RESOLUTION 2022-076
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INT❑ A
CONTRACT WITH LOGIC GEOPHYSICS & ANALYTICS LLC FOR
GROUND PENETRATING RADAR SERVICES IN THE AMOUNT OF
$22,291, PLUS A 10% CONTINGENCY OF $2,229, FOR A TOTAL
AMOUNT NOT TO EXCEED $24,520
WHEREAS, the City Cemetery is an important part of the Seward Community; and
WHEREAS, this item was included in the 2022 budget; and
WHEREAS, the Cemetery grounds are maintained by the Parks and Recreation
Department, but the Community Development Department and City Clerk's Office manage the
placement and records; and
WHEREAS, over the years, people have been buried without markers or markers may
have given way to the environment; and
WHEREAS, it is vital for the collaborating city departments to have accurate
information and records for maintaining the history and planning for growth; and
WHEREAS, the City would like to eventually provide the public access to these
records and locations online; and
WHEREAS, the use of ground penetrating radar will enable the city departments to
be able to provide that information with confidence.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. The City Manager is authorized to enter into a contract with Logic
Geophysics & Analytics LLC for ground penetrating radar services in the amount of $22,291,
plus a 10% contingency of $2,229, for a total amount not to exceed $24,520.
Section 2, This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 13th
day of June, 2022.

Radar Services In The Amount Of $22,291, Plus A 10% Contingency Of
$2,229, For A Total Amount Not To Exceed $24,520
Background and justification:
The Seward City Cemetery is an important site to our community and has a great need for accurate
records to be maintained, not only for historic purposes but for future use planning as well. The
Cemetery grounds are maintained by the Parks and Recreation Department but the Community
Development Department and Clerks Office manage the placement and records.
Over the years, people have been buried without markers or markers may have given way to the
environment. There are confirmed areas that we can see there is someone buried (rectangular
depression in the ground) but we don't have any record or marker of the burial.
In order for the 3 entities to be able to work with confidence in both maintaining historical records
and future growth as we go forward, we need to know with 100% confidence where there are
burials.
The Community Development Department is entering all of the cemetery records into a GIS map
that at some point and time we would like to make publicly accessible via website. In order to make
sure that we have all burials, marked and unmarked in the GIS, we need to bring in Ground
Penetrating Radar where they can see what is under the surface and be able to record that in the
GIS. If sites are found that have unmarked burial sites, we would like to come back around with
another resolution (from Parks and Rec) to create simple markers for those sites so that they can be
identified physically onsite as a double protective measure to make sure that someone doesn't
accidentally dig there for an additional burial.
This would be done in the Seward City Cemetery as well as the Jesse Lee Home Cemetery.
Note: We reached out to four different businesses for quotes and only one was able to and provided a
quote. All correspondence attached.
