RESOLUTION 2022-118
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO EXECUTE R&M
ENGINEERING TASK ORDER NO. 2734.23.1, COMPLETING
REQUIRED SURVEY AND TOPOGRAPHIC EXAMINATION FOR THE
NEW PUBLIC WORKS FACILITY,AND APPROPRIATING FUNDS
WHEREAS, during the August 8, 2022 Special Meeting, the City Council passed the
following motion: "Select the Fort Raymond Property as the site for the new Public Works
Facility"; and
WHEREAS,City Council approved Resolution 2022-094 on October 10,2022, directing
the city manager to proceed with the Public Works Facility Project at the Fort Raymond Property
and approving R&M Engineering task related to geotechnical services; and
WHEREAS, Resolution 2022-106 authorized the City Manager to approve a task order
with R&M Engineering which provided for the preliminary design work and engineer's estimate
of the new facility; and
WHEREAS,the project kickoff meeting was held on November 8, 2022,in Seward; and
WHEREAS,the next step in the project is completion of a design and utility survey; and
WHEREAS; Task Order 2734.23.1 will generate the topographic base map for
engineering design and the creation of a survey control sheet for use during construction.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITYOF SEWARD,ALASKA that:
Section 1. The City Manager is authorized to execute task order R&M No. 2734.23.1
with R&M Engineering for the completion of survey and topographic work to be conducted at the
future Public Works Shop site.
Section 2. Funding in the amount of$28,656 is hereby appropriated from General
Fund reserves account no. 01000-0000-3400 to Contracted Services account no. 01000-1122-
7009-0090 New City Shop expense code.
Section 3. This resolution is effective upon adoption
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 28th
day of November, 2022.

Engineering Task Order No. 2734.23.1, Completing Required Survey and
Topographic Examination for the New Public Works Facility, and
Appropriating Funds
Background and justification:
On October 10, 2022, the City Council approved Resolution 2022-094 directing the city manager to
proceed with the Public Works Facility Project at the Fort Raymond Property and approving R&M
Engineering task related to geotechnical services. R&M was on site the first week of November to
complete the drilling and the report is forthcoming.
Resolution 2022-106 authorized the City Manager to approve a task order with R&M Engineering
which provided for the preliminary design work and engineer's estimate of the new facility. The
project kickoff meeting was held on November 8 in Seward. By February 2023,the project should be
at 15% design.
The next step in the project is completion of a design and utility survey, which this task order
(2734.23.1) provides for.
Deliverables from Task Order 2734.23.1 include:
• Topographic Base map for Engineering Design
• Survey Control sheet for use during construction

fax:907.522.3403 We understand that you would us to perform a design and utility survey of Lot 7A-1, Fort Raymond
Subdivision, Replat No. 1, 2022 Addition (Plat No. 2022-12), located in Seward, Alaska. The area to be
surveyed is approximately 7.7 acres and may be covered with some snow and ice. We expect the site to be
mostly snow-free, making the location of near-ground objects more efficient. In the event of heavy
snowfall,the time required to survey the site may increase,or the schedule may need to be revised.
The survey will consist of collecting all ground topography, planimetric features, and above and below
ground utility information. Prior to mobilizing to the site, R&M will coordinate with the City of Seward to
obtain utility locates for underground utilities. Accessible utility features will be as-built to determine
underground pipe inverts for use during the engineering design phase of the project. All data collected will
be shown in relation to the property boundary and existing easements and may be used to determine the
final position of the new property line for the platting action for the proposed public works building.

Schedule:We can begin work within two weeks of receiving a Notice-to-Proceed (NTP).
Cost Estimate: Based on the scope and our understanding of the project, we propose a Time & Materials
