CITY OF SEWARD, ALASKA
RESOLUTION 2004-86
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO EXECUTE THE
HAZARD MITIGATION GRANT AGREEMENT FOR THE HAZARD
MITIGATION PLAN FOR THE CITY OF SEWARD AND
APPROPRIATING FUNDS
WHEREAS, as a result of the flood disaster that occurred during the fall of2002,
funding was made available for hazard mitigation projects through the Hazard Mitigation Grant
Program (HMGP); and
WHEREAS, HMGP projects are funded 75% with federal funds, 25% with state funds
and the City is not required to provide any matching funds; and
WHEREAS, the City was recently notified that a grant for $15,000 has been awarded to
the City for development of a Hazard Mitigation Plan; and
WHEREAS, the Federal Emergency Management Association (FEMA) is requiring all
public agencies to have a Hazard Mitigation Plan in order to be eligible to receive disaster
funding; and
WHEREAS, the City has already started work on its Hazard Mitigation Plan in order to
be part of the Kenai Peninsula Borough Plan and the State of Alaska Plan and meet their
deadlines; and
WHEREAS, the plan development expenditures to-date will be eligible for
reimbursement from this grant.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The city manager is hereby authorized to execute the Hazard Mitigation Grant
Agreement for the Hazard Mitigation Plan for the City of Seward.
Section 2. Funds in the amount of$15,000 are hereby appropriated as follows: $11,250
from federal grant account no. 101-4680-0100 and $3,750 from state grant account no. 101-
0000-4680-0200, appropriated to the following General Fund emergency preparedness accounts:
$2,500 to 101-1222-5010-00010 (salaries and benefits); $10,000 to 101-1222-5440-
00010 (operating); and $2,500 to 101-1222-5390-00010 (contracted services).

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 9th
day of August, 2004.

Mitigation Plan
BACKGROUND & JUSTIFICATION:
As a result of the flood disaster that occurred during the fall of 2002, funding was made available for
hazard mitigation projects through the Hazard Mitigation Grant Program (HMGP). HMGP projects
are funded 75% with federal funds and 25% with state funds. The City is not required to provide any
matching funds. The City applied for three different hazard mitigation projects in October, 2003:
1. Dairy Hill Lane Culvert Replacement $ 42,240
2. Liftstation No. 1 Control Reconfiguration $ 98,010
3. Development of Hazard Mitigation Plan $ 15,000
The City was recently notified that a grant for $15,000 has been awarded to the City for development
of a Hazard Mitigation Plan. The Federal Emergency Management Association (FEMA) is requiring
all public agencies to have a Hazard Mitigation Plan in order to be eligible to receive disaster funding.
The City has already started work on its Hazard Mitigation Plan in order to be part of the Kenai

FISCAL NOTE:
A temporary part-time employee was hired earlier this year to write the initial draft Hazard Mitigation
Plan to send to the Borough and the State. Approximately $1,800 has been expended to-date and
will be reimbursed to the City by the grant. There is additional work to be done in order to complete
the plan and there will be costs for printing, etc. The grant of $15,000 should cover those costs to
complete the City’s Hazard Mitigation Plan.

RECOMMENDATION:
Council approve Resolution 2004- authorizing the city manager to execute the Hazard
Mitigation Grant Agreement for the Hazard Mitigation Plan for the City of Seward and appropriate
funds.
