RESOLUTION 2022-110
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA,ACCEPTING AND APPROPRIATING THE GULF OF ALASKA
PINK SALMON FISHERY DISASTER RELIEF GRANT FUNDS IN THE
AMOUNT OF $118,914 FROM THE PACIFIC STATES MARINE
FISHERIES COMMISSION (PSMFC)
WHEREAS, on April 21, 2020, the City received a letter from the Pacific Marine
Fisheries Commission stating funds have been allocated for communities in the Gulf of Alaska
Pink Salmon Fishery Disaster Relief; and
WHEREAS, the City of Seward was identified to receive $118,914 through cost
reimbursement for qualifying expenditures; and
WHEREAS, the City of Seward worked with Pacific States Marine Fisheries
Commission for the use of these funds that would meet the criteria for the Gulf of Alaska Pink
Salmon Disaster Relief Grant; and
WHEREAS,with the approval from the Pacific States Marine Fisheries Commission the
funds would be used for to add culverts to improve salmon access from the Lagoon to stream
water; and
WHEREAS, the new culvert would improve passage for the pink salmon runs to pass
through and below the sewer main in the Lagoon area; and
WHEREAS, on July 28, 2021, the City received notice of the grant award of$118,914
from the Pacific States Marine Fisheries Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD,ALASKA that:
Section 1. The City Manager is hereby authorized to accept grant funds in the amount
of$118,914 from the Gulf of Alaska Pink Salmon Fisheries Disaster Relief.
Section 2. Funding in the amount of $118,914 is hereby accepted in 2016 Alaska
Pink Salmon Fishery Disaster Relief Grant Revenue Fund 80022-0000-4251 and expenses
will be appropriated in the amount of$118,914 to account 80022-0000-8101 infrastructure
expense account.
Section 3. This resolution shall take effect immediately upon adoption.

Agenda Item: Resolution 2022-110: Accepting and Appropriating the Gulf of Alaska Pink
Salmon Fishery Disaster Relief Grant Funds in the amount of$118,914 from
the Pacific States Marine Fisheries Commission (PSMFC)
Background and justification:
In April 21, 2020, the City of Seward received a letter from the Pacific States Marine Fisheries
Commission stating funds have been allocated to fishing communities in the Gulf of Alaska that
depend on revenue generated from 2016 pink salmon landings and other economic activity related
to Alaska Pink Salmon in 2016.
The City of Seward has been identified as an eligible community able to receive $118,914 through
cost reimbursement for qualifying expenditures.
The funds must be used for developing, improving, or maintain infrastructure that supports pink
salmon commercial fisheries in our area.
Working with PSMFC and having our request approved for the grant, the City will add culverts to
improve salmon access from the Seward Lagoon to stream water entering Resurrection Bay. The
improvements will improve passage for salmon to pass through to enter Two Lakes Creek.
On July 28, 2021, the city received an email with the grant agreement PSMFC 21-191G which was
signed by the City Manager.
The City needs to accept these grant funds and appropriate them to a designated account set up by
finance for the city to proceed with the construction, engineering, materials, and materials shipping
cost.
