A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROPRIATING $40,000 FROM THE GENERAL FUND
UNASSIGNED FUND BALANCE AND AUTHORIZING REPAIR AND
MAINTENANCE WORK BY JAG ALASKA, INC. TO THE SEWARD FIRE
VESSEL JOHN FOSTER IN AN AMOUNT NOT TO EXCEED $40,000
WHEREAS, the fire vessel John Foster is a 2005 36' Metal Craft Marine fire response
vessel operated by the Seward Fire Department; and
WHEREAS, when the vessel was constructed, the addition of antifouling paint was
added to help prevent damage by electrolysis to the bare aluminum body of the vessel; and
WHEREAS, over 17 years the vessel has been exposed to the harbor's salt water and
over time the paint has degraded to a point where damage to the aluminum is occurring, not
only to the hull, but also to the sides of the vessel from the rub rail to the waterline; and
WHEREAS, the John Foster last had the hull blasted and repainted in 2016/2017 and
electrical work was completed at that time as well: and
WHEREAS, in March 2021, numerous vendors were contacted either by email or phone
to perform maintenance on the John Foster pursuant to SCC 6.05.015 & SCC 6.05.020; and
WHEREAS, only one vendor submitted a response, Exit Marine, and was awarded a
purchase order to perform maintenance; and
WHEREAS, after 10 months of communications, Exit Marine had to decline the work due
to staffing shortages; and
WHEREAS, in February 2022, staff began another round of calling vendors, not including
those that did not respond in the past, in search of an entity capable of perfonning the work; and
WHEREAS, in May 2022, JAG Alaska, Inc was the only vendor that responded and able
to perform the work and are located locally; and
WHEREAS, after receiving the boat to JAG's shipyard in June 2022, the initial inspection
found additional corrosion and damage above the waterline and inside the hull requiring an
additional service charge not initially expected; and
WHEREAS, the cost of the repairs exceeds the current Fire Department maintenance
budget and the previous $20,550 allocated for the repair work; and

WHEREAS, it is in the best interest of the community and our visitors to have the fire
boat in working order and repaired; and
WHEREAS, the John Foster has been used in water rescues and boat fires, and is an
integral piece of equipment for the Fire Department; and
WHEREAS, the Fire Department is instituting a more comprehensive maintenance plan
for the John Foster to include annual servicing and inspections to prevent this amount of damage
in the future; and
WHEREAS, the maintenance and repairs to be done to the John Foster will bring the
vessel back into working order.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to provide up to, but not exceed,
$40,000 to JAG Alaska, Inc. for the cost of maintenance and repair to the Sew. Fire Vessel John
Foster as quoted, to include any further unforeseen expenses.
Section 2. Funding is hereby appropriated from the General Fund account number 01000-
0000-3400 Unassigned Fund Balance to Maintenance and Repair account 01.000-1220-7216.
Section 3. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 22na
day of August, 2022.

Fire Vessel John Foster
Background and justification:
In 2004, the 1081" Congress passed legislation for the Department of the Interior and Related
Agencies under Public Law 108-108, which provided funding in the amount of $257,000 to the City
of Seward for a Fire/Rescue/Security vessel.
The funds were received by the City of Seward in February and accepted by the City Council in April
2004. The John Foster was received by the City of Seward on March 3, 2005. Since its inception we
have provided multiple Fire, Rescue, and Recovery efforts to this and neighboring communities.
During the initial construction of the vessel, the addition of antifouling paint was added to help
prevent damage by electrolysis to the bare aluminum body of the vessel. Over the last 17 years the
vessel has be staged in the harbor and exposed to the salt water. Maintenance and repairs are now
unavoidable.
Funds had previously been approved last year for work to be performed by Exit Marine, but due to
short staffing and the loss of a mechanic they were unable to perform the required maintenance and
repairs. At that point we researched other companies that might be able to do the work. The only
company that responded and is able to do the work is JAG Alaska, Inc. An additional benefit is they
are also local keeping the resource close and saving on travel expenses.
Funds had already been approved for the initial work that was quoted but after further investigation
more damage was found and now needs to be repaired.
We are requesting $40,000 be appropriated for the maintenance and repair of the John Foster and
any other unforeseen damages that might need to be fixed. We are requesting this be out of the
general fund.
These repairs will bring the John Foster back into a working and sustainable manner to provide our
community with the services needed to keep people safe on the water.
