RESOLUTION NO. 375
WHEREAS a campaign for 1'inancial. and material assistance
to our communit.y to be known as the aSAVE OUR SEwARD" FUND was
launched by Al.lentown, Pennsylvania, sister ALL AMERICA CITY
FOR 1963, and
\~EREAS many compassionate and generous persons, both
individual and corporate, from allover our Nation, have sent
and continue to send their gifts to help and assist those persons
in the Seward area who had financial loss due to the March 27,
1964 earthquake, seismic waves and fires, and beyond this to the
extent funds remain from the primary purpose, to facilitat.e an
activity beneficial to the healt.h, welfare and morale of all
the citizens, and
WHEREAS the Seward City Council has named a nine member
Board of Trustees to govern the expenditures of the llSAVE OUR
SEWARDll FUND, and
~~EREAS sald Board of Trustees has organized and presented
its approved By-Laws to the City Gouncil for ratification, and
WHEREAS it is the stated intention and desire of donors
addressing their gifts in various manner, as well as to t.he
"SAVE OUR SEWARDIl FUND, to contribute toward the above stated
purposes,

NOw, THEREFORE, BE IT RESOLVED that the BY-LA1~ OF THE
liS AVE OUR SEWARDll FUND BOARD OF TRUSTEES dated the v:!- day of
April, 1964, a fully signed copy of which is attached hereto,
shall be and are hereby approved and ratified, and further that
the total sum of all funds deposited in the City of Seward -
I1Save Our Sewardll Fund bank account, as well as all such funds
which may be received in the future, be transferred to the "SAVE
OUR SEWARDIf FUND BOARD OF TRUSTEES.

BY-LAVIS OF THE "SAVE OUR SEWARD" FUND
I. The objects and purposes of the "SAv'1: OUR SID-lARD" Fund
Board of Trustees are to administer and expend all moneys coming in
to the "SAVE OUR SID-lARD" FUND for the help and assistance of those
persons who had financial loss due to the recent earthquake, tidal
waves, and fire, and if any moneys are left over 'l;lhen this has been
done, then to administer and expend such moneys to facilitate an
activity beneficial to the health, welfare and morale of all the
citizens.
II. The "SAVE OUR SEHAP.!>" Fund Board of Trustees governing
the expenditures of the "SAVE OUR SEUARD" Fund shall consist of nine
(9) members appointed by the Mayor and approved by the City Council
of the City of Seward, to serve without pay until the Doard of
Trustees is dissolved by the City Council of the City of Seward,
Alaska.
Ill. Any vacancies occurring on the Board will be filled
by appointment made by the Hayor with the approval of the City'
Council of the City of Seward, Alaska.
IV. The officers of the Board of Trustees, elected by the
Doard of Trustees, shall constitute the Executive Doard, and shall
consist of a Chairman, a Vice-Chairman, a Secretary, and a Treasurer.
V. The Board of Trustees shall meet regularly, bi-monthly,
on the second and fourth Mondays of each month; or for special
meetings by call of the Chairman or any two members.
VI. A quorum of the Doard of Trustees shall be five (5)
members.
VIl. Three (3) consecutive unexcused 8Paences of a member
from meetings shall be grounds for his removal from the Board.
VIII. "SAVE OUR SEUARD" Fund moneys shall be deposited in
both checking and savings accounts in the Seward Branch, First National
Bank of Anchorage, Se,,,ard, Alaska.
IX. No cash grants shall be made. All votes to approve
expenditures over Two Hundred Dollars ($200.00) shall be by at least
five (5) affirmative votes of members of the Board of Trustees. Any
expenditures under Two Hundred Dollars ($200.00) may be approved by
a simple majority of a quorum. Two signatures shall be required on
all checks or savings withdrawals, consisting of the signatures of
the Treasurer and one other member of the Executive Board.

Applications to the Fund for assistance must be in

XI. A written case and financial report shall be presented
monthly to the City Council of the City of Seward. Alaska.
XII. The "SAVE OUR SEHARD" Fund Board of Trustees shall
b~ gove~ned 1n 611 meetings by Robert's Rules of Order.
IT IS UNDERSTOOD AND AGREED that the foregoing Dy-Laws shall
govern and control all actions of the "SAVE OUR SEUARD" Fund Board of
Trustees.

