ON-SITE INSPECTIONS:
Once licensed a facility will receive at least two on-site
Inspections inspections a year: one unannounced health and safety
inspection, and one annual full compliance inspection or
andrenewal inspection.
Renewals INVESTIGATIONS:
On-site investigations are conducted when a report of concern
in received. Once the investigation is completed the facility
receives a report of the investigation noting any violations
found during the investigation.
RENEWALS:
The renewal process requires the submission on a Renewal
Application and Report of Change, as applicable for a facility
needing to report program changes. Once a renewal application
is submitted complete an on-site inspection is scheduled and
conducted to ensure regulatory compliance.

Sustainability
O Given the challenges of frequent staff turnover, inadequate staff compensation, and
the demanding educational prerequisites for a childcare center director, achieving
workforce sustainability within our community appears currently unfeasible.
By helping individual licensed childcare businesses, HYPER has successfully achieved
a twofold increase and is poised to surpass the initial target of 40 licensed slots.All
of this has been accomplished while operating at a significantly lower cost compared
to running a traditional brick-and-mortar childcare center.
By realigning our programming towards in-home providers,we are effectively
extending our abilityto nurture and sustain childcare educators over the long term.
This approach not only ensures the longevity of our workforce but also generates a
more substantial impact on our local economy and contributes to the expansion of
our childcare infrastructure.

Program Description L
Childcare Provider Startup Assistance Program is administered by
Happy Youth Programs and Educational Resources (HYPER) to increase HappV Youth
the licensed childcare opportunities for Seward Families. enriching.kids through grams+Educational .play
Program funds can be used for the purposes of Start Up Funds:
• New programs to become fully registered/licensed through the State of Alaska; or programs that have become
registered/licensed within 6 months of grant application.
• State and local business licenses fee
• Licensing compliance such as balance of funds needed for fencing, egress windows, indoor/outdoor equipment,
materials, etc.
• Business equipment such as a computer, printer, and/or software to manage business logistics.
• Education and trainings to meet required hours for licensing through the State of Alaska.
Program Funds cannot be used for the following:
• Liability or home/renter's insurance
• Non-childcare specific items for the program
It is a reasonable expectation that purchases including shipping and handling are covered as part of the awarded funds. If
awarded these funds, grantees will purchase the approved items and then submit the receipts for reimbursement or choose
to have granting organization make the purchase and have the materials shipped directly to the program.

Program Description
HYPER'S RISE incentive program Is designed to support and encourage child care '
providers to pursue further education and training in early childhood education.
The program provides financial benefits to eligible participants to improve the
quality of care for children and families in our community.RISE is a tiered financial �� Q
incentive program for licensed child care providers in Seward,Alaska,
•own or are employed at a full-day licensed child care facility that operates enriching kids through play
at least 30 hours a week
•work at least 20 hours a week and have been employed for at least 6 months
In order to qualify,you must register with seedalaska.com,attach current certifications,and attach a recent pay stub.
Oversight and Evaluation
•This program will be administered by the program developer,who will oversee the application process,award distribution
and program evaluation.
•The program developer will conduct ongoing evaluations of the program's effectiveness.
•Participants may be required to complete periodic surveys to provide feedback on the program's impact on their education
and career goals as well as the quality of care provided to children and families in their care.

SEED
System for Early Education Development
What is SEED? Alaska SEED is the System for Early Education Development (SEED) which
helps early childhood and school-age educators to plan and track their professional
development through a pathway of advancement in this field.
Alaska SEED Registry Voluntary and free system to recognize, track, and plan the
professional development of early childhood and school-age educators.
Career Ladder AK SEED evaluates the education and training of early childhood and school-
age educators for placement on the Career Ladder.
Professional Development Reimbursement (PDR) Each qualified early childhood and
school-age educator is eligible for up to $1,500 per fiscal year to reimburse expenses for high
education and/or training.
Travel Reimbursement (TR) Each qualified early childhood and school-age educator is
eligible for up to $1,000 per fiscal year to reimburse for approved travel expenses related to
accessing education and/or training within the State of Alaska.
Child Development Associate (CDA) Application/Renewal Award Each qualified early
childhood and school-age educator is eligible for up to $500 per fiscal year to pay for the CDA
application or renewal fee.
Alaska Early Care and Education Core Knowledge and Competencies (AK-CKC) The
AK-CKC is designed to outline what early childhood and school-age educators should know,
understand, and demonstrate to best facilitate children's learning and development.
Alaska Early Childhood Administrator Credential (AK-ECAC) The AK-ECAC is designed to
recognize administrators who demonstrate core knowledge and competencies in fiscal and
human resource development, foundation in child development, family engagement practices,
social emotional development, and environmental assessment.
Trainer and Training Approval System (TTAS) The TTAS is designed to ensure the quality
of professional development for early childhood and school-age educators.
