THE CITY OF SEWARD, ALASKA
RESOLUTION NO. 488
WHEREAS, the economy of the Seward area and the whole of the Kenai
Peninsula is dependent to a considerable extent upon the Seward-
Anchorage Highway as it is the only land route to and from the
Peninsula and other Alaskan communities; and
WHEREAS, many businesses in Seward and in the Seward area are
dependent upon the tourist and recreation industries, or are pro-
viding essential services to these industries; and
WHEREAS, the tourist or recreation traveller can be expected to use
roads which offer passage that is comfortable and safe to both
persons and equipment; and
WHEREAS, the rough, narrow and unfinished condition of many miles
of said Highway where it passes around the Eastern end of Turnagain
Arm are a discouragement and deterrent to any vehicular traffic,
but especially to tourists and local people in pursuit of
recreation; and
WHEREAS, without reconstruction of this area as a modern highway
before early 1967, which is the year of the Alaska Centennial Cele-
bration, Seward and the entire Kenai Peninsula will suffer in 1967,
and in the future, because of this failure to accommodate and
entice the tourist and recreation industries; and
WHEREAS, it is possible and feasible to build, compact and surxace
a roadway in the same year;
NOW, THEREFORE, BE IT RESOLVED that the Alaska State Highway Depart-
ment be and is hereby urgently petitioned to immediately take all
necessary action to accomplish all or most of the construction of
the Seward-Anchorage Highway around Turnagain Arm during 1966, and
in such a manner as to provide maximum use of said Highway by all
travellers to the extent consistent with sound highway construction
procedures and the completion or near completion of the project
during 1966; and
BE IT FURTHER RESOLVED that the Alaska State Highway Department be
petitioned to give this project a top priority over all new road
projects, as this is one of the main thoroughfares of our State
Road System, and was originally rated as first priority status
under the March 27, 1964 Disaster Reconstruction Program Under
Federal Aid.
This Resolution to be in full force and effect immediately upon
passage and approval. Passed and approved by The Common Council
of The city of Seward, Alaska, this 6th day of January, 1966.
