RESOLUTION 2022-065
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH STURGEON ELECTRIC COMPANY IN A NOT-TO-
EXCEED AMOUNT OF $319,006.72, FULLY REIMBURSABLE BY THE
ALASKA DEPARTMENT OF TRANSPORTATION, TO COMPLETE
POWER LINE RELOCATION WORK BETWEEN MILEPOST 17-22.5 OF
THE SEWARD HIGHWAY TO ACCOMMODATE AKDOT'S ROAD
IMPROVEMENT WORK
WHEREAS, in 2021, AKDOT was approved for federal funding to complete road
improvement work between Milepost 17-22.5 of the Seward Highway near Moose Pass; and
WHEREAS, Seward's Electric Department was informed by AKDOT in mid-2021
that electric power lines in that section of highway would need to be relocated to
accommodate AKDOT's work; and
WHEREAS, Sturgeon Electric provided the lowest bid estimate and the most
comprehensive plan for completing the work; and
WHEREAS, all costs incurred by the Electric Department to complete the work will
be reimbursable via AKDOT's federal funding; and
WHEREAS, the Electric Department and its engineering contractor, Dryden & LaRue,
issued a detailed"Invitation to Bid"(ITB) and selected Sturgeon Electric as the contractor; and
WHEREAS, each bid was rated based upon lowest cost estimate, experience and
references, clarity of proposal, and the organization's financial stability.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD,ALASKA that:
Section 1. The City Manager is hereby authorized to enter into a contract with Sturgeon
Electric Company for$319,006.72 to complete power line relocation work between MP 17-22.5 of the
Seward Highway to accommodate highway improvement work by AKDOT.
Section 2. Funding is hereby appropriated from the Electric Enterprise Fund and
reimbursement will be funding in the 15000-3000-5899 Electric miscellaneous revenue account.
Section 3. This resolution shall take effect immediately upon adoption.

Background and justification:
AKDOT has had this project on its books for several years, but funding limitations prevented the
project from moving forward. In 2021, the project was approved for federal funding, and AKDOT
scheduled the work for 2022. AKDOT contacted Seward's Electric Department in mid-2021 to inform
the utility of the planned project schedule and the need to have the power lines within MP 17-22.5
of the Seward Highway relocated as outlined in the project schedule.
With Electric Department crews unavailable to complete the work due to other projects,the Electric
Department and its engineering contractor, Dryden & LaRue, issued a detailed "Invitation to Bid"
(ITB). Sturgeon Electric provided the lowest bid and the most comprehensive plan for
completing the work, and the company was sent an "Intent to Award" notification on April 19.
Each bid was rated based upon lowest cost estimate, experience and references, clarity of proposal,
and the organization's financial stability. Scoring was weighted toward lowest cost.
