SPECIAL MEETING REQUEST
Pursuant to Seward City Code 2.10.030 (2), this is to serve as the written notice
calling a Special Port & Commerce Advisory Board (PACAB) Meeting on
Wednesday, April 20, 2022 at 12:00 p.m. for the purpose of -
Appoint an Ad Hoc Committee to identify potential funding
sources for the city's heat loop project.
The meeting will commence in the City Council Chambers, City Hall, 410 Adams
Street, Seward. All interested persons are invited to attend the meetings.
This special meeting was scheduled as part of the public notice soliciting interest from the
community that was posted and distributed on March 30, 2022.
Upon this request the City Clerk will give due and proper notice as required by SCC
2.10.032

SOLICITING VOLUNTEERS INTERESTED IN SERVING ON
THE PACAB AD HOC COMMITTEE TO IDENTIFY FUNDING SOURCES
FOR THE CITY' S HEAT LOOP PROJECT
On behalf of the Seward City Council, the city clerk is soliciting interest from residents of Seward
and the surrounding area to serve as volunteers on a seven member ad hoc committee to identify
funding sources for the city's heat loop project.
Background: The city received a grant from the Alaska Energy Authority in late 2018 to install a
heat loop system in the Seward Library & Museum and the Annex buildings, with options to expand
the project to also include City Hall and the Fire Station. By June, 2020, project cost estimates rose
from the original $882,497 estimate to over $3.6 million. As a result, additional funding sources
must be identified in order to proceed with the project.
The Port & Commerce Advisory Board (PACAB) was interested in organizing an ad hoc committee
to identify potential funding sources, and the City Council authorized PACAB to create a seven
member committee. The committee is charged with identifying potential funding sources and will
bring their recommendations back to council. The committee will be created by, and report to,
PACAB.
Volunteer Applications: Interested citizens may submit a letter of interest to the city clerk no later
than Wednesday, April 13, 2022 at 5:00 p.m. Please submit a letter of interest to the office of the
city clerk either in person at City Hall, mail to PO Box 167, Seward, AK 99664 (Attn: City Clerk), or
email to clerk@cityofseward.net.
Committee Selection: All applicants will be invited to attend a special meeting of PACAB on April
20, 2022 at 12:00 p.m. for the purpose of speaking to PACAB about their interest in volunteering for
the committee. PACAB will consider all applicants, and appointments will be made by the chair.

Re: Letter of interest in serving on the Heat Loop Project ad hoc committee
Dear Brandii:
The heat loop project proposes to use the same unlimited heat source to heat the
Library, Annex, City Hall and Fire Station as that which sends massive clouds of
steam rising out of Resurrection Bay every winter. The concept has been proven
at the Sea Life Center. The planet needs projects such as this. As a commercial
fisherman, I have witnessed the ocean warming at an accelerated pace over the
last few years. Can we here in the City of Seward find a way to pencil out the
economics of this project well enough to make it happen? I would like to
volunteer for the ad hoc committee being formed to work on this issue. Please
submit my name to PACAB for consideration. Thank you.

To Whom It May Concern,
Growing up in Seward, the values of community and the potential of our
incredible natural surroundings to support that community were deeply
impressed on me. The Heat Loop Project's potential requires citizen support,
and it's because of this potential that I would ask to be considered for the ad
hoc committee established by the Port & Commerce Advisory Board.
Apologies for narrowly missing the deadline to submit this.
Though I have recently moved to Juneau, my commitment to helping advance
Seward's position as an innovative, healthy, and vibrant community remains.
My connection to different communities and sectors throughout the state may
be a helpful factor in the committee's work finding project funding. I follow
renewable energy and infrastructure developments across the state rather
closely and could potentially provide that background to members.
If I can provide any additional information, please let me know. I'll be making a
trip home to Seward through early May, and would be happy to schedule time
to meet with any interested committee members or city staff.

CCROP: RULE 29. COMMITTEES
The Mayor may appoint standing committees of the Council as necessary or desirable and may
appoint ad hoc committees to address specific topics. The Council may also meet in work sessions
as a committee of the whole:
(a) Committee of the Whole. The Council may meet as a Committee of the Whole composed
of the entire council sitting as a legislative study committee. The Committee of the Whole
shall not take any official action while in committee. The Mayor chairs the Committee of
the Whole.
(b) Special Ad Hoc Council Study Committees. Special Ad Hoc Council study committees
may be created by the Council for a particular purpose, or when the issue is so complex
and time consuming that it cannot be reasonably handled at a Council meeting. Council
study committees shall consist of no less than 3 Council Members appointed by the Mayor.
Special council committees shall sunset at the end of their mission, but no later than the
end of each fiscal year unless specifically continued by the Council thereafter for a
specified time period.
(c) Council Liaisons. In order to build additional Council expertise in various areas of city
operations, the Presiding Officer may appoint one Council Member to serve as a liaison to
the Planning and Zoning Commission. These appointments shall be made at the Council's
organizational meeting in October. If appointed, the council representative to the Kenai
Peninsula Borough Economic Development District shall serve as liaison to the Port and
Commerce Advisory Board. If council liaisons were not appointed, a member of each
Board and Commission will arrange to give periodic reports to the City Council during
Council's regular scheduled meetings.
(d) Special Ad Hoc Citizen Advisory Committees. Special Ad Hoc Citizen Advisory
Committees may be created by the Council for a particular purpose. Committee members
shall be appointed by the Mayor, with the advice and consent of the Council. The Mayor
shall appoint the chair of the committee. Citizen study committees shall sunset at the end
of their mission, but no later than the end of each fiscal year unless specifically continued
by the Council thereafter for a specified time period. One Council Member, and one
alternate Council Member, may be appointed as a member and liaison of a citizen advisory
committee.
(e) Committees may make recommendations on proposed programs, services, ordinances, and
resolutions within their area of responsibility before action is taken by the Council. The
Committee Chair may present the recommendations of the committee during the discussion
of the item of business.
(f) Employees shall staff the various committees as directed by the City Manager, but no staff
person shall serve as a voting member of a council or citizen study committee.
(g) Minutes need not be taken of committee meetings.
