There have been similar situations in the past where this has happened, and to be consistent, we are presenting his application as a laydown. Previous example: In January 2020 Reed Lane submitted an application for Historic Preservation Commission after the council packet was released. His laydown application was considered by council and paper vote sheets were distributed.
