A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA,AUTHORIZING THE CITY MANAGER TO PURCHASE(1)2023
RAM 2500 SINGLE CAB LONG BED TRUCK FROM ANCHORAGE
CHRYSLER CENTER UNDER THE CITY OF SEWARD PROCUREMENT
PROCESS, WITH ASSOCIATED UPFITTING FROM TRAILERCRAFT
ALASKA IN THE AMOUNT NOT TO EXCEED $61,766 AND
APPROPRIATING FUNDS
WHEREAS, The Current Parks and Recreation Fleet is Aging to the point where 6 of 7
running vehicles are 2010 or older; and
WHEREAS,The Parks and Recreation Department only has 1 vehicle currently capable of
winter plowing; and
WHEREAS, This vehicle will be used for winter maintenance and plowing, as well as
Summer Maintenance and cleaning; and
WHEREAS, Parks and Recreation utilized the City of Seward's SourceWell to obtain a
government quote for a new Ford Single Cab truck; and
WHEREAS, Parks and Recreation also Reached out to multiple local Alaska dealers to
obtain quotes; and
WHEREAS,The Parks and Recreation Department obtained a Fleet quote of$51,666 from
Anchorage Chrysler Dodge for a 2023 Ram 2500 Single Cab Long bed; and
WHEREAS,The truck must be equipped with a plow and all necessary equipment; and
WHEREAS,TrailerCraft submitted the lowest bid for an 8 foot plow and installation at a
cost of$10,100; and
WHEREAS,the City Council has determined that the public interest would be best served
by not requiring competitive bids and makes the following findings:
1. Seward City Code Section 6.10.120 (b) provides the city may utilize competitive bids
obtained by other governmental units.; and
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
r. Section 1. The City Council herby waives the competitive procurement process of the City

Code in accordance with Seward City Code 6.10.120(B)which authorizes the purchase of products
or services utilizing competitive bids obtained by other governmental entities.
Section 2. The City Manager is hereby authorized to purchase one 2023 Ram 2500 Single
Cab Long bed truck from Anchorage Chrysler,upfitting and installation of a plow package resulting
from 3 separate bids, not to exceed $61,766.
Section 3. Funding for this purchase is hereby appropriated from the Motor Pool reserves
account no. 03000-0000-3400 to capital equipment account no. 03000-1410-8103.
Section 4. This resolution shall take effect immediately upon adoption.

Appropriating Funds
Background and justification:
Parks and Recreation currently has 7 running vehicles for the department. 6 of those vehicles are 2010 or
older, including one from 2000, and one from 1999. As these vehicle age, maintenance becomes more
expensive,and parts become more difficult to acquire.We also only have one vehicle currently that is able to
be used for plowing in the winter.We are in the process of placing 5 of our vehicles into surplus auction that
are not currently running.
The Parks and Recreation Department is in need of updating our fleet to better accomplish our wide variety of
missions.This vehicle will allow us to more easily accomplish plowing in the winter and will be used in the
summer for maintenance needs.
The Parks and Recreation department is requesting to purchase one new Ram 2500 single cab through the
City Procurement process in the amount of$51,666 from Anchorage Chrysler Dodge.
The vehicle to be fully outfitted and professionally equipped by TrailerCraft, who provided a quote of
$10,100 to purchase and install an 8-foot plow and other related accessories at a cost of$10,100. The total
price would be $61,766.The department sees it beneficial to purchase this vehicle now,as it is currently on
the lot at Anchorage Chrysler in a configuration that we would purchase it in.
This purchase will be made utilizing the State of Alaska competitive bid process as allowed under section
6.10.120(B) of the Seward City Code,which allows the City to utilize competitive bids obtained by other
government entities.Parks and Recreation utilized Sourcewell to obtain a government quote for a Ford F-250
single cab long bed,which came to a price of$51,893.08.Parks and Recreation also contacted Kendall Ford
who does not have any trucks in this configuration and is not currently taking orders. Anchorage Chrysler
provided a quote for a Ram 2500, single cab long bed,with a snowplow prep group including a 220-amp
alternator and pass through circuits mounted in the dash for$51,666.
Funds for this purchase are available in the Motor Pool Equipment Account and were not included in the 2023
budget.
