LINE OF CREDIT PROGRAM
Homer Electric Association (HEA)offers a line of credit(LOC)to qualified members for amounts ranging from
$200 to$10,000 for purchase of approved electrical and plumbing appliances.The following is a description
of member qualification requirements and local Retailer information. Eligible merchandise is listed on the back.
MEMBER INFORMATION&QUALIFICATION REQUIREMENTS:
1. The member and Retailer are currently receiving electric service from HEA.
2. Only new, electrical, and plumbing appliances/apparatus that comply with Public Law 100-12 will
be eligible.
3. The Retailer provides the member a written quote with the product description and the member's
name.
4. HEA verifies eligibility of the member, credit worthiness, and issues a purchase order (PO) to the
member to take to the Retailer with their quote.
5. Financing will be available for up to sixty (60) months (5 years), for up to $10,000, to be billed in
equal monthly installments.LOC will be billed separately and installments will be automatically
drafted from designated credit card account or bank account.
6. There is a$35.00 application fee per LOC loan,which must be paid at the time of application.
7. The contract signed by the member will be activated upon completion of paperwork. Monthly
statements are available on-line(www.homerelectric.com)through the EASYPAY program.
8. The contract will become due and payable in full if the member discontinues electric service with
HEA.
9. ALL merchandise listed on the purchase order must be picked up within 30 days of issuance of the
purchase order or the agreement is cancelled.
10. Upon receipt of the merchandise,the member will sign the Retailer's purchase order to indicate all
items listed have been received.
QUALIFIED LOCAL RETAILER INFORMATION & HEA REQUIREMENTS FOR PAYMENT OF
INVOICE:
Note: If you have not completed a Retailer application to qualify as a participating Retailer, please
contact your local HEA office for an application. Effective 6-13-05
1. The Retailer supplies the customer a written quote with a description of the merchandise and the
customer's name.
2. Once member eligibility is established, HEA provides the member a purchase order to take to the
local retailer.
3. The Retailer will releases ALL merchandise listed on the invoice to the customer in its entirety to
ensure only one invoice is submitted to HEA for payment.
4. The Retailer will have the customer sign the Retailer's purchase order to acknowledge receipt of all
merchandise.
5. The Retailer will send the invoice and a copy of the signed HEA purchase order to the attention of

6. Invoices must be submitted for payment to HEA within thirty(30)days of the PO date.
7. Retailer will note if the"quote" is being submitted as an invoice for payment.
8. Payment to the Retailer will be rendered within thirty(30)working days from receipt of completed
paperwork.
9. Any amount billed to HEA in excess of the amount indicated on the purchase order will be paid by
the member directly to the Retailer.
10. All returns and exchanges are handled only between the customer and the Retailer.

HEA's Line of Credit Program is available to qualified members for amounts ranging from $200
to $10,000 for the purchase of electrical and plumbing appliances and the labor to install. The program
falls under the State of Alaska Statutes for the Electric and Telephone Act Code 10.25.020.
Powers of Electric Cooperative 10.25.020
An electric cooperative may assist persons to whom electric energy is or will be supplied by the cooperative in
wiring their premises and in acquiring and installing electrical and plumbing appliances, equipment,fixtures, and
apparatus and financing them, and in connection with these services wire or have wired the premises, and buy,
acquire, lease, sell, distribute, install, and repair electric and plumbing appliances, equipment, fixtures, and
apparatus.

Program Overview
Homer Electric Association offers a line of credit to active members from$200-$5,000 for the purpose of purchasing
electrical and plumbing appliances,equipment,fixtures and apparatus.Members may obtain a quote from a qualified local
Retailer for items on the approved merchandise list and apply for a Line of Credit.
Upon credit approval,the member is issued a purchase order to provide the Retailer. Once all merchandise is received and
the member has signed the purchase order,the Retailer may submit an invoice with a copy of the signed purchase order to
Homer Electric for payment.
Program Disclaimer
Homer Electric is not responsible for lost or damaged merchandise. All returns, exchanges or dissatisfaction with
merchandise are to be resolved between the Retailer and their customer.
Application Requirement
To qualify as an approved local Retailer the following requirements must be met:
a) The Retailer submits a completed Local Retailer Application form.
b) The business has an active membership with HEA.
c) The business has a physical business address within HEA service area.
d) The business provides a copy of their current Alaska business license.
e) The business provides a current copy of a completed W-9 form.Payments will be released only to Retailers
with a completed W-9 on file at Homer Electric.
f) A list of qualifying equipment to be sold will accompany the application.
