City Council Agenda Statement
Meeting Date: February 27, 2023
To: City Council
From: Sue McClure, Mayor
Agenda Item: Resolution 2023-028: Submitting the Question of Amending Seward City
Charter Chapter 5.4(a) City Manager to Eliminate the Residency
Requirement to the Qualified City of Seward Voters at a Special Election in
and for the City of Seward on May 2, 2023
Background and justification:
Due to the housing constraints in Seward, it has been difficult for city managers to find housing
within the Seward city limits. The proposed amendment allows for more housing opportunities for
city managers.
The Seward City Charter was established with the residency requirement. Due to similar difficulties
in other home -rule municipalities, several of the municipalities have removed the residency
requirement, resulting in more flexibility for finding housing for their city manager.
