HomeMy WebLinkAboutRes2004-081 I I I Sponsored by: Shealy CITY OF SEWARD, ALASKA RESOLUTION 2004-81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ISSUE A CHANGE ORDER FOR AN AMOUNT NOT TO EXCEED $63,000 TO PENINSULA CONSTRUCTION, INC. FOR AN ADDITIONAL 700 FEET OF 10 INCH WATER MAIN FOR THE NORTH SEWARD WATER SYSTEM IMPROVEMENT PROJECT AND APPROPRIATE FUNDS IN THE AMOUNT OF $63,000 WHEREAS, Peninsula Construction, Inc. is right on schedule with the North Seward Water System Improvements Project with no cost over runs anticipated; and WHEREAS, the City of Seward has received a $396,600 grant from ADEC, along with the City's matching portion of$169,950; and WHEREAS, Peninsula Construction, Inc. was awarded this project with a bid of $348,382.49; and WHEREAS, a proposed 700 feet of 10 inch Water Main on Hemlock Street from Afognak Avenue to Oak Street is recommended, and has already been designed (original route); and WHEREAS, ADEC has accepted this additional work as a change order to the original "Approval to Construct" certificate; and WHEREAS, CRW Engineering (project engineers) ADEC, and city staff feel that increased fire flows to the middle school warrant this additional infrastructure construction; and WHEREAS, this work will form a "loop" which is always the preferred method of water main installation; and WHEREAS, Peninsula Construction, Inc. has agreed to do this additional work at the same unit price that they have in their original bid; and WHEREAS, the cost of this additional work will be $63,000, which would include a 15% Construction Contingency and 10% Construction Administration; and WHEREAS, the Water Department will also recover dollars spent on the design of the original project route due to ADEC's policy of paying only for one design of a project. CITY OF SEWARD, ALASKA RESOLUTION 2004-81 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The city manager is hereby authorized to issue a change order for an amount not to exceed $63,000 to Peninsula Construction, Inc. for an additional 700 feet of 10 inch Water Main for the North Seward Water System Improvements Project. Section 2. Council appropriate an additional $63,000 from funds available in the Gateway/Forest Acres Water System grant project 704-7042-5390. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APRROVED by the City Council of the City of Seward, Alaska, this 26th day of July, 2004. Assistant Public Works Subject: North Seward Water System Improvements Project ______________________________________________________________________ BACKGROUND & JUSTIFICATION: To date, Peninsula Construction, Inc. is right on schedule with the North Seward Water System Improvements Project with no cost over runs anticipated. The City of Seward has received a $396,600 grant from ADEC, along with the City’s matching portion of $169,950.00 for this project. (Resolution 2002-087) Peninsula Construction, Inc. was awarded this project with a bid of $348,382.49. (Resolution 2004-54) A proposed 700 feet of 10 inch Water Main on Hemlock Street from Afognak Avenue to Oak Street is recommended, and has already been designed (original route). ADEC has accepted this additional work as a change order to the original “Approval to Construct” certificate. Funding for this project has provided as follows: $99,200 in State DEC grant funds, $297,400 in federal EPA funds, and a City match of $169,950 from the Water Enterprise Fund.
