RESOLUTION 2022-094
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, DIRECTING THE CITY MANAGF,R TO PROCEED WITH THE
PUBLIC WORKS FACILITY PROJECT AT THE FORT RAYMOND
PROPERTY (2101 AND 2109 DIMOND BLVD), APPROVING R&M
ENGINEERING TASK ORDER 2734.25 FOR GEOTECHNICAL
SERVICES AND APPROPRIATING FUNDS
WHEREAS, since 1984, relocation of the Public Works Facility has been discussed by
City Staff, the Planning and Zoning Commission, the Seward City Council, and the entire Seward
community; and
WHEREAS, construction of a new Public Works Facility is listed on the City of Seward's
2022 Capital Improvement Plan; and
WHEREAS, the current Public Works Facility is beyond its useful life; and
WHEREAS, the Municipal Land Use Plan has identified the parcel where the current
Public Works Facility is located as desirable for residential development; and
WHEREAS, during the August 8, 2022, special meeting the city council passed the
following motion: "Select the Fort Raymond property as the site for the new Public Works facility
and direct the city manager to bring back a Development Plan"; and
WHEREAS, City Administration is currently working on the development of a comprehensive
plan for the future development of remaining Fort Raymond and proximity property; and
WHEREAS, this project is complex and will include multiple steps, the first of which is
the completion of a geotechnical investigation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. The City Council hereby directs the City Manager to begin the work necessary
to complete the construction of a new Public Works facility.
Section 2. The City Manager is hereby authorized to execute task order 2734.25 with
R&M Consultants for the completion of geoteclmicai services.
Section 3. Funding in the amount of $67,870 is hereby appropriated from General Fund
Unassigned Fund Balance account no. 01000-0000-3400 to Community Development Contracted
Services account no. 01000-1122-7009 within the 2022 Operating Budget.

Agenda Item: Resolution 2022-094: Directing the City Manager to Proceed with the Public

Background and justification:
A special city council meeting was held on August 8, 2022, to select the site for the new public
works facility. During the meeting, the city council unanimously passed the motion: "Select the Fort
Raymond property as the site for the new Public Works facility and direct the city manager to bring
back a Development Plan". City Administration is in the process of creating a comprehensive
development plan for the remaining portion of Fort Raymond property as well as adjacent property.
This resolution directs the City Manager to proceed with the project. This project is complex and will
include multiple steps, the first of which is the completion of a geotechnical investigation. This task
order will provide the necessary geotechnical information in order to assess the viability of the
selected site for the purpose of a Public Works Shop Facility.

RE: Geotechnical Investigation Proposal for
New Public Works Vehicle Maintenance Facility — Dimond Blvd Site
Dear Mr. Sowell:
R&M Consultants, Inc. (R&M) is pleased to submit this proposal to provide geotechnical services
in support of your new Public Works Vehicle Maintenance Facility at a new site. This is a proposed
new task under our existing On -Call Engineering Services term contract with the City of Seward.
We understand the City of Seward plans to construct a new 12,000 square -foot maintenance shop
building. The new site is to be located on two combined properties at 2101 & 2109 Dimond
Boulevard in Seward, opposite the Seward Highway from the runway of the Seward Airport. The
purpose of our work will be to explore the subsurface conditions at the site to inform the design
and construction of the new facilities. All reports, plans, and recommendations will be prepared
under the supervision of a professional engineer registered in the State of Alaska.
SCOPE OF GEOTECHNICAL SERVICES
Site Investigation
At this pre -design stage of the project, the exact layout of the proposed building and associated
facilities has not yet been defined. For the site investigation, we have assumed that the preliminary
building location will be determined, which will allow the investigation to target the building
footprint. For planning purposes, we propose a subsurface investigation consisting of drilling 5
boreholes total: including two down to depths of 70 feet, 2 down to depths of 35 feet, and one
down to 20 feet. We anticipate locating 2 or 3 of the boreholes within the building footprint, while
the remaining will be within parking/driveway areas or ancillary features. Proposed borehole
locations will be selected prior to the site investigation and submitted to the City of Seward for
approval.
Prior to mobilization for drilling, R&M will obtain public utility locates for the above referenced
project location and request Dig Permit through the City of Seward. We have assumed that the
City of Seward will be responsible for providing right -of -entry and work access to the project site.
The boreholes will be drilled with nominal 8-inch diameter hollow -stem -augers and/or rotary wash
methods. R&M intends to complete the subsurface investigation using either atruck-mounted
CME-75 or track -mounted Geoprobe 7822DT drill rig, provided and operated by GeoTek Alaska,
Inc. of Anchorage, Alaska. Disturbed yet representative soil samples will be collected using split -
barrel drive sampling equipment, taken at 2.5-feet, 5-feet, and on a 5-foot interval to 50 feet and
on a 10-foot interval thereafter to completion depth. Sampling procedures will generally follow
either5tandard Penetration Test(SPT) (perASTM D 1586) or Large Penetration Test (LPT) methods.
Soil samples will be classified in the field using the Standard Practice for Description and
Identification of Soils (Visual -Manual Procedure) (ASTM D 2488).

