Sponsored by: Bower CITY OF SEWARD,ALASKA RESOLUTION 2022-062 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO APPROPRIATE FUNDS TO RENT& LEASES FOR SPORTS AND RECREATION IN THE AMOUNT OF $18,150 FOR THE USE OF AVTEC FROM APRIL 2022 THROUGH JUNE 2022 WHEREAS,Parks&Recreation provides public recreation programs at the AVTEC Gym (Student Services Center)through a facility use agreement with the school.This agreement allows the City to offer the public access to a variety of recreation facilities and programs, including a multi-sport gym,weight/cardio room,racquetball court, sauna,showers,basketball and volleyball leagues, tournaments, and more; and WHEREAS, Resolution 2019-066 authorized the City Manager to enter into a three-year facility use agreement between the City of Seward and the Alaska Vocational Technical Center for the use of the Student Services Center building for public recreation; and WHEREAS, beginning on March 16, 2020 AVTEC closed the gym (Student Services Center) to the public until further notice due to cautionary measures in response to COVID- 19; and WHEREAS,during budgeting for 2022 the Rent & Leases line item was cut from Sports and Recreation. This line item was allocated to pay the usage fees for AVTEC; and WHEREAS, Resolution 2022-018 urged the Alaska Department of Labor Commissioner to ensure the Seward AVTEC student service center is reopened to the public; and WHEREAS,AVTEC gave Parks and Recreation approval to reopen,and funds need to be appropriated for the usage fees for April 2022 through June 2022 are$18,150. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA,that: Section 1. The City Manager is authorized to approve appropriation of funds to the Rent & Leases for Sports and Recreation in the amount of$18,150 for the use of AVTEC from April 2022 through June 2022. Section 2. Funding in the amount of$18,150 is hereby appropriated from the Unassigned General Fund Balance account 01000-0000-3400 to the Rent a Leases account 01000-1420-7017. Section 3. The City recently urged the Alaska Department of Labor and Commission to allow AVTEC to reopen to the public. This is an agreement with AVTEC that has been in place since 2016 and is reopening the gym for public use after Covid 19 cautionary measures. This agreement allows the City to offer the public access to a variety of recreation facilities and programs, including a multi-sport gym, weight/cardio room, racquetball court, sauna, showers, basketball and volleyball leagues, tournaments, and more. AVTEC gave Parks and Recreation approval to reopen, and funds need to be appropriated for the usage fees for April 2022 through June 2022 are $18,150.
