RESOLUTION NO. 464
A RESOLUTION CALLING FOR A SPECIAL BO~~ ELECTION ON THE 5TH DAY
OF OCTOBER, 1965, TO DETERMI~~ WHETHER THE CITY OF SEWARD SHALL
BE AUTHORIZED TO ISSUE AND SELL NOT TO EXCEED $270,000.00 IN
GENERAL OBLIGATION BONDS FOR THE PURPOSE OF DREDGING, EXPANSION
AND H1PROVENENTS OF THE EXISTING SEWARD Sf.1ALL BOAT HARBOR.
BE IT RESOLVED by the City Council of the City of Seward:
Section 1. It is hereby determined to be in the public
interest, convenience and necessity of the people of the City of
Seward to dredge, expand and improve the existing Seward Small
Boat Harbori and to incur bonded indebtedness and to issue
negotiable general obligation bonds for such purposes in the
amount hereinafter set forth, if approved by the electors of
the City of Seward, as required by law.
Section 2. A special election shall be held on October
5, 1965, in conjunction with the general election to be held on
that date, for the purpose of submitting the following proposi-
tion to the qualified electors of the City of Seward:
PROPOSITION
Shall the City of Seward, Alaska, incur indebtedness
and issue its general obligation bonds in an amount not to
exceed $270,000.00, said bonds to mature in not to exceed
twenty (20) years, and to bear a net effective interest rate
not to exceed five per centum (5%) per annum, for the purpose

of dredging, expansion and improvements of the existing Seward
Small Boat Harbor?
Section 3. The foregoing proposition shall be printed
on a single ballot which shall consist of the statement of the
proposition set forth in Section 2, with the following added to
the proposition:

Section 4. The qualifications for electors at said
special election are as follows:
(a) They must be at least nineteen (19) years of
age.
(b) They must be citizens of the United States and
for at least one year just preceding said election
residents of the State of Alaska, and for at least
thirty (30) days just preceding the election residents
of the election district in which the City is located.
(c) They must be able to speak or read the English
language as prescribed by law.
(d) They must not be barred from voting by any
other provision of law.
(e) They must be registered in the manner prescribed
in the Seward Elec,tion Code, Ordinance No. 306 of the
City of Seward.
(f) They must be persons whose names appear on the
last tax assessment roll of the City of Seward for
purposes of municipal taxation.

Section 5. Registration shall be required as a quali-
fication of the voters in the special election as provided in
Ordinance No. 306 of the City of Seward. The Registration Book
will be open daily in the office of the City Clerk-Registrar
at the City Hall, Seward, Alaska, from 8:00 a.m. until 5:00 p.m,
daily except Saturdays, Sundays and holidays, except that the
City Clerk-Registrar may extend registration until 10:00 p.m.
during the week prior to the close of registration. Registra-
tion shall be closed five (5) days preceding said special
election,
Section 6. The duplicate registration index shall be
furnished by the City Clerk-Registrar to the judges and clerks
of election at each precinct. Said notices shall be published
once a week until five (5) days before the election. It shall
state the time of closing of registration and shall be pub-
lished in a newspaper of general circulation in the City of
Seward to be selected by the City Clerk-Registrar.
Section 7
The polling places shall be those desig-
nated by the City Clerk-Registrar and published for the general
municipal election to be held in conjunction with this special
bond election of October 5, 1965.
Section 8. Polling places shall be open from 8:00 a.m.
until 8:00 p.m. on the 5th day of October, 1965.
publication of this Resolution shall be made by posting
a copy hereof on the City Hall bulletin board for a period of
ten (10) days following its passage and approval.
This Resolution takes effect on the day after its
passage and approval by the City Council of the City of Seward,