We plan to install PVC standpipes at three select borehole locations to record stabilized groundwater levels, while onsite.
All boreholes will be backfilled with drill cuttings, and flush -mount covers will be installed at the three standpipes.
Laboratory Testing
All retained geotechnical soil samples will be returned to R&M's laboratory for classification (following ASTM D 2487 and
2488). The moisture content, particle -size distribution, and percent passing No. 200 sieve (P200 wash) of several samples
will be tested to support our interpretation of the relevant soil index properties for each lithological unit encountered.
Reporting
R&M will prepare a geotechnical report that includes a summary of the exploration methods; description of laboratory
testing; our interpretation of the subsurface conditions (soils, groundwater, etc.) at the site; results of geotechnical
analyses, and corresponding geotechnical recommendations. Records of test boring logs, results of lab testing, sample
and site photos, and vicinity and test boring location maps will be attached with the report. The report will present seismic
design ground motions from USGS, including our interpretation of seismic site soil class, and consider the potential for
liquefaction and seismically -induced ground deformations at the site. Geotechnical recommendations will be provided for
site preparation, earthworks and fill materials where needed, subgrade recommendations for asphalt or concrete
pavement and slabs, and assumed suitability of shallow concrete foundations supporting the building. If warranted based
on conditions, recommendations will be given for alternative deep pile foundations or ground improvements that may be
necessary to mitigate potential seismically induced ground deformations.
PRICE
R&M will provide the above services on a Time and Expenses basis with a not -to -exceed price of $67,870 as detailed on
the attached spreadsheet. In this estimate, we have planned for three days of drilling, and will not exceed that without
prior authorization.
ASSUMPTIONS AND CONDITIONS
R&M's proposal and fee are based on acknowledgement that:
■ The City of Seward will be responsible for providing right -of entry and work access to the project site.
■ The City of Seward understands the test borings will be advanced and sampled following procedures applicable
to geotechnical investigations. These procedures are not appropriate for sampling or evaluating contaminated
soils. If contaminated soils or groundwater are suspected or encountered in the geotechnical test boring, R&M
will note the issue on our field log but will not collect environmental samples.

RE: Geotechnical Investigation City of Seward Public Works Bldg. Phase II in
Seward, Alaska.
The following is a Scope of Work and proposed Rate of Charges submitted to R&M
Consultants, Inc. (R&M), by GeoTek Alaska, Inc. (GTA). Mr. Banks requested a quote via
email for these services on August 09, 2022.
General Scope of Work
The objectives of the proposed services from GTA are identified as follows:
1) Mobilization/Demobilization:
a) GTA will mobilize personnel and a drill rig to Seward, Alaska.
b) Soils are conducive to augering while floating spoons and cleaning out and
maintaining hydraulic head.
c) No clearing is anticipated as the site is a gravel RV park.
2) Modified Standard Penetration Test:
a) GTA will collect soil samples at two (2) locations to seventy feet (70-ft) below
ground service (bgs).
b) GTA will collect soil samples at two (2) locations to thirty-five feet (35-ft) below
ground service (bgs).
c) GTA will collect soil samples at one (1) location to twenty feet (20-ft) below ground
service (bgs).
d) GTA will collect Modified Penetration Test (MSPT) using 4.25-inch hollow stem
auger with a 340-Ibs auto hammer. Soil sampling will start from the surface and
be on 2.5-feet centers to fifteen feet (1 5-ft.) and then on five feet centers to BoB.
Each MSPT will consist of three (3), six-inch (6-in.) runs for a total MSPT run of
eighteen inches (18-in.).
e) GTA will be prepared to stem with mud if necessary.
3) Piezometer Well Installation:
a) GTA will install three (3) Piezometer wells to twenty feet (20 ft) bgs.
b) The Piezometer well will be constructed from one -inch (1.0-in.) coupled PVC and
will have primed and glued couplings with hand slots.

4) Surface Completion for Monitoring Wells:
a) GTA will install three (3) flushmount surface completions constructed out of an
eight -inch (8-in.) steel manhole cover set Pea Gravel.
Rate of Charges
The Rate of Charges is shown in Table 1. Rate of charges are estimates and are based
on assumptions listed above.

The Rate of Charges shown in Table 1 is for the Work Scope defined herein. Any services provided by GTA
that deviate from the stated Work Scope will be charged according to LTA's 2022 Price Schedule. Standby
not initiated by GTA may be charged a rate of $560lhr plus all expenses.
