City of Seward Job Description Job Title: Assistant City Manager Range: 21-24, Progressive Salary: Department: Administration Approved by: Reports to: City Manager Date: Supervises: Management Information Systems (MIS) Department, Community Development Department and others as assigned by the city manager. Supervises or coordinates the work of department heads of all city departments as directed by the city manager. Position: Regular,Full-Time. Exempt Summary: Performs professional level duties of substantial importance to the administrative operation of the City. Completes special projects as assigned and serves as a City representative. This position operates with some degree of independence under the general supervision of the city manager. In the absence of the city manager, an employee in this class may temporarily assume responsibility for duties of the city manager. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the City Council, city manager, department heads,Federal and State agencies,media, and the public. This position is a progressive position allowing for development of the individual in the position. The employee will begin at a Range 21 and at full performance this position will be at a Range 24. Essential Duties and Responsibilities: Plans, directs, and administers projects and programs as directed by the city manager. On occasion completes grant applications and maintains grant correspondence as assigned by the city manager. Coordinates and assists other departments in the preparation of the City's Capital Improvement Program and State and Federal Legislative Priorities. Completes and/or reviews special projects such as community surveys, prepares requests for proposals, and leases as directed by the city manager. Researches policy issues,develops policies and recommendations,and implements policies adopted by the city manager. Approves policy implementation by the community development department. Facilitates city training as directed by the city manager. When applicable, coordinates with other departments the overall management of city owned lands Rcvd. Manages the weekly work flow in the community development department and is responsible for all upper level duties in the department as assigned by the city manager. Writes,reviews and administers professional service and construction contracts as assigned by the city manager. . Represents the city administration for various public purposes, such as speaking engagements or organization memberships, boards, and commissions as directed by the city manager. Provides support to the City Council, the Planning and Zoning Commission, the Historic Preservation Commission,and the Port and Commerce Advisory Board,and attends such meetings when requested by the city manager. Screens citizen complaints and problems and addresses these issues whenever possible. Works with the City's insurance brokers and adjusters to provide for the operation and enforcement of the City's risk management and loss control programs;evaluates and procures liability,property, and other insurance coverage deemed appropriate to protect the City's assets and finances. Facilitates all property and liability claims and assists insurance brokers as necessary. Works with city health insurance broker and provider as directed with the city manager. Works with city attorneys, clerks, lobbyists as directed by the city manager. Reviews all Council agenda-statements and resolutions for accuracy and completeness. Coordinates MIS and serves on the wage committee or as directed by the city manager. Chairs the weekly project meeting with department heads. Perforrns other related duties as assigned. Supervisory Responsibilities: Supervises employees in the Management Information Systems (MIS) Department, Community Development Department, and other positions as assigned by the city manager. Carries out supervisory responsibilities in accordance with city policies and applicable laws. Responsibilities include interviewing,hiring,and training employees;planning,assigning,directing work;appraising performance;rewarding and disciplining employees;addressing complaints;and resolving problems. Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily with minimal supervision and a high degree of initiative and authority. Education and/or Experience: Bachelors' degree from a college or university with major course work in public administration, business administration,finance,engineering,planning,management or a related field.Five years of management experience which includes at least three years with responsibility for staff supervision, budgeting, and fiscal control. Progressive Development Plan: Each year on the employees' anniversary date, the employee will be evaluated not only on performance but also on professional development. The city manager shall determine if the employee has received the required training and experience to advance from a range 21 to a 22,then from a range 22 to a 23,then from a range 23 to 24,remaining at the same step. After the employee reaches a range 24, the employee shall remain at that range and receive annual step increases, if earned, in the regular sequence. If it is determined that the employee has not progressed to the next level, but has shown above satisfactory performance, he/she will be granted the regular merit increase of one step. To progress to a range 22,the employee must have attended at least one professional city manager's conference(AML,ICMA or equivalent)and completed at least one budget process with the City of Seward. To progress to a range 23,the employee must have participated in lobbying activities on behalf of the City to include travel to Juneau and/or Washington, D.C., in order to understand the process of seeking external funding. To progress to a range 24 requires a Master's Degree in a related field of study and/ or at least three years' experience with the City of Seward at the department head level. Language Skills: Ability to read,analyze, and interpret common technical journals,financial reports,written reports and communications and legal documents.Ability to compose written correspondence,reports,and memoranda. Ability to respond to common inquiries or complaints from customers, regulatory agencies, other governmental units, or members of the business community. Ability to effectively present information to top management,subordinate personnel,public groups,and the city council, boards, and commissions. Mathematical Skills: Ability to add,subtract,multiply,and divide using whole numbers,common fractions,and decimals. Ability to calculate figures and amounts such as discounts,interest,commissions,proportions,and percentages. The work is performed with a considerable amount of independence under the general supervision of the City Manager. Essential Duties and Responsibilities: Prepares or oversees the preparation of the Seward Comprehensive Plan and other city plans; and cooperates in borough, state and federal planning efforts affecting the Seward area. Acts as the planning consultant to other city departments, boards and commissions. Gathers information relating to demographics, land usage, zoning, traffic and parking, community needs assessments, and other community issues. Assigns new street addresses and maintains street atlas. Directs the regular and special collection of demographic data; conducts surveys and research projects. Prepares plans, reports, and analyses. Presents findings before the Council, boards and commissions and other interested groups. Responsible for enforcement of land use, zoning, subdivision, sign, and flood plain management ordinances. Provides administrative support to the Planning and Zoning and Historic Preservation Commissions through research and preparation of staff reports on agenda action items. (5) Urban residential district (UR). Intended to allow an area of higher density mixed residential uses from detached single-family housing to multi-family apartments in conjunction with compatible low impact professional office uses in the area surround- ing the downtown business district. (6) Office/residential district (OR). Intended to provide for medium density residential, commercial and office development designed to act as a transition zone between the high density central business district and surrounding medium-high density residen- tial districts.
