THE CITY OF SEUARD, ALASKA
RESOLUTION NO. 535
A RESOLUTION PETITIONING FOR A PIPELINE FROM SElJARD VIA RESURRECTION RIVER
WHEREAS, a pipeline to transport petroleum fuels from an established seaport to
military installations in Central Alaska is being planned; and
~ffiEREAS, the United States of America has reconstructed its port and railroad
facilities at Seward, and this ideally located, completely modern and efficient,
total port facility will be in operation within a few weeks; and
~mEREAS, oceangoing vessels move freely to and from the port of Seward throughout
the year; and
WHEREAS, Resurrection River offers a minimum elevation from Seward to the Kenai
River basin and lowlands on the Western side of Kenai Peninsula, from which various
routes into the interior are feasible; and
lVHEREAS, your petitioners are confident that a pipeline on such route would be
much less expensive to construct and maintain than any other route under
consideration; and
t~S, Western Kenai Peninsula oil fields of major importance are being
developed which. with long-range planning. right now. could reciprocate to the
financial benefit of a pipeline from Seward to that area; and
WHEREAS. Seward has long sought means of reducing transportation costs to western
Kenai Peninsula, and such pipeline route could be a first step in establishing
this desirable transportation and communications route; and
~ffiEREAS, Seward is a well established city with all modern community facilities
and services; and

,.mEREAS, Seward has a large labor force experienced in the ocean transportation
industry; and
vmEREAS, a pipeline on such route could serve the people of Aiaska in many ways. being
thus more economical to operate and a more appropriate expenditure of the public funds.
N~~ THEREFORE, BE IT RESOLVED that the City Council of The City of Seward, Alaska,
hereby petitions and urgently requests that the planned petroleum fuels pipeline to
serve the military installations of central Alaska, be constructed from a Southern
terminus at Seward, Alaska, along a route following the Resurrection River North-
westward from Seward to the Kenai River basin from which various feasible routes may
be offered.
BE IT FURTHER RESOLVED that this Resolution of Petition be presented to the President
of the United States of America, his Secretary of Defense. Secretary of Interior,
the Governor of Alaska. the Alaska Congressional Delegation, the Chief of U.S, Army
Corps of Engtneers. and the Administrator of the Public Works and Economic Development
Administration, with urgent request for favorable action upon our petition.
