through the platting
process to plat approval with conditions of approval. At that point, an estimate to complete the subdivision
will be prepared based on the final conditions of approval, and will include the engineer's estimate and
subdivision agreement, as well as setting final corners for the subdivision.

Task 2 will include a re -zone of the property to the R1 zoning district. Our estimate includes everything
required to manage the re -zone process and meet with reviewers. We have included time to travel to
Seward to present the re -zone application.

Schedule: We understand that you would like to prepare application packages and start the review process
this winter. We can begin work within two weeks of receiving a Notice -to -Proceed (NTP). The time frame
for completion depends on review time by the City of Seward and the Kenai Peninsula Borough, however,
we anticipate submitting the preliminary plat and re -zone applications this winter, and performing the field
survey in the spring. If the subdivision is approved by the platting authority, R&M can prepare an estimate
to complete the subdivision based on the final subdivision configuration and the conditions of approval.
Cost Estimate: Based on the scope and our understanding of the project, we propose a Time & Materials
Fee amount $56,907. We have attached a detailed breakdown of our estimated costs for your review.

Dear Mr. Sowell,
R&M Consultants, Inc. (R&M) has based this response on the information provided by you via e-mail and
during our meeting on January 21, 2022. We have reviewed the materials provided to us and have
prepared the following cost estimate for your review and comment.
Cost Estimates — Subdivision Development
Development of construction cost estimates for the full subdivision development will require concept
design for proposed subdivision, including layout of the underground pipe systems along Hemlock Avenue
and within the new subdivision. Development construction cost estimates will include estimated costs for
design, roadway reconstruction along Hemlock Avenue and other associated costs for complete
installation.
We will review record information and any previous bidding data provided by the City to plan for
connection of the new pipe systems connecting near the intersection of Hemlock Avenue and Dimond
Boulevard. The water main extension will loop extend down Hemlock Avenue and loop through the
proposed subdivision. The gravity sewer main will connect to the existing lift station and parallel the water
main on Hemlock Avenue, extending utility main stubs along the proposed roadway adequate for service
connections to each lot. The need for an additional sewer lift station will be evaluated in the concept
design and included in the construction cost estimate, if required. Construction cost estimates will include
estimated construction costs for utilities mains and services stubbed to the parcel lot lines.

Fee amount $9,553. We have attached a detailed breakdown of our estimated costs for your review.

This narrative explains in more detail the various components of a typical subdivision design process
within the Municipality of Anchorage. There are many variables within the process that can add or
shorten the time required to complete the process, and a good portion of the variables are not
foreseeable. The process itself is meant to ferret out issues that may impact the project, and the hope is
to find these early enough in the process that large amounts of time and money have not been
expended.
Feasibility Study — 2 weeks, excluding review and meetings
The feasibility effort consists of gathering as much publicly available information about the parcel as
possible. This information includes topography, hazard zones, and wetlands and streams that may
impact development and road and lot configurations. A very preliminary subdivision design is also
completed that includes locations of road rights of way, that can be used to assess potential profitability
of the project. The study does not produce final documents, but is a due -diligence effort to determine if
the project is viable.
Subdivision Design — 30 days, depending on review and meetings
If the project appears to have merit, a more substantive effort begins that includes meeting with local
planners and developers. The local design development and subdivision code is used to develop a final
subdivision design that meets local requirements and the goals of the developer. This stage may include
the actual boundary survey if the client is prepared for those costs. The benefit of performing the
boundary survey during this phase is that the design can be completed with actual corner locations
rather than using a record boundary that will need to be updated later.
Field Survey — 2 weeks, depending on site conditions
The field survey includes a boundary survey and a survey of existing features that will affect the final
subdivision design. These items may include wetlands, streams, larger water bodies, and existing
structures. Wetlands, in particular, can have a profound effect on the design of a subdivision.
Subdivision Review Process with the local platting authority — timeline is variable
The proposed subdivision is reviewed by the local platting authority as a preliminary plat. Within the
Municipality of Anchorage (MOA), this process requires review by 45 different departments and
agencies, including the local utility companies. It also requires a community council meeting to present
the plat, and a platting board public hearing. Comments are gathered during the review process and
summarized in the final conditions of approval. Within the MOA, if a new subdivision requires the
construction of roads and utilities, one of the conditions of approval will be to enter into a subdivision
agreement with the MOA.
Subdivision Agreement — 42 days, depending on MOA review time
The subdivision agreement is a document, signed by the developer and the MOA, that binds the
developer to meet certain conditions during the development of the subdivision. It includes an

