PROCLAMATION
WHEREAS, the week of April 10-167 2022 is recognized nationally as Public Safety
Telecommunications Week; and
WHEREAS, Seward Police Department dispatchers work 7 days a week, 24 hours a
day to help keep the community safe and protected; and
WHEREAS, emergencies can occur at any time that require police, fire, or emergency
medical services; and..
WHEREAS, when an emergency occurs, the prompt response of police officers,
firefighters and paramedics is critical to the protection of life and preservation of property;
and
WHEREAS, the safety of our police officers and firefighters is dependent upon the
quality and accuracy of information obtained from citizens who telephone the Seward
emergency communications center; and
WHEREAS, each dispatcher has exhibited compassion, understanding, and
professionalism during the performance of their job in the past year; and
WHEREAS, Public Safety Telecommunicators are the first and most critical contact our
citizens have with emergency services; and
WHEREAS, Public Safety Telecommunicators of the Seward Police Department have
contributed substantially to the apprehension of criminals, suppression of fires, and
treatment of patients.
NOW, THEREFORE, I, Christy Terry, Mayor of the City of Seward, Alaska do hereby
express my sincere appreciation in honor of the men and women of the Seward Police
Department Dispatch Division whose diligence and professionalism keep our city and
citizens safe.

Background and justification:
In past years, the city has provided the Alaska Sea Life Center with a number of municipal
camping spots at a reduced rate to provide housing for volunteers.
With the housing shortage that the community is struggling with, these spots may need to be
used for city employees. In addition, with each spot that is provided to any organization, the city
loses revenue on the full value of that camp spot.
The Alaska Sea Life Center has requested permission to have four volunteer camp spots on a
portion of their own property adjacent to the current Iditarod Campground.
This resolution gives the City Manager the formal ability to give that permission by waiving the
provisions in City Code.

A Resolution Of The City Council Of The City Of Seward, Alaska,
Authorizing The City Manager To Waive Provisions In The Seward City Code
7.15.010 And 15.10.226, For The Alaska Sea Life Center, In Order To

WHEREAS, the City of Seward has historically given a number of camp spots for
volunteers of the Alaska Sea Life Center at a reduced rate; and
WHEREAS, the City of Seward has an extreme shortage of volunteer and employee
housing; and
WHEREAS, the city loses revenue for each spot given at a reduced rate; and
WHEREAS, the Alaska Sea Life Center has requested four camp spots on their
property for volunteers; and
WHEREAS, the Alaska Sea Life Center has ample room in their parking lot adjacent

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

Section 1. The City Manager is authorized to waive Camping requirements for the Alaska
Sea Life Center as required under Seward City Code 7.15.010 andl5.10.226 for four volunteer
camp spots on their property located at 301 Railway Avenue Seward Alaska 99664 adjacent
to the Iditarod Campground.
Section 2. This resolution shall take effect immediately upon adoption.

With full funding of the Lowell Creek Flood Diversion Project, the United States Army Corp of
Engineers (USACE) has begun work on the project. The initial work phase requests the city
manager's signature on numerous documents related to the project. It is anticipated these requests
will continue throughout the project. This resolution authorizes the city manager to sign the
documents directly related to the project.

A Resolution of the City Council of the City of Seward, Alaska, Authorizing
the City Manager to Sign All Required Documents Related to the Lowell