SUPPLEMENTAL RESOLUTION OF CITY OF SEWARD, ALASKA.
AUTHORIZING FILING OF A FEASIBILITY SURVEY FOR
THE SEWARD AREA, SEWARD, ALASKA
RESOLUTION NO. 390 (SUPPLEMENT)
WHEREAS. under.Tttle I of the Housing Act of 1949. as amended. the Housing
and Home Finance Administrator Is authorized to extend financial asslstanoe to
local public agencies for surveys of urban areas to determine whether the undertaking
of urban renewal projects tlereln may be feasible; and
WHEREAS. It Is desIrable and In the public Interest t.lat the Alaska State HousIng
Authority conduct such a survey In the urban area situated In the CIty of Seward,
Alaska, and general IV described as follows:
All area lying within tile corporate city limits; and
WHEREAS. the Alaska State Housing Authority Is cognizant of tile condItions that
are Imposed In the undertaking and carrying out of urban renewal projects with Federal
fInancial assIstance under TItle I, Including (a) tile prOhibItion of discrimination
because of race. color, creed. or national origin with respect to .louslng, facilities
related to residential use. and all public facilities within a project area; public
facilities proposed as non-cash local grants-In-aid; and employment; and (b) the
requirement that the locall ty present to t.le Housing and Horne Finance Administrator.
as a prerequisite to approval of the application described below, a workable program
for community Improvement. as set forth In Section 101 (e) of Title I, for utilizing
appropriate public and private resources to eliminate and prevent the development or
spread of slums and urban blight; and
WHEREAS. by Resolution No. 390 dated April 3. 1964. trl. City of Seward, Alaska,
approved tile undertaking of survey and plans for Seward Area Urban Renewal Project
and tile fll ing of an application; and
WHEREAS. the City of Seward. AlaSka, desires to enact a supplement to that
resolution by making additional findings and authorizations:
NOW. THEREFORE, BE IT RESOLVED BY the City Council of t.le City of Seward, Alaska,
as follows:
I. That tile proposed Urban Renewal Area descr I bed above I s a slum, blighted,
deterIorated or deteriorating area approprIate for an urban renewal project and
that the undertaking by the Alaska State Housing Authority of the preparation of
surveys and plans for an urban renewal project of the character contemplated by
Section IIO(c) of Title I In the proposed Urban Renewal Area described above Is
.lereby approved.
2. That the proposed Urban Renewal Area described above Is hereby found to
be a slum. bllg.lted, deteriorated or deterioratIng area. In need of redevelopment
of urban renewal. as defined by Sections 18.55.510, 18.55.530 and 18.55.950 of
Alaska Statutes. Title 18, Chapter 55.
3. Tllat It Is hereby found that one or more slum or bllgllted areas exist In
the City; that the redevelopment of the slum or bllgl1ted area described above Is
necessary In tole Interest of the public healtn. safety. morals or welfare of tile
residents of t.11s City; and t.lat the Alaska State Housing Authority Is hereby
authorized to exercise all of the powers. functions and duties In this City.
under Sections 18.55.580 - 18.55.960 of Chapter 55. Title 18 of Alaska Statutes.

4. T'lat the undertaking by tile Alaska State Housing Authority of a survey
In said urban area to determine whether the undertaking of an urban renewal project

5. That the financial assistance provided under Section 102 of t.le Housing
Aet of 1949, as amended. 15 necessary to enable the Alaska State Housing Authority
to finance such a survey.
6. That the filing of an application by the Alaska State Housing Authority
for an advance of funds frem the United States of America In an 8lIIOunt not to exceed
$586U31S for conductIng such a su,rvey in said urban area Is hereby approved and
tolat the Executive Director Is hereby authorized and directed to execute and fll.

certify that the attached copy of Resolution No. 375,
approving the By-Laws of the "Save Our Seward" Fund Board
of Trustees and transferring all funds presently on
deposit or to be received to said Board of Trustees, is
a true, correct and complete copy of Resolution No. 375
as passed and approved by the Common Council of the
City of Seward, Alaska, at its regular meeting of
May 4, 1965.
