HomeMy WebLinkAboutAM 2022-005 New Public Works Facility LocationCity of Seward Action Memorandum 2022-005 Meeting Date: August 8, 2022, Special Meeting To: City Council From: Janette Bower, City Manager Agenda Item: Action Memorandum 2022-005: City Council Determination of the Location for the New Public Works Facility Background and justification: Since 1984, relocation of the Public Works Facility has been discussed by City Staff, the Planning and Zoning Commission, the Seward City Council, and the entire Seward community. Various locations have been proposed over the years, but the project has failed to move forward. With the increase in demand for residential development and lack of housing, the current facility is especially valuable to the community for conversion to housing purposes. The highest and best use of the space that the current facility resides upon is for residential development. Additionally, the current facility is beyond its useful life and the needs of the community regarding Public Works operations are underserved due to the capacity limitations of the current facility. City Council held a Special Meeting on May 9, 2022, to discuss this topic. At that time, Administration provided information on six possible locations. After coming out of Committee of the Whole, it was determined, "Council would like to narrow down the list of locations to these top three choices: Alaska Railroad property on Leirer Road, south end of Fort Raymond, and the Snow Dump property at 2500 Laurel Street". A number of questions and points were raised during the May 9 meeting regarding these three parcels which required additional investigation. The requested supplemental information is included with this Action Memorandum. City Administration requests a determination from the City Council on where the future Public Works Facility should be located. Seward, AK 995M 7-224-3151 Project- City Shop lot fill and vibratory compaction Date: 6/17/2022 Based on conversations with the Community Development Director, Jason Bickling, we have determined that the city would like a quote to fill approximately 4 acres at the City of Seward snow dump site off of Hemlock. Together we figured up a cubic yardage of 39,000. The calculation was just simple math not taking into consideration topography of the current ground. To get an exact number the lot would have to be surveyed. I have also included a price for vibratory compaction for a 10,000 Sf building based off prior jobs we have completed. (Local Business Owner is not interested in a land swap at this time) Note: There have been a lot of inquiries about purchasing the properties for commercial and residential development, including employee housing. Railroad methodology for leases is to charge 8% of fair market value as determined by an appraisal. The appraisal has not been ordered. The City must formally request an appraisal. - Single Access to property (Leirer Rd) - Utility Costs to Site - $260,000 Total (estimate) o Water $120,000 o Sewer $140,000 Note: City Administration had a preliminary, high level conversation about this parcel with AKRR and they are open to continuing the conversation if Council determines this should be the preferred site.
