Subject: Planning and Zoning Commissions 2016 Priorities Draft
The Planning and Zoning Commission began reviewing this year's annual priorities at its
January 19, 2016 regular work session. As a result of that review, the Commission set the
Seward Comprehensive Plan Update as its top priority for 2016. All of the priorities are
included in a draft that has been prepared for Council consideration.

Short and Medium Term
1) City of Seward Comprehensive Plan Update. (Moved to top priority for 2016)
2) Parks & Recreation Master Plan Update. (Hold additional work sessions in 2016)
3) Help review Camping Code.
4) Communication Tower Education 1 Work Session with an Industry Expert.
5) Continue to pursue compliance with the Seward City Zoning Code by prioritizing
the outstanding health and safety issues, such-as snow removal, illegal camping,
junk vehicles, etc.

Training Calendar: 2016

Item: Training for Commissioners
The following information is provided to help with discussions about P&Z training.
2015 Training Schedule:
• Community Development Department staff offered a video presentation/training
on storm water management and floodplain development. The training
(approximately 30 minutes) was scheduled at the direction of the P&Z Commission.
• The Seward/Bear Creek Flood Service Area sponsored a training session on May
181h. The State Division of Homeland Security & Emergency Management led the
Flood Insurance and Mitigation training, which was held in the Community Room
of the Library.
• Council members, Planning and Zoning Commissioners and other board members
and respective staff participated in a July 20 refresher training on the elements of
City Government, including the Open Meetings Act, City processes and ethics. The
session was held in the Community Room of the Library.
• The Community Development Department offered to pay registration fees and
travel expenses for Commissioners who wished to attend the 2015 Alaska Planning
Conference training for Planning Commissioners. The session was held throughout
the day on Sunday, November 15 at the Anchorage Marriott Downtown.
2016 Training Schedule:
« The Planning and Zoning Commission held a work session on January 19, 2016 to
establish the annual priorities. One of the annual priorities was, "Communication
Tower Education/Work Session with an industry expert."The date for the training
has not been established.

RESOLUTION 2015-030
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ADOPTING THE PLANNING AND ZONING COMMISSION
PRIORITIES FROM APRIL 2015 TO APRIL 2016
WHEREAS, at the January 20, 2015 work session the Planning and Zoning Commission
reviewed their Priorities List; and
WHEREAS, the Seward City Council Rules of Procedure, adopted March 14, 1994, state
that the Council should meet in an annual joint work session with the Commission to address
areas of mutual concern; and
WHEREAS, the Commission and Council held a joint work session, reviewed and
updated the Planning and Zoning annual Priorities List on February 3, 2015; and
WHEREAS, at the March 3, 2015 meeting the Planning and Zoning Commission
reviewed and approved the Planning and Zoning Priority List; and
WHEREAS, Council will address a resolution adopting these recommendations.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE,
CITY OF SEWARD, ALASKA that:
Section 1. The following List of Planning and Zoning Priorities is hereby approved and
_. recommended to Council for their adoption:

1) Continue to pursue compliance with the Seward City Zoning Code by prioritizing the
outstanding health and safety issues, such as snow removal, illegal camping,junk
vehicles, etc.

5) Examine development of 30 by 100 foot lots within Seward City limits.

Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of Seward, Alaska this 13`h day of
April, 2015.

Commission Priorities from April 2015 to April
2016.
BACKGROUND & JUSTIFICATION:
Annually,the Planning and Zoning Commission establishes their priorities. The Commission began
this year's process by reviewing their Priority List at their January 20, 2015 work session in
preparation of their joint work session with Council scheduled for February 3,2015. During the joint
work session,the Commission and Council reviewed and updated the Planning and Zoning Priorities
List.
At their March 3, 2015 meeting the Planning and Zoning Commission approved Resolution 2015-05
recommending Council adoption of the Commission's April 2015 to April 2016 Priority List.
CONSISTENCY CHECKLIST: Yes No NIA
Comprehensive Plan: Most of the priorities which the Commission
1. wishes to work on are an outgrowth of goals and objectives established in i X
the Comprehensive Plan.
2 Strategic Plan: The Strategic Plan also identifies many of the priorities X
