OPENING CEREMONY Police Chief Alan Nickell led the Pledge of Allegiance to the flag. ROLL CALL There were present: Sue McClure presiding and John Osenga Liz DeMoss Mike Calhoon Randy Wells (Arrived at 5:50 p.m) Kevin Finch comprising a quorum of the Council; and Janette Bower, City Manager Brenda Ballou, City Clerk Excused—None Absent—None Vacant—One CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (DeMoss/Osenga) Approval of Agenda and Consent Agenda Motion Passed Unanimous The clerk read the following approved consent agenda items: There were no consent agenda items. NEW BUSINESS Other New Business Committee of the Whole: 2023/2024 City of Seward Budget. City of Seward,Alaska City Council Special Meeting Minutes November 14, 2022 Volume 42, Page 157 Motion (Osenga/Calhoon) Go into Committee of the Whole to discuss the 2023/2024 City of Seward budget. Motion Passed Unanimous Council moved into Committee of the Whole at 5:33 p.m. Council came out of Committee of the Whole at 6:03 p.m. McClure reported the November 21,2022 special meeting for the budget would be cancelled. There would be a special meeting on November 28,2022 for the budget that would start at 5:30 p.m. CITIZEN COMMENTS—None COUNCIL AND ADMINISTRATION COMMENTS & RESPONSES TO CITIZEN COMMENTS Bower thanked council for tonight's meeting and encouraged them to reach out with questions. Finch said it was interesting to see all the increases being requested. He appreciated everyone's hard work. Calhoon appreciated the rollup numbers in the laydown tonight. DeMoss thanked everyone for their hard work and for being at the meeting. Osenga echoed the thanks. McClure thanked the department heads for coming to the meeting tonight. She believed budgets were fluid documents and were not set in concrete.
