CALL TO ORDER
The August 8,2022 special meeting of the Seward City Council was called to order at 5:30
p.m.by Mayor Christy Terry.
OPENING CEREMONY
Assistant City Manager Stephen led the Pledge of Allegiance to the flag.
ROLL CALL
There were present:
Cisty Ter presiding and
Sue McClure(presiding) John Osenga
Liz DeMoss Ristine Casagranda
Mike Calhoon Randy Wells
comprising a quorum of the Council; and
Janette Bower, City Manager
Brenda Ballou, City Clerk
Excused—Terry
Absent—None
CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR
PUBLIC HEARING—None
APPROVAL OF AGENDA AND CONSENT AGENDA
Motion (Osenga/Wells) Approval of Agenda and Consent Agenda
Motion Passed Unanimous
The clerk read the following approved consent agenda items:

Committee of the Whole: Determination of the location for the new Public Works Facility.
Motion (Casagranda/DeMoss) Move into Committee of the Whole to discuss

the Determination of the location for the
new Public Works Facility.
Motion Passed Unanimous
Council moved into Committee of the Whole at 5:33 p.m.
Council came out of Committee of the Whole at 6:25 p.m.
Motion (Casagranda/DeMoss) Select the Fort Raymond property as the site
for the new Public Works facility and
direct the city manager to bring back a
Development Plan.
Casagranda wished to see an overall plan for the entire property up front, to include the
public works shop,as well as potential locations for commercial businesses.Osenga wanted specific
design concepts to be for the public works shop only.Wells suggested perhaps a more general layout
of the entire property, with portions of the property blocked off to indicate potential future uses,
would be useful.Casagranda said there were lots of questions about rights of way,easements,power
lines, etc. so a comprehensive plan for the property would be helpful to have.
Motion Passed Unanimous
CITIZEN COMMENTS
Doug Schoessler,inside city limits, was the Public Works Director. He appreciate council
making the site selection and was excited to see progress.
COUNCIL AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN
COMMENTS
Bower thanked council for their diligence throughout this process,and for making tonight's
decision. She was excited to move forward with this project.
Wells thought this was a great discussion.
Calhoon concurred and thought that was the way it should be.
Casagranda thanked administration and appreciated all the work.
DeMoss echoed all the comments.
Osenga it was a good discussion. He thanked everyone.
McClure thought this was a good representation of what a group of people could accomplish;
they all started with different ideas, and worked out a solution together.
