RESOLUTION 2022-063
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING AND APPROPRIATING FY22 CORONAVIRUS
STATE LOCAL RECOVERY FEDERAL GRANT FUNDS IN THE
AMOUNT OF$577,195
WHEREAS, The Alaska Department of Revenue notified the City of Seward on March
17,2022 that it would be receiving$577,195 in FY22 Commercial Passenger Vessel Tax Sharing;
and
WHEREAS, The City of Seward had no cruise ships for the calendar year 2021 and
therefore the entire share of$577,195 is funded by the Coronavirus State Local Fiscal Recovery
(CSLFRF) appropriation; and
WHEREAS,the intent of this program is to provide support to State,territorial, local,
and Tribal governments in responding to the economic and public health impacts of COVID-
19 and in their efforts to contain impacts on their communities,residents,and businesses; and
WHEREAS,the State of Alaska received these funds and appropriated $577,195 as a
pass-thru grant for the City of Seward; and
WHEREAS, investment in water and sewer infrastructure is an eligible use of these
funds as outlined by the U.S. Department of the Treasury; and
WHEREAS, the City of Seward Water and Wastewater Funds have infrastructure needs
as well as expansion opportunities; and
WHEREAS, the grant funds will be split evenly between the Water and Wastewater
Funds.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD,ALASKA that:
Section 1. Funding in the amount of$288,597.50 is hereby accepted and recorded in
the Water Enterprise Fund as Federal Grant Revenue account no. 17100-0000-5921.
Section 2. Funding in the amount of$288,597.50 is hereby accepted and recorded in
the Wastewater Enterprise Fund as Federal Grant Revenue account no. 18100-0000-5921.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 9th

Agenda Item: Resolution 2022-063: Accepting and Appropriating the FY22 Coronavirus
State Local Recovery Federal Grant Funds in the Amount of$577,195
Background and justification:
The Alaska Department of Revenue notified the City of Seward on March 17, 2022, the City would
receive an additional $577,195 in FY22 Commercial Passenger Vessel Tax Sharing. The City of
Seward had no cruise ships for the calendar year 2021 and therefore the entire share of$577,195 is
funded by the Coronavirus State Local Fiscal Recovery (CSLFRF) appropriation.
The intent of this program is to provide support to State, territorial, local, and Tribal
governments in responding to the economic and public health impacts of COVID-19 and in their
efforts to contain impacts on their communities, residents, and businesses. Of the available uses
authorized through this program, the City Manager has determined expansion of water and
wastewater infrastructure is the most beneficial option.This expansion will be targeted towards
increasing residential and/or commercial development. Funds will be appropriated in the future
for a specific project(s) once the exact project has been determined.
