I speak in support of Resolution 2022-038. This resolution intends to help
make a project that combines public and private funds, allows all
interested participants, to contribute, makes a strong statement for
action and a share in the eventual success.
With this full heat loop project, we have an opportunity to blaze a trail
that every coastal town, worldwide can learn from. We can demonstrate
how to extract heat from a replenishable resource with minimal
disruption. If that is not enough to promote this project, consider how it
can reduce heating costs even if they are miniscule. This is an additional
source of heat, one not currently in play. Never be ashamed to pick up a
penny laying on the ground. Consider ROI as only one factor of
importance
It may in a small way help reverse a negative trend. We have grown into
a culture that has come to expect "Government" to do everything for
everybody. My generation gained from the selfless contributions of so
many in this country and the unabashed drive to find new and better
ways of doing things.
Let's re-join that movement. Do more for ourselves.
Tackle the difficult projects. Find solutions to technical and financial
problems as the City of Seward has done so successfully for many years.
Remember projects like AVTEC and SMIC were the result of citizens
making calls and gaining support outside precise government circles.