with SHI for the Purchase of Sophos Central Intercept X, Sophos Central
XDR and EDR, and Sophos MTR Advanced Subscriptions in the Amount of
$59,842.30 and Appropriating Funds
Background and justification:
With the constantly evolving cybersecurity threat landscape, the IT department has been working
to strengthen our network and data systems defenses. One of our initial steps in early 2020 was
to implement a more modern endpoint protection solution to improve detection and remediation
of modern cybersecurity threats. After testing several products from multiple vendors our team
selected Sophos Intercept X to protect the City's desktops, laptops, and servers. At the time we
were able to negotiate a multi -year license for that product that is valid through 2/28/2024.
In light of recent global events, IT has deemed it necessary to move to the next step in improving
our cybersecurity stance. In this phase our departmental goal is to move from being reactive to
taking a more proactive approach to cyber incident detection and response. To work toward this
goal, the IT department has worked with Sophos to secure discounted pricing to supplement our
existing endpoint protection service with Sophos Advanced Managed Threat Response (MTR).
This partnership would essentially add a dedicated security team to the IT Department, allowing
City staff to focus on providing day to day support to City staff while prioritizing cybersecurity
threat response.
Sophos Advanced MTR gives the City IT department access to the expertise of the full team of
Sophos cybersecurity professionals as well as the Sophos Security Operations Center (SOC). The
Sophos SOC provides 24/7 monitoring of the endpoint protection dashboard, which monitors the
installed Sophos security software, and alerts the City IT team when a potential breach is
detected. In addition to providing this support the Sophos team will provide monthly incident and
system reviews, recommendations to improve the security of City data systems, along with active
threat hunting to identify issues and contain threats before they can spread.
Another major benefit of this service from Sophos is the inclusion of Incident Response and
Recovery in our subscription. In the event the City falls victim to a cyberattack, the Sophos team
will work as an extension of the City IT department to help neutralize and recover from the
incident. This service alone would cost the City $37,000 per incident, but is included in the
proposed Advanced MTR subscription. The current proposal from Sophos will provide the
Advanced MTR service and extend coverage of our existing endpoint protection for an additional
two years through 2/28/26 at a cost of $59,842.30.
Funds in the amount of $59,8542.30 will be appropriated from the General Fund reserves account
01000-0000-3400 to the contracted services account 01000-1121-7009.

for the purchase Sophos Managed Threat Response, in substantially the form as attached
hereto.
Section 2. Funds in the amount of $59,8542.30 will be appropriated from the General
Fund reserves account 01000-0000-3400 to the contracted services account 01000-1121 -7009.
Section 3. This resolution shall take effect immediately upon adoption.

Background and justification:
The Original Fort Raymond Property was 11.04 acres (Parcel Report attached). Chugachmiut has
purchased the Southern 3.31 Acres of this parcel, which leaves approximately 7.73 acres
remaining.
That remainder is prime for development that would have a positive impact on Seward. It is
currently one large parcel with a large utility easement that runs through the middle. This property
is currently zoned Auto Commercial and has a wide variety of possible development opportunities.
The replat would create a road right of way and utility easement for the utilities access and divide
the property into two roughly equal parcels, which would make the sizes more accessible for
potential purchasers / developers.

Fort Raymond Property Replat: A Resolution of the City Council of the City

WHEREAS, The City of Seward owns the Fort Raymond Property; and
WHEREAS, Chugachmiut recently purchased part of this property; and
WHEREAS, there is an easement that runs through the middle of the remaining
parcel; and
WHEREAS, replatting the remaining parcel, into two smaller parcels and creating a
road right of way will protect the city's interests while making it more accessible to potential
purchasers; and
WHEREAS, the replat of this property is the next step to make best use of this property
for the community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. The City Manager is authorized to execute the task order 2734.21 with R&M
Consultants for the replat of the Fort Raymond Property.
Section 2. Funding in the amount of $25,899 is hereby appropriated from the General

Dear Mr. Sowell,
R&M Consultants, Inc. (R&M) has based this response on the information provided by you via e-mail and
during subsequent phone conversations. We have reviewed the materials provided to us and have
prepared the following cost estimate for your review and comment.
Preliminary Plat
We understand that you would like to create two lots from the unrecorded Lot 7A of the proposed Fort
Raymond Subdivision, Replat No. 2 that is currently being reviewed by the platting authority. The
subdivision will be reviewed under the abbreviate plat process, and is contingent on the unrecorded plat
being accepted and recorded.
We expect that the final property corners for the Lot 7A plat will be set prior to recording of the final plat,
and that we can visit the site and easily recover the monuments. We are also assuming that we can set the
new property corners during the same trip. If the corners are not set, additional time may be required.
The subdivision process in Seward requires two review processes through the City of Seward and the Kenai
Peninsula Borough (KPB), and requires approval by the City of Seward prior to submittal to the borough.
The entire process is expected to take approximately three to four months. We propose to prepare the
preliminary plat package this winter so that it is ready for submittal to the City of Seward soon after the
unrecorded Lot 7A plat is recorded. The fieldwork will be completed in the spring.
Deliverables:

Schedule: We can begin work within two weeks of receiving a Notice -to -Proceed (NTP). If we receive an
NTP by the first week in March, we can deliver the preliminary package to the City of Seward for review by
the end of March.
Cost Estimate: Based on the scope and our understanding of the project, we propose a Time & Materials
Fee amount $25,899. We have attached a detailed breakdown of our estimated costs for your review.
