The proposed amendment allows for more housing opportunities for city managers. The Seward City Charter was established with the residency requirement. Due to similar difficulties in other home -rule municipalities, several of the municipalities have removed the residency requirement, resulting in more flexibility for finding housing for their city manager. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City shall submit the following proposition to the qualified voters of the City at the May 2, 2023, special city election: Proposition No. 2 Seward City Charter Amendment Shall the City of Seward Charter Chapter 5.4 (a) be amended to read as follows: (new language is underlined and bolded, and deleted language is s en): 5.4 City Manager (a) The city manager shall be chosen solely on the basis of hi� demonstrated administrative qualifications, with particular emphasis on h�s training and experience as a professional municipal administrator. CITY OF SEWARD, ALASKA RESOLUTION 2023-028 A no vote retains the residency requirement language. Section 2. The amendment set forth in Section 1 shall become effective upon its approval by a majority of the qualified voters voting on the question at the May 2, 2023 special election. Section 3. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 27th day of February, 2023.
