OPENING CEREMONY Council Member Randy Wells led the Pledge of Allegiance to the flag. ROLL CALL There were present: Christy Terry presiding and Sue McClure (presiding) Jelin-Osenga Liz DeMoss Ristine Casagranda Mike Calhoon Randy Wells comprising a quorum of the Council; and Janette Bower, City Manager Brenda Ballou, City Clerk Sam Severin, City Attorney Excused—Terry, Osenga Absent—None CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Casagranda/Wells) Approval of Agenda and Consent Agenda DeMoss moved the Certification of the October 4, 2022 Regular Municipal Election results to the consent agenda. There was with no objection from council. Motion Passed Unanimous The clerk read the following approved consent agenda items: Resolution 2022-105,Accepting and Appropriating the Public Library Assistance Grant from the Alaska State Library in the Amount of$7,000. Resolution 2022-106,Authorizing The City Manager To Approve R&M Engineering Task Order 2734.25.02 For Engineering Services To Continue Work On The Public Works Shop City of Seward,Alaska City Council Meeting Minutes October 10, 2022 Volume 42, Page 131 Project,And Appropriating Funds. Approval of the September 26, 2022 City Council Special Meeting Minutes. Approval of the September 26, 2022 City Council Regular Meeting Minutes. Approval of the September 28, 2022 City Council Special Meeting Minutes. Certify the results of the October 4, 2022 Regular Municipal Election. SPECIAL ORDERS, PRESENTATIONS AND REPORTS Proclamations and Awards Fire Prevention Month Proclamation. City Manager Report City Manager Janette Bower said she had a meeting with the Alaska Department of Corrections(DOC) and,unfortunately, learned that the state needed to form a task force to address the jail funding situation. Bower asked the DOC representative to form the task force and said she would not sign the contract until or unless the task force was developed and action was being taken. McClure asked for an update on the new animal shelter building. Assistant City Manager Stephen Sowell said the construction was nearing the end; the contractor was working through punch list items and the city was working on obtaining furniture. McClure asked for an update on the holiday lights and decorations.Bower said she had begun placing orders for lights and decorations. Bower announced the draft working budget for 2023/2024 was released today.McClure said the first work session on the budget would be October 17, 2022. City Attorney Report City Attorney Sam Severin stated he had worked on some code enforcement and abatement issues. In addition, he would be working with the court system to implement the city's recently adopted minor offense fee schedule. PUBLIC HEARINGS—None UNFINISHED BUSINESS—None NEW BUSINESS Other New Business Extend the oaths of newly-elected council members from 10 days to 20 days from the date of the Certification of Election. Motion (McClure/Casagranda) Extend the oaths of newly-elected council members from 10 days to 20 days from the date of the Certification of Election. City Clerk Brenda Ballou stated this motion would allow the newly-elected officials to take their oaths on October 24, 2022. Motion Passed Unanimous INFORMATIONAL ITEMS AND REPORTS City Clerk Travel Report for the Oregon Association of Municipal Recorders(OAMR)Conference. Happy Youth Programs &Educational Resources (HYPER)Financials. CITIZEN COMMENTS—None COUNCIL AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS Bower commended the public works department for maintaining adequate water drainage and control during the recent heavy rains, as well as monitoring the waterfall output. Wells thanked everyone who voted in the election. Calhoon thanked everyone for the presentations tonight. He commended the work being done at the Seward Senior Center. Casagranda echoed the sentiments about the great work being done at the Senior Center. DeMoss congratulated McClure and wells for being re-elected. She appreciated public works and electric departments for responding to the recent weather conditions. EXECUTIVE SESSION Per Seward City Code 2.10.033(E)(2): Subjects that tend to prejudice the reputation and character of any person,provided the person may request a public discussion—City Manager Contract. Motion (McClure/Casagranda) Go into executive session to discuss matters, per Seward City Code 2.10.033(E)(2): Subjects that tend to prejudice the reputation and character of any person, provided the person may request a public discussion—City Manager Contract. The city manager was invited to stay. Motion Passed Unanimous Council went into executive session at 7:44 p.m. Council came out of executive session at 8:17 p.m. Motion (DeMoss/Casagranda) Direct the city manager to bring back a resolution to amend the city manager's contract by increasing the annual salary 15%, increasing the severance to six months,extending the term of the contract to December 31,2027,and adding 80 hours of annual leave each year; to be effective January 1, 2023.
