RESOLUTION 2023-075
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER A
CONTRACT WITH METCO ALASKA, LLC FOR THE INSTALLATION
OF WATER AND SEWER INFRASTRUCTURE, AND APPROPRIATING
FUNDS
WHEREAS,the current Public Works Facility is past its useful life and does not meet the
needs of the community or the staff operating in the department; and
WHEREAS,construction of a new Public Works Facility is listed on the City of Seward's
2023-2028 Capital Improvement Plan; and
WHEREAS, the Municipal Land Use Plan has identified the parcel where the current
Public Works Facility is located as desirable for residential development; and
WHEREAS, the City of Seward clarified the intended use for LLGLRRP funds to be
used for the investments utility and related infrastructure in the Resolution 2023-057; and
WHEREAS, City Council provided City Administration direction during the June 12
and June 24, 2023 meetings regarding lot size and zoning; and
WHEREAS,in order to accommodate future residential development at the current Public
Works Facility on Sixth Avenue and Ballaine Blvd, water and sewer improvements are necessary;
and
WHEREAS,The City of Seward Public Works Department issued an invitation to bid
on May 30, 2023 to solicit contractors interest in completion of the water and sewer
extensions; and
WHEREAS, METCO Alaska, LLC was the most responsive bidder to the invitation to
bid.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. The City Manager is authorized to enter into a contract with METCO Alaska
LLC for the installation of water and sewer infrastructure.
Section 2. Funding in the amount of$408,589.56 is hereby appropriated from ARPA
Account 80084-0000-3400 to Infrastructure Expense Account 80084-0000-8100-0090 New
Public Work Facility.

Subject: Resolution 2023-075: Authorizing The City Manager To Enter A Contract
With METCO Alaska, LLC For The Installation Of Water And Sewer
Infrastructure, And Appropriating Funds
Background and justification:
The City is the process of design and engineering for a new Public Works Facility. The
construction of a new Public Works Facility has been listed on the City of Seward Comprehensive
Plan for a number of years as well as the Legislative Priorities List and Capital Improvement Plan.
The Municipal Land Plan, as approved by City Council, has identified the parcel where the
current Public Works Facility is located as desirable for residential development.
In order to accommodate future residential development at the current Public Works Facility on
6th Avenue and Ballaine Blvd, water and sewer improvements are necessary. The City of Seward
Public Works Department issued an invitation to bid on May 30, 2023 to solicit contractors
interest in completion of the water and sewer extensions. Two responses were received in
response to the Initiation to Bid and METCO Alaska, LLC was the most responsive bidder to
the invitation to bid.
