RESOLUTION NO. 509
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SE.ffiRD, ALASKA:
Relating to recommendation to trans-
fer Hill-Harris Hospital Construction
Funds A-l Priority from Seward Gen-
eral Hospital to ~ffislyan Hospital
for a period of one year.
viliEREAS, the Health Facilities Council of the Department of Health and
~ffilfare, State of Alaska, granted the A-l Priority for Long-term Care
Facility fifty percent matching grant of Hill-Harris construction funds
to Seward General Hospital; and
viliEREAS, aeslyan Hospital for Chronic Diseases, a private hospital, also
located in Seward, has applied for matching construction grant for long-
term care facility from the same HillpHarris funds; and
',JHEREAS, ~leslyan Hospital Administrator advises that this hospital can-
not feasibly continue in operation to serve only tuberculosis patients;
and
vJHEREAS, the owners of Weslyan Hospital, a religious corporation, decline
to compete for patients; and
;JHEREAS, the closing of Weslyan Hospital would result in loss to the
community of the only resident physician; and
iJHEREAS, The City of Seward is seeking every possible way in which to
encourage jobpcreating industry to locate in the Seward area and to
encourage all present. industry to remain and expand; and
iJHEREAS, Seward General Hospital building is now owned by The City of
Seward and is leased to Peninsula Community Hospital Association, a non-
profit corporation organized for the purpose of operating Seward
General Hospital; and
~JHEREAS, The City of Seward has approved and encouraged the application
of Seward General Hospital and/or Peninsula Community Hospital Assoc-
iation for the aforementioned grant funds; and
:JHEREAS, in concern to encourage ~~slyan Hospital to continue in Seward
and to provide for a general hospital facility also, The City of Seward

: ~3 determined that it will expand its monetary support of Seward
General Hospital to make up for any resulting loss; and
vMEREAS, the Board of Trustees of the Peninsula Community Hospital
Association in response to the above conditions had voted to relinquish
its A-l Priority for Long-term Care Facility Hill-Harris funds for not
more than one year in favor of .~slyan Hospital for Chronic Diseases
and with recommendation to the Health Facilities Council that its A.I
Priority status be granted to :Jeslyan Hospital;
NO\I, THEREFORE, in support of :leslyan Hospital for Chronic Diseases
and the action of the Board of Trustees of the Peninsula Community
Hospital Association, the City Council of The City of Seward hereby
urgently requests and petitions the Health Facilities Council of the
State of Alaska Department of Health and :klfare to transfer the A-l
Priority for Long-term Care Facility fifty percent matching grant of
Hill-Harris construction funds to :~slyan Hospital for Chronic Diseases
with the stipulation that should :kslyan Hospital fail to put the ~ppli~d
for construction program into actual construction within one year, that
t.he A-l Priority should then revert back to Seward General Hospital,
2'.:.d except for this one stipulation, sincerely supports and endorses
'-1.,,,, transfer of said priority.
This Resolution to be effective on the date of passage and approval.