engineer's estimate that uses local bid tabs (costs per unit of construction items) to estimate final
construction costs for the subdivision. The estimate includes all engineering design and survey costs, as
well as construction costs to complete. The final estimate is used to establish the bond required for the
project. Once the subdivision agreement is in place, the final subdivision can be recorded and pre -
construction can begin.
Construction Documents —120 days
An estimate to perform a design survey and engineering design for the subdivision is included during the
subdivision agreement process, but the actual survey and engineering is done after the agreement is
finalized. The design includes roadways, utilities, storm, sewer, water, and drainage improvements. The
final design engineering package is prepared and final construction plans stamped and delivered. If the
client is comfortable proceeding or would like to streamline the process, the survey and design
engineering can occur during the subdivision review process as well.
Summary
The timeline and components listed in this document can change depending on the complexity of the
subdivision and existing parcel conditions. Wetlands can take longer to mitigate. Water bodies and
creeks can affect the number and configuration of lots and roads. Avalanche zones or other hazard
zones, such as mud slide areas, may be unbuildable. The critical phase of this process is the feasibility
study to determine if the project seems viable. Although this process may take between one and two
years to complete within the Municipality of Anchorage, other jurisdictions with shorter review
processes and less stringent development requirements may be substantially shorter.

during our meeting on December 1, 2021. We have reviewed the materials provided to us and have
prepared the following cost estimate for your review and comment.
Phase I
We understand that you would like to subdivide and develop Tract G, Fourth of July Creek Subdivision, No.
2 (Plat No. 98-04), located in Seward, Alaska, to increase the availability of affordable housing in the
community. Phase I of the project would include a feasibility study to determine the viability of the project.
This initial phase focuses on gathering boundary and topographic information, and reviewing local zoning
regulations, to determine the feasibility of the project. The effort will include research of easements and
setbacks, availability of utilities, and soils and topographic data that may affect the development of the
parcel. The current zoning district is the Resource Management Zoning District. The feasibility study will
include options for re -zoning the parcel to allow residential dwellings.
After collecting all available information for the parcel, we will compile our findings into a draft then final
report that will include design options for the subdivision based on recommended zoning options.

Phase II
Phase II of the project will include a boundary survey of the existing parcel, subdivision design, and
preparation and submittal of a preliminary plat for review by the local platting authority. This phase will
include a re -zone effort to be performed concurrently with the platting effort. At the end of this phase we
expect to have an approved subdivision, approval for a re -zone of the parcel, and conditions for final
approval of the subdivision plat.
Deliverables:
Approval of the subdivision and Conditions of Approval
Approval of the re -zone
An estimate to complete Phase III of the project.
Phase III
Phase III is not included in this estimate, but will include satisfying the final conditions of approval. The
estimate will reflect the requirements of the platting authority, final construction costs and requirements,
design survey and engineering fees, and setting all final lot corners. This phase will also include applying for
grant funding to cover certain portions of the construction phase. This phase of the project cannot be
estimated until the final subdivision design is approved and conditions of approval and sources of potential
funding are known.
Schedule: We understand that you would like to present the Phase I and II estimate to the Seward City
Council in January, and begin work soon thereafter. The current estimate will include the subdivision
design and plat review process. We can begin work within two weeks of receiving a Notice -to -Proceed

(NTP). The time frame for completion of Phase I depends on review time and meetings required to determine the new lot
configurations, zoning, and types of dwellings that would be most beneficial to the community. We typically expect a final report
within 30 to 45 days. If the project is determined to be feasible, we can immediately begin Phase 11 of the project. We would
anticipate generating a subdivision design based on record information that could be reviewed by the platting authority over the
winter, with the survey fieldwork beginning as soon as practical in the spring. If the subdivision is approved by the platting authority,
R&M can prepare an estimate to complete the subdivision based on the final subdivision configuration and the conditions of
approval.

