SPECIAL MEETING REQUEST
Pursuant to Seward City Code 2.10.030 (2), this is to serve as the written notice
calling a Special Meeting of the Historic Preservation Commission on Monday,
May 16, 2022 at 3:30 p.m. for the purpose of:
Resolution 2022-004, A Resolution Of The Historic Preservation
Commission Of The City Of Seward, Alaska, For The Purpose Of
Expending The Remaining CLG 2021-20005 Donor Funds Of $7,200
For The Purchase Of Additional Seward Historic Walking Tour
Maps.
The Special Meeting will commence in the Seward City Council Chambers located
in City Hall at 410 Adams Street, Seward. All interested persons are invited to
attend the meetings.
All public is invited to attend.
The Historic Preservation Commission scheduled this special meeting during their
regular meeting on May 12, 2022.
Upon this request the City Clerk will give due and proper notice as required by SCC
2.10.032
(No business shall be transacted other than stated above.)

HISTORIC PRESERVATION COMMISSION
RESOLUTION 2022-004
A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION
COMMISSION OF THE CITY OF SEWARD, ALASKA, FOR THE
PURPOSE OF EXPENDING THE REMAINING CLG 2021-20005 DONOR
FUNDS OF $7,200.00 FOR THE PURCHASE OF ADDITIONAL SEWARD
HISTORIC WALKING TOUR MAPS
WHEREAS, on May 9, 2022, the City Council approved Resolution 2022-061 which
authorized the Historic Preservation Commission to retain $7,200 in public donations for the
purchase of additional Walking Tour maps; and
WHEREAS, the commission worked with Corvis Designs to purchase walking tour maps in
2021; and
WHEREAS, Corvis Designs will reprint 72,000 additional maps for a total of $7,200.
NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION
COMMISSION OF THE CITY OF SEWARD, ALASKA that:
Section 1. The Historic Preservation Commission hereby approves the purchase of 72,000
Seward Historic Walking Tour Maps in the amount of the $7,200 from Corvis Designs.
Section 2. Funding for this purchase is hereby appropriated from the General Fund— Seward
Historical Tour account number 30016-0000-4553.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the Historic Preservation Commission of the City of
Seward, Alaska, this 16'h day of May, 2022.

ALASKA, AuTHORtZING AND, APPROPRIATINGS $7,200 IN PRIVATE
DONATIONS FOR THE PURPOSE OF PURCHASING ADDITIONAL
WALKINGTOUR MAPS
WHEREAS, SHPC and staff submitted. ail HPF-CLG Grant application on January 27,
2020, to create physical public educational signage for a Seward historical tour (Resolution 2020-
079); and
WHEREAS, the HPF-C'I-G Grant #20005 project was approved aii(,,l the grant agreement
was received by the City Staff'on July 17, 2020, frOrn the State Historic Preservation office 2020;
and
WHEREAS, the City Manager was authorized on September 14, 2020, to accept and
a ppropriate grant funds, to pay vendors for services rendered to fulfill the FY2020 HPF-C'LG Grant
#20005: Seward Historical Tour: Public Education Signage Project 2,020; and
WHEREAS, the Seward Historic Preservation (.7ornmission anticipated a need for
additional funding to pay for signs and maps, and
WHEREAS, in June 2021, Seward I listoric Preservation Cornmission solicited private
donations from Seward citizens; and
WHEREAS, $7,200 in private donations were received; and
WHEREAS, Seward City Code 2,30.410 does net authorize the Historic Preservation
Commission to expend or commit City Funds without first obtaining approval by and any
necessary al.)propriations from City Council; and
WHEREAS, City staff'recornmended the I listoric Preservation Commission vote to either
return these funds. with a letter to donors explaining why the donation was being returned, or draft
a resolution to the City Council requesting the Council allow the commission to keep and use the
flunds; and
WHEREAS, the Seward Historic Preservation Cornrnission passed HP' resolution 2022-
003; requesting City Council Authorization to retain and appropriate private donations to C.I.
Grant #20005 Seward Historical Tour: Public education signage ft')r tile purl)ose of purchasing
additional walking tour maps, and appropriating funds; and
WHEREAS, during the April 25, 2022 City Council meeting; City Council provided
direction to City Administration to bring forward a resolution to accept and appropriate the private

NOW, THERE FORE, BE ITRESOLVED BYTHE CITY COUNCILOFTHE CITY
OF SEWARD, ALASKA that:
Section I. The Seward City to authorizes the retention the pub] ic donations received
in June 2021 in the amount of $7,20O for the purchase of additional Seward's Historic Walking
Tour Maps to be placed at the Charnber ofCommerce and local businesses around Seward and
beyond.
Section 2. Funding in the arnount of'$7,200 is hereby appropriated the General Fund -
Seward Historical Tour revenue account number 30016-0000-43 53 .
Section 3. This resolution shall take effect irrunediately upon adoption.

to pay for signs and maps, and in accordance with the grant, and after extensive public meetings,
and work sessions outlining its intent to do so, the SHPC sought public doniationsi. In late May
through mid -June 2021 $7,200; was raised through Public donations which were received by check,
made out to the City of Seward. SHPC then received d�irection from staff that Seward City Code
does not authorize SHiPC to solicit donations., City staff recommended that the Historic Preservation
Commission vote to either return these funds with a letter to donors expla;ining why the donation
was being returned, or draft ail resolution to the City Council requesting that the Council allow the
commission to keep and use the funds.,

During the April 25, 2022 City Council Regular meeting, Council directed City Administration to bring
forward a resolution for the acceptance and appropriation of the $7200 in private donations.
