"'''11'''''' COUNCIL AGENDA STATEMENT Meeting Date: August 9, 2004 Through: Phil Shealy, City Manager From: Rick Gifford, Assistant City Manager Agenda Item: Hazard Mitigation Grant Agreement for Hazard Mitigation Plan BACKGROUND & JUSTIFICATION: As a result of the flood disaster that occurred during the fall of 2002, funding was made available for hazard mitigation projects through the Hazard Mitigation Grant Program (HMGP). HMGP projects are funded 75% with federal funds and 25% with state funds. The City is not required to provide any matching funds. The City applied for three different hazard mitigation projects in October, 2003: 1. Dairy Hill Lane Culvert Replacement $ 42,240 2. Liftstation No. 1 Control Reconfiguration $ 98,010 3. Development of Hazard Mitigation Plan $ 15,000 The City was recently notified that a grant for $15,000 has been awarded to the City for development of a Hazard Mitigation Plan. The Federal Emergency Management Association (FEMA) is requiring all public agencies to have a Hazard Mitigation Plan in order to be eligible to receive disaster funding. The City has already started work on its Hazard Mitigation Plan in order to be part of the Kenai Peninsula Borough Plan and the State of Alaska Plan and meet their deadlines. The expenditures to- date will be eligible for reimbursement from this grant. CONSISTENCY CHECKLIST: Yes No 1. Comprehensive Plan X 2. Strategic Plan X 3. Other 4. Not applicable FISCAL NOTE: A temporary part-time employee was hired earlier this year to write the initial draft Hazard Mitigation Plan to send to the Borough and the State. Approximately $1,800 has been expended to-date and will be reimbursed to the City by the grant. There is additional work to be done in order to complete the plan and there will be costs for printing, etc. The grant of $15,000 should cover those costs to complete the City’s Hazard Mitigation Plan.
