All interested persons are invited to attend the meetings. POSTED: Tuesday, February 25,2020 City Hall bulletin board U.S. Post Office Harbormaster's Building Seward Community Library Museum R 1 Sponsored by: PACAB CITY OF SEWARD, ALASKA PORT AND COMMERCE ADVISORY BOARD RESOLUTION 2020.001 A RESOLUTION OF THE SEWARD PORT AND COMMERCE ADVISORY BOARD, RECOMMENDING COUNCIL APPROVAL OF THE PORT AND COMMERCE ADVISORY BOARD PRIORITIES FROM FEBRUARY 2020 TO FEBRUARY 2021 WHEREAS,PACAB's responsibilities are listed in SCC:2.30.325 Powers and Dulies,and WHEREAS,at its December 18, 201 R work session,PACA11 reviewed and refined their Priorities and Goals list for 2020. �s NOW, THEREFORE, BE IT RESOLVED BY THE PORT AND COMMERCE ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA that: f Section I. The following list of Priorities and Goals from February 2020 through February 2021 is hereby approved by the Board and recommended to Council for their approval: PRIORITIES • Support harbor operations and harbor users • Help lead Seward Marine Industrial Center(SMIC) development • Advise and support the Seward Chamber of Commerce in their marketing role for the city • Explore and promote energy alternatives and community sustainability practices • Support actions and legislation that promote the viability of all businesses • Promote quality of life for Seward residents SHORT TERM GOALS • Review the vessel property tax and provide recommendation to Council • Sponsor an Energy workshop for the community • Evaluate options for a heat pump rebate program and present a proposal to Council • Hold another joint work session with the Planning& Zoning Commission about a SMIC overlay • Work towards developing a Climate; Action Plan • Discuss and review the January 2020 City Council work session with the electric department 2 ................................ ............................................................ .................. ........... ......................... PORT AND COMMERCE ADVISORY BOARD RESOLUTION 2020-001 • Determine action needed to address halibut by-catch and provide recommendation to Council • Support the work of the Airport Committee • Create an ad hoc committee for SMIC Development and an ad hoc committee for Energy • Send a board member to the Alaska Municipal League Conference • Prioritize City, State, and federal Priorities for port and commerce initiatives • Evaluate city utility infrastructure for future growth • Participate in Joint Work Session with Ifistoric Preservation committee on Downtown Historic Overlay District • Review the SMIC Development Plan • Evaluate the Blue Pipeline Initiative and give recommendation to Council on the city's continued investment • Provide input on the Capital Improvement Plan LONG TERM GOALS • Review the Harbor Tariff(Target Completion 2021) • Submit a Climate Action Plan to Council for adoption (Target Completion 2021) • Update Seward Boat I[arbor Plan (Target Completion 202 1) • Update SMIC Development Plan (Target Coniplction2022) Section 2. THE CITY OF SEWARD, ALASKA C!!rO cline­rdcr, Chair AYES: Smith, Hughes, Lawrence, Schneider NOES: None ABSENT: Jaffa, Lemas, Paquette ABSTAIN: None 3 DRAFT 2020 Priorities Short and Medium Term 1) Review/Update the all of Title 15 2) Support Council in exploring available funding/policy for infrastructure development (hold jointly with City council, if possible) 3) Current planning and zoning, including the subdivision of land 4) Provide research, analysis, and insights in an accessible and straightforward way on current topics—including demographics, housing, lodging, economic development, resiliency and sustainability. 5) Promote public interest and understanding of the comprehensive plan and review process 6) Communication tower education/work session with an industry expert. (Hold jointly with City Council,if possible.) Continuing 1) Look at current and future community needs to identify a wide range of strategies and investments that support the neighborhood's growth and vitality. 2) Ground truthing of City for Comprehensives Plan 3) Continue to pursue compliance with the Seward City Zoning Code by prioritizing the outstanding health and safety issues, such as snow removal, illegal camping,junk vehicles, etc.--This is an annual review 4) Identify and implement land use and zoning changes as well as other actions needed to support the short-term recovery and long-term vitality of City 5) Seward Marine Industrial Center new zoning district d) Fort Raymond Property planning and platting(former USAF Rec. HISTORIC PRESERVATION COMMISSION PRIORITIES FROM F FBRUARY 2020 TO FEBRUARY 2021 WHEREAS, IIP's responsibilities are listed in SCC 2.30.325 Powers and 1]uties; and WHEREAS,at its November 14.2019 and.lanuary 9, 2020 meetings, IIP reviewed and updated their Priorities and Goals list for 2020. NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF SEWARD, ALASKA that: Section 1. The following list of Priorities and Goals from February 2020 through February 2021 is hereby approved by the Commission and recommended to Council for their approval: ANNUAL REPORTING • Annual report to council • Annual Certified Local Government (C.I...G) grant report to the State Historic Preservation Office PUBLIC OUTREACH `' • Coordinate efforts with Planning and Zoning regarding the identification and protection of local historic and archaeological resources. • Enhance understanding of the economic benefits of Heritage, Tourism. Celebrate National Historic Preservation Month in May by proclamation. • Award the Annual Seward Historic Preservalion Award in May. r Improve the Seward Historic Preservation Commission online presence. SEWARD HISTORIC STRUCTURES & SITES J. • Review local projects and recommendations about the effect on properties identified in the local historic preservation inventory. ' • Review and update Seward Inventory of Hismric Sites according to the guidelines for the Alaska Heritage Resources Survey, with annual review. r 5 HISTORIC PRESERVATION COMMISSION RESOLUTION 2020-001 • Annually submit inventory data to the Offices of History and Archaeology. • Promote and continue to nominate structures and sites to Seward Local Register. • Support the historic Hoben Park and assist with planters. • Track and promote the preservation of the Jesse Lee Home. • Track and monitor the progress of the Purl Raymond Subdivision. • identify the Ten Most Endangered I listoric Properties in Seward. SEWARD HISTORIC PRESERVATION PLAN (Undated 2017) • Promote economic incentives, historical preservation and education. • Promote historic preservation initiatives and prgjects.. • Promote the Historic Overlay District. OTIIER COMMISSION TASKS • Generate ideas, set priorities, and submit an application for consideration for the CLG grant opportunities that stimulate heritage tourism and cultural awareness. Section 2. This resolution shall take effect immediately upon its adoption.
