HomeMy WebLinkAbout09232024 City Council Work Session Laydown - Bickling'l 3 - ac 035 LA/0 o nJ - Wells and Septic Tanks Inside City Limits '3 rC v- Pathway Options for Residential Development Administration is putting out some pathway options for residential development for council to consider. Option 1: Action: Wait for the DRP to fill back up in the coming years and help fund improvement/assessment district similar to a DRP by transferring DRP funds into the mechanism for helping property owners develop. Effects/Timeline: This would take approximately 2 years to reach a level where 50% of the feasibility cost could be funded. The users would then have to go through the Special Improvement District Process and then be approved by council. From there, engineering would be finalized, and RFP would be put out to complete the improvements. This option does not help development in areas outside of Forest Acres Afognak Subdivision. Cost: Forest Acres Estimated Costs: Water Improvements $1,478,320 Sewer Improvements $1,258,660 Roadway Improvements $895,202 Electric and Communication Improvements $213,180 Total Improvement Cost Estimate $3,845,362 *These estimates are from 2 years ago - costs have likely increased. Based on the estimate above, the city's 50%would be approximately $2,000,000. so Wells and Septic Tanks Inside City Limits Option 2a: Actions: Create Code that allows wells based on certain criteria (lot size, zoning, distance, etc.). Create a well permit approved locally based on ADEC Standards (so we can check off and make sure they meet criteria of lot size, distance, zoning, etc.) Add additional code to prevent unintended interference between wells and septic systems on smaller lots. Create code to make sure sprinklers are installed in new construction in areas not being served by hydrants. Possibly put in code to state that when water and sewer are brought in, the property owner has a certain timeframe (0/5/10 years?) to hook into utilities. The property owners with the plat restriction get the restriction removed. *The City pays for Roadway and/or Electric Improvements Effects/Timeline: This would be the quickest road to development and the least cost for the property owners. This would impact all areas, not just Forest Acres (Property owners could potentially be developing summer of 2025) RFP could be put out for Roads for Summer of 2025 Electric utility could do install Summer of 2025 This would leave the property owners to do wells and septic systems on their own (cost about $25,000 combined - conservative estimate) *Before Building Permits can be used, the properties that don't already have it, need to have improved roads and electricity installed. Cost: Roadway and Electric Improvements combined $1,108,382 (based on estimate from two years ago). There could be some additional engineering road cost. Roads (range $24,822 - $75,468 per lot) and electricity (range $5,282 - $15,845 per lot) *The main difference between Option 2a and Option 2b is whether the City or property owners foot the bill for roadway improvements and electricity / communications. The City would pay the costs upfront for both options. Option 3: Action: The City would pay for the water line install (including hydrants) throughout the Forest Acres area and possibly other areas of town. There would not be any code revisions. The property owners with the plat restriction get the restriction removed. Effects/Timeline: This would only help the affected property owners in the Forest Acres area unless water lines were also extended in other areas. The residents would be responsible for installing septic systems ($10-$15k) and paying for roads (range $24,822 - $75,468 per lot) and electricity (range $5,282 - $15,845 per lot). This would probably take a couple years for the lots to become developable as the water service engineering would have to be finalized, an RFP put out, then installation to take place (could be summer of 2025 or 2026 at the latest). Property owners would have to request an improvement/assessment district for roads and electric install. The city would have to approve that improvement district and then put out an RFP for roads. No permits for building could be issued until all utilities/improvements are made. Cost: The city would pay $1,478,320 (based on estimate from two years ago). There could be some additional engineering costs added as well.
