".'HF.?EAS, said Urban Renewal Plan prescribes certain uses for land I~ithin
the proj ect area which will promote the pt::, lic welfare and the proper developr.1ent of
the co~~unity; and
!'iiOEREAS, the Plan provides that all pTO;)erty wi thin the proj ect area not to be
~cquired by '~he Alaska State !-lousing Authority anc1. not to remain in private ownership
unc1er ol.mer ?articipation agreements, \Vill be acquired hy the City of Sewarc throuq;h
donation fro~l the Alaska Railroad and the Fec1eral Government or Idll be retained by
~he City or Seward in City O\.mership; anli
I..'HEREAS, the City Council has pledgee! hy the above referred to resolution, to
assist in carrying out the Urban 11.enewal Plan; c.<ld
WHEREAS, in order to implement and facilit2te effectuation of said Urban Rene\~al
Pl~n, it will be necessary to impose upon ~l: such project land retained by the City
or acquired by it through donation as above see forth, controls and regulations
3.ssuring that redevelopment of such land will [10 in conformity with the terms of the
Urban Renewal Plan.
NO:'I, TI1EREFORE, BE IT RESOLVED BY mF C:ITY COUNCIL OF THE CITY OF SE11lARD AS
FOLL011S:
1. That upon all project land retaine(j by the City in City ownership or
acs~ired by the City as hereinabove described, adequate controls,
regulations and restrictions desiencd to effectuate the Urban Renewal
Plan, will be imposed.
2. Tha" upon disposition of any such acquired or retained project land, the
City ;~ill incorporate within the land disposition agreements relative
the:::-eto, adequate covenants and conditions which \olill obligate the
purchasers or lessees, and the assiG<lccs of such purchasers or lessees (a)
to devote such project land to uses specified in the Urban ~enewal Plan,
et) to begin and complete, within a reasonable time, the construction,
if such is required, of any improvements on the land, as set out in the
Urban Renewal Plan, and (c).to comply with all State, Local and Federal law,
in effect from time to time, prohihiting discrimination or segregation by
reason of race, religion, color or national origin in the sale, lease,
use or occupancy of the property.