R&M Consultants, Inc. (R&M) has based this response on the information provided by you via e-mail and
during our meeting on January 13, 2022. We understand the City of Seward desires a utility master plan to
accommodate future city needs of the water, wastewater and power distribution systems. R&M has
reviewed the materials provided to us and has prepared the following scope of services and cost estimate
for your review and comment.
Task 1- Evaluate Existing Utility System
Utility infrastructure, system demands, current performance and weaknesses of the existing system will be
evaluated based on record information and available data from the City. Work will include modeling of the
water pipe pressure network, sewer main sizing review, evaluation of aging pipe materials and feasibility of
utility expansion for future residential development. R&M will submit a technical memorandum with
findings for City of Seward review and present the findings at the requested city council meeting.
Task 2 — Identify Socioeconomic Factors
Projected land use, future development areas, and population growth will be evaluated at a concept level
and summarized. Findings will support the evaluation of utility infrastructure in areas impacted by the
anticipated growth and expansion.
Task 3 — Utility Master Plan
The plan will document technical data and projects from prior tasks to evaluate infrastructure extension in
areas of anticipated expansion, including identification of future system improvement projects. Work will
include project recommendations and cost estimates.

Schedule: R&M will prepare the first deliverable within six (6) weeks from receiving NTP and the record
information from the City of Seward.

Vessel and Passenger Traffic-
0 February- 12 large vessels: normal freight trade, long term barge and vessel storage,
foreign vessel delivering fracking sand, SBS/SeaTac winter delivery and fuel deliveries.
Vessel traffic concentrated on winter freight service and vessel maintenance and repairs.
• We had one Freight Train with additional train load outs expected end of February into
March.
• 2022 Coastal Classic schedule — May 7 — September 18, 2022. Strong sales already!
• This year, we expect 83 ships to dock at our Seward terminal and because a few ships are
scheduled to dock longer than one day, we forecast 98 cruise ship days in 2022. This
compares to 88 ships and 96 ship days in 2019.
Other Items-
• Port follows all State, CDC and US Coast Guard Port continuity protocols in regards to
COVID-19.
• Terminal continues to allow limited public use items with COVID mitigation such as weekly
Senior Walking, Seward Little League and City of Seward Archery. With Terminal
replacement plans, this will be our last season with the Cruise Ship Terminal following this
season Cruise Ship Operations.
• On February 10 the SEWARD PASSENGER DOCK REPLACEMENT PROGRESSIVE DESIGN -
BUILD (PDB) REQUEST FOR PROPOSALS NO. 22-10-209608 was issued and will close on
March 10. Dock will be substantially completed by April 30, 2024. During construction
no impacts to passenger or freight operations are permitted. A minimum of one Cruise
Ship berth on the Cruise Ship Dock will be available at all times.

➢ The 330 ton Travelift was very busy this week due to warming temperatures, we are
currently placing vessels into and out of the water.
➢ We are clearing snow in the SMIC yard, and trying to keep the SMIC yard water flowing into
the ditches with all this additional rain.
➢ The water throughout the harbor has been turned off, there are several locations that we
will have water on for the winter.
➢ We are still working with the public with COVID protocol in mind while continuing to do boat
lifts and public contact in the Seward Harbor office.
➢ A continuous cleanup is still in process on the last lot at SMIC, this cleanup is starting to
take shape, just a few more items to deal with and we can lease out the property again.
➢ The harbor office is fully staffed.
➢ The harbor office is on its winter schedule and are open Monday through Saturday. The
Sunday harbor crew will check phone messages throughout the day and respond as
necessary.
➢ Continuing to have meetings for the North East harbor launch ramp, the contractor will start
disassembling the old launch ramp this week, weather dependent.
➢ Global Diving & Salvage, will start replacing the anodes in March 2022 they anticipate just
about a week and a half of work to complete the project.
➢ Harris Sand and Gravel will start working on the G, K and L-float project this week.
➢ We are working with Moffatt & Nicole on the design for the 5 ton crane on I -Dock.
➢ Transpac Marine Has shipped out the second barge of with the remaining K-float with
fingers arriving in Seward depending on weather by the first week of March.

The February 2, 2022 regular meeting of the Port and Commerce Advisory Board was
called to order at 12:00 p.m. by Vice Chair Lynda Paquette.

