RESOLUTION 2022-027
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE
PARKING PAY STATIONS IN AN AMOUNT NOT TO EXCEED $113,859
AND APPROPRIATING FUNDS
WHEREAS, the 2030 City of Seward Comprehensive Plan includes goals to support
enforcement/compliance of legal parking and to enforce parking consistently in the harbor area;
and
WHEREAS, the City has successfully used T2 Systems parking pay stations for over a
decade to help achieve these goals; and
WHEREAS, the City's current parking pay stations are nearing the end of their useful
service life and will become non-functional as of February 2022 due to obsolete components; and
WHEREAS, replacing the parking pay stations is included in the City's 2022 Capital
Improvement Plan; and
WHEREAS, Parks & Recreation conducted extensive research into parking pay stations
in order to identify a solution that would meet all task requirements and deliver the best quality
and value; and
WHEREAS, a quote was obtained from T2 Systems for 12 LUKE II CC solar pay stations
in the amount of$113,859, including a 40%bulk discount; and
WHEREAS, T2 Systems is the only vendor that provides the complete set of equipment,
features, and integrated services that meet all of the task requirements.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Council hereby authorized to purchase twelve(12) LUKE II CC Solar
pay stations from T2 Systems.
Section 2. Funding in the amount of$113,859 is hereby appropriated from 13000-0000-
3400 Parking Unassigned Fund account to 13000-0000-7215 Operating Supplies account.
Section 3. This resolution shall take effect immediately upon adoption.

Agenda Item: Resolution 2022-027: Authorizing the City Manager to Purchase Parking
Pay Stations in an Amount Not to Exceed $113,859 and Appropriating
Funds
Background and justification:
Parks & Recreation is tasked with managing municipal parking lots in the harbor area, including
the Northeast Launch Lot, Shoreside Lot, North Lot, South Lot, South Launch Lot, and the South
Harbor Uplands lot. The City has deployed parking pay stations from T2 Systems at these lots for
over a decade to facilitate the efficient payment, compliance, and administration of parking for
the benefit of the public. The City also deploys a few pay stations at its first-come, first-served
campgrounds in order to facilitate the collection of daily camping fees.
Ten pay stations are required to be actively deployed each summer season in order to meet
demand and ensure the effective collection of on-site fees. Current equipment status stands at 7
operable stations, and 5 inoperable stations that require extensive/cost-prohibitive repair. Parks
& Recreation staff have conducted in-house repairs where possible, including cannibalizing parts
from unserviceable units to extend the life of serviceable units. All City pay stations run on
obsolete software and hardware components, including modems which will no longer work as of
February 2022 due to a nationwide shutdown by AT&T, which will render the units unusable.
The cost to procure 12 new pay stations is comparable to the cost of updating/repairing the City's
existing units, with the added advantage of gaining all new hardware which reduces ongoing
maintenance costs, reduces component obsolescence risk, and significantly extends equipment
lifespan. Replacing parking pay stations is one of the projects listed in the City's 2022 Capital
Improvement Plan.
