RESOLUTION NO. 527
WHEBEAS, on Marah 27, 1964., at; approximately 5:30 P. M., a violent
earthquake occurred creating an unknown number of seismic waves in
Resurrection Bay at Seward, Alaska; and
WHEREAS, Alva M. Wisdaa, a conscientious and concerned citizen ot
Seward, felt it his obligation to aid in whatever manner needed
by the citizens of Seward; and
WHEREAS, debris was spread by the seismic waves blocking the two
escape routes fram the City of Seward; and
WHEREAS, the use of heavy 'equipnent was required to attempt to keep
one of these roads clear ot debris, and lights tor this heavy equip-
ment was furnished by another 'Vehicle, driven by Mr. Wisdan; and
WHEREAS, Mr. Wisdan while furniehing lights for the heavy equipnent
was drowned in hi. vehicle when a seismic wave covered this roadwan
and
WHEREAS, the Supreme Court of the State of Alaska has ruled that
Alva M. Wisdom was not an employee of The City of Seward in performing
the above ieeds and .s such his widow is not covered \mder the Alaska
Workmen'. Canpenaation Act; and
WHEREAS, such ~ e.tablishes precedent for all of the State and
releases the legal obliCation tor such service, it i. our t"line
that all of the people of Alaaka have a moral obliCation to aid and
cOlllfort the widow of Alva M. Wisdom;
NOW THEREFORE, the Council of The City of Seward hereby petitions the
State Legislature to compensate the widow of Alva M. Wisdan for the
loss of her husband in giving his life at this time of disaster.
Passed and approved by the Seward City Council on the 6th day of June, 1966.