Other Reports and Announcements
Alaska Railroad Report. Port Operations Manager Christy Terry stated that the cruise
ship schedule was holding steady, with the exception of two ships cancelled in April, which was
not unusual. In addition, there would be two foreign vessels coming in this spring which would
engage the local longshoremen; as well, there would be one or two SBS barges coming through
Seward. All of those activities brought workers and revenues to Seward.
In response to Hughes, Terry said if the Railroad received permission from the state to
issue their own bonds, the cruise dock construction would likely start in 2023. Additionally, Terry
explained that the current dock at the terminal was constructed with a number of seams running
north/south and east/west, which allowed the dock to retain its structural integrity while
construction happened on one side and then the other side. The cruise ship dockings would be
coordinated to use both the cruise ship dock as well as the freight dock.
Chamber of Commerce Report. Executive Director Kat Sorenson reported the dates
for the Silver Salmon Derby (SSD) had been finalized to be August 13-21, 2022; the logo design
contest was now open for submissions. The Mount Marathon Race would be following a normal
schedule this year, with the race being run on July 4, 2022. The Fourth of July Festival would take
place Friday, July 1 through Monday, July 4, 2022, and the vendor applications were now open.
The Valentine's Day Weekend Event featured many fun activities, including speed dating, love
letter writing, and a makers' market. There would be an After 5 event on February 24, 2022 at
Stoney Creek Brewhouse.
In response to Jaffa, Sorenson said the data she provided in her report came from AirDNA,
and indicated that Seward's lodging occupancy rate was at 99% during the peak of summer.
Visitors should be booking today if they wished to visit Seward over the summer.
In response to Paquette, Sorenson reported that the Polar Bear Jump Festival attendance
and participation was on par with normal past years.
Harbormaster Report. Harbormaster Norm Regis said the anodes replacement on the
concrete floats was starting. There would be three ADA restrooms set up at the cruise ship terminal,
utilizing state grant funding. Regis reported he would be in Juneau when PACAB met on February
16, 2022 to meet with legislators asking for support of harbor funding. The US Coast Guard was
sending an appraiser to Seward next week to examine the property they proposed to use.

Resolution 2022-003, Authorizing The Use Of Telephonic Attendance For PACAB Meetings
Within Stated Guidelines.
Motion (Jaffa/Lawrence) Approve Resolution 2022-003
Jaffa wondered if telephonic participation in a meeting resulted in the same productivity as
in person attendance did; he wished to hear the rationale for how this could be effective.
Paquette had not included Zoom in the resolution because she didn't want to have an impact
on the budget.
Hughes said there were some commissioners who traveled, by choice or for work, and that
sometimes affected having a quorum for a meeting. Allowing telephonic participation would
enable the board to get their work done.
Lawrence would be interested in learning what the budgetary impact would be for using
Zoom, and would prefer using Zoom to dialing in telephonically. Lawrence said he left sometimes
in the winter and would appreciate being able to Zoom into meetings if it counted towards
participation.
Jaffa stated the board was one member short, and only lost a quorum for one meeting
recently; having a quorum was typically not an issue. He didn't think telephonic attendance
resulted in the same quality of participation.
Regis suggested that the board follow the city council's direction for attendance; if council
adopted telephonic participation, then the board could follow suit. Regis felt that attendance should
be in person.

BOARD AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN
COMMENTS
Jaffa appreciated the discussion today, and especially the presentation on housing. He felt
the solution would come from the private sector, unless the city wanted to get into the housing
business. There was a lot of opportunity for investors, throughout the state. The lack of

tradespeople available was contributing to the problem, however. AVTEC was a local resource
that could be used to build our workforce. On a separate note, Jaffa noted that part of PACAB's
charge was to explore alternative energy, and the board should be pushing to move the city's heat
loop project forward. He planned to bring a resolution to PACAB for the purpose of creating a
working group for that project.
Hughes appreciated the housing presentation. He strongly supported the heat loop project.
Paquette thanked Nicole Lawrence for the presentation; it was excellent and very
informative. She would support a collaboration between AVTEC and the city to encourage
tradespeople to work in Seward.
Hughes stated he would not be able to attend the February 16, 2022 work session.
Regis thanked Nicole Lawrence for her presentation.
