HomeMy WebLinkAboutRes2022-003 Allow Telephonic Participation Sponsored by: Vice Chair Paquette FAILED CITY OF SEWARD,ALASKA RESOLUTION 2022-003 A RESOLUTION OF THE SEWARD PORT AND COMMERCE ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE USE OF TELEPHONIC ATTENDANCE FOR PACAB MEETINGS WITHIN STATED GUIDELINES WHEREAS,the Port& Commerce Advisory Board(PACAB)has had issues filling seats and making quorum; and WHEREAS,due to COVID-19,it is now a common thing for people to need to quarantine; and WHEREAS,depending on virus levels in the community,people may want to self-isolate; and WHEREAS, it is also a common need for Commissioners to take some time away from Seward in the wintertime; and WHEREAS, PACAB typically meets for nine months each year, taking a hiatus during the months of June, July, and August; and WHEREAS, a short-seated board makes it especially difficult to convene a quorum; and WHEREAS,it is important that PACAB be as productive as possible during those months and meetings; and NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA that: Section 1. The Port and Commerce Advisory Board recommends the Seward City Council approve a resolution to amend the City Council Rules of Procedures to allow for PACAB Commissioners to attend up to two (2) meetings each year telephonically and to count those telephonic attendances towards quorum for the purpose of being on vacation or physically away, or for the purpose of quarantining or other COVID-19 related concerns. Section 2. There is no limit to the COVID-19 related excused absences, but verification may be required if a concern over abuse of this policy arises. Section 3. This resolution shall take effect immediately upon adoption, and shall be presented to City Council at the next possible meeting for consideration.
