CALL TO ORDER
The March 29,2022 special meeting of the Seward City Council was called to order at 8:50
p.m. by Mayor Christy Terry.
OPENING CEREMONY
Police Chief Alan Nickell led the Pledge of Allegiance to the flag.
ROLL CALL
There were present:

CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR
PUBLIC HEARING
Bruce Jaffa,outside the city,thanked council for making their meetings concise.The items
on this agenda were very important; the need for camping space for employees made it clear that
Seward had a housing issue. Regarding the Lowell Canyon Diversion Tunnel, this project was
critical and would potentially lead to more conversations about hydroelectric power.
Chip Arnold,outside the city,supported Resolution 2022-047 for the Alaska SeaLife Center
(ASLC) employee camping. He appreciated the city administration for thinking about a new
approach to their employee housing concerns.The four RV spots would equate to 80 to 160 hours of
volunteer service at ASLC each week.

Resolution 2022-048,Authorizing The City Manager To Sign All Required Documents Related
To The Lowell Creek Flood Diversion Project.
Resolution 2022-049,Authorizing The City Manager To Enter Into A Contract With SHI For
The Purchase Of Sophos Central Intercept X, Sophos Central XDR And EDR, And Sophos
MTR Advanced Subscriptions In The Amount Of$59,842.30 And Appropriating Funds.

Resolution 2022-050, Authorizing The City Manager To Execute Task Order 2734.1 With
R&M Consultants For The Replat Of The Fort Raymond Property In The Amount Not To
Exceed $25,899 And Appropriating Funds.
Motion (McClure/Wells) Approve Resolution 2022-050
Assistant City Manager Stephen Sowell said the city was moving forward with replatting
the Fort Raymond property; the borough was currently working on replatting the 3.31 acres on the
south end for Chugachmiut. Sowell said city administration believed the highest and best use of this
property would entail subdividing the property.
Motion to Amend (Terry/Casagranda) Amend Resolution 2022-050 in Section 2
by completing the section to read,"Funding
in the amount of $25,899 is hereby
appropriated from the General Fund
Unassigned Fund Balance account no.
01000-0000-3400 to Community
Development Contracted Services account
no. 01000-1122-7009 within the 2022
operating budget."

COMMENTS
Bower thanked council for this meeting.
McClure said she couldn't let the anniversary of the 1964 earthquake go by without
mentioning the earthquake movie had been played at the library on Saturday,and several survivors of
the earthquake had been present to provide their first-hand accounts.
Terry said the earthquake movie was integral to this community. She thanked the businesses
for stepping up and finding housing for their seasonal employees.
