RESOLUTION 2024-049
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO EXECUTE TASK
ORDER 2734.31 WITH R&M ENGINEERING FOR THE 15% DESIGN
AND ENGINEERING OF THE FIRE STATION FACILITY IN AN
AMOUNT NOT TO EXCEED $318,330 AND APPROPRIATING FUNDS
WHEREAS, in 2023 a Public Safety Feasibility Study was completed; and
WHEREAS, it was determined that the current Fire Station Facility was outdated,
inefficient, unsafe, and does not meet current code; and
WHEREAS, the City has missed out on opportunities for funding because we did not have
a "ready" project; and
WHEREAS, a 15% Design and Engineering would put the project in a ready status and
make us eligible for state and federal funding.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council hereby authorizes the City Manager to execute Task Order
2734.31 with R&M Engineering.
Section 2. Funding in the amount of $318,330 is hereby transferred and appropriated in the
Capital Acquisition Fund 80010-0000-8102-0091 Public Safety Facility Building expense
account.
Section 3. This resolution shall take effect immediately upon adoption.

Background and justification:
The City Council Authorized a Public Safety Feasibility Study in 2023 for both the Fire
Department and Police Department Facilities. That Feasibility Study revealed that the current Fire
Department Facility is significantly undersized, inefficient, is unsafe, and does not meet current
code. Because of the cost being relatively the same and the location needs being different, it was
determined that separate sites were optimal (vs. a combined facility).
We have been approached by legislators and missed out on funding opportunities in the past
because the project was not at a ready status. In the last two years, small community fire stations
that had projects ready received federal and/or state funding. In order for us to be ready to receive
funding, we need to have a 15% Design and Engineering completed. We believe that the city's
investment in this will create the opportunity for a strong return on that investment.
A geotechnical study was done on the site when it was being looked at for residential development.
This resolution also approves additional geotechnical work specifically for the proposed footprint
of the building structure.
In the Municipal Land Inventory and Use Plan, the recommendation for this parcel is to, "continue
to use as a campground. Lease or sell campground portion with a sound development plan." There
are currently 8.23 acres that make up the campground that were recently subdivided from the bike
park. This use is actually more conservative than the recommendation as it will be kept by the city
and put into a public benefit use on a year-round basis.
The Feasibility Study information for the Fire Department was presented to the Planning and
Zoning Commission for review and to note comments and concerns. The use of the remainder of
the parcel was discussed for park or smaller campground.
Community concerns were raised previously when this was being looked at for residential
development. The concerns raised were wanting to maintain a space for walking and to retain the
mature trees for wildlife. The need for the FD facility is 5AC and the remainder of the parcel can
be joined with and added for additional park space. This configuration also ensures that a majority
of the mature spruce trees are retained and included in that park space.

Dear Mr. Bickling,
R&M Consultants, Inc. (R&M) is pleased to submit this fee proposal to the City of Seward under our On -Call
Engineering Services contract to provide 15% design services for a new Fire Station. R&M will provide
project management, planning, civil engineering, and geotechnical services. R&M is assisted by a multi-
discipline team of Integrus Architecture and KPB Architects for architectural design, cost estimating, and
public safety facility expertise, who will be supported by Jordan Legan, a specialty design consultant and
fire fighter who has expertise in fire -specific training facility layout. Reid -Middleton is proposed to provide
structural engineering, and RSA is prepared to provide electrical and engineering services. A specialty cost
estimator is not in the proposed contract at this time.
Our team has developed the following scope from information provided by the Assistant City Manager via
e-mail and during subsequent conversations informed by the results of the Public Safety Building Needs
Assessment & Site Selection Study. The proposed Time and Expense (T&E) fee estimate for the services
described below is enclosed with all subconsultant proposals.
Task 1. Concept Development
A concept design will be developed for a stand-alone Fire Station as outlined below. The Fire Station facility
design will be at the pre -selected Forest Acres Campground/Fort Raymond Subdivision site, as determined
by the City of Seward, guided by results of the Needs Assessment & Site Selection Study and direction from
City Council.
Concept Design efforts will include the following efforts and deliverables:
• Code review
• Diagrammatic floor plans and layouts
• Site master planning and diagramming
• Massing study
• Aesthetic and material concepts
• Fire Training Facility design and framework (see Legan Scope of Work, Comprehensive option)
• Two on -site coordination meetings with project management, architects and specialty design
consultants to workshop floor plans, site diagramming and other details
• Design discipline narratives: Civil, Architectural, Structural, Mechanical, and Electrical
Task 2. Project Management, Planning & Presentations
R&M will provide project management, provide quality -assurance and quality -control on deliverables, lead
consultant coordination, and serve as the main point of contact for the City of Seward. Project Manager,
Taryn Oleson-Yelle is a Senior Planner and will provide additional planning support services as needed,
including code analysis reviews, site analysis and orientation, easement and platting research and
recommendations. Our team will present in -person to the Seward City Council and Administration once a
pre -final 15% design has been developed.
Task 3. Geotechnical Investigation
R&M will conduct a geotechnical investigation of the eastern half of the selected Forest Acres
Campground/Fort Raymond Subdivision Site. This work is supplementary to work conducted in 2022 when
the property was under consideration for potential residential development. This scope is to explore
subsurface conditions at locations specific to the proposed conceptual Fire Station layout, with the intent
to inform site and architectural design.
Geotechnical Investigation efforts will include the following (see the attached document Proposal for Geotechnical Investigation for
New Fire Station Concept at Forest Acres Campground for a detailed scope of work):
• Subsurface investigation consisting of drilling 4 test borings (2 or 3 withing the anticipated building footprint, the remaining
within parking/driveway or ancillary feature areas) over two days
• Laboratory testing of soil samples for moisture content, particle -size distribution, etc.
• Reporting, including a summary of activities, findings, and conceptual recommendations for earthworks and fill
requirements, structural fill sections for asphalt pavement and concrete slabs, and suitable foundation types to support the
building(s).
Schedule: We can begin work within two weeks of receiving a Notice -to -Proceed (NTP) and anticipate the scope of work to be
completed within 4 months. Geotechnical field work will be performed withing four to eight weeks of receiving NTP based on
availability. If we receive an NTP by October 1, 2024, we can deliver the 15% Design deliverables to the City of Seward for review by
January 2025 with the ability to accelerate efforts as needed.
Cost Estimate: Based on the scope and our understanding of the project, we propose a Time & Materials Fee amount $318,330. We
have attached a detailed breakdown of our estimated costs for your review. Should you have any questions or require additional

RSA Engineering is pleased to offer a fee proposal for mechanical and electrical engineering
services for the above referenced project. We have revised our scope based on your email
dated 8/6/24, along with the following assumptions :
• Design narratives will be provided for a standalone Fire Station only.
• We have included time to review cost estimates and provide commentary.
• We have included time to review the floor plans for adequate mechanical and electrical
room space and provide commentary.
Exclusions:
• Design services beyond concept phase narratives is not included.
• Travel for this phase of the project is not included.
• Estimating is not included. We anticipate any estimating will be performed by others.
RSA proposes the following lump sum fees of $4,200 (four thousand two hundred dollars) for

Purpose: Design assist.
Objectives: To provide project team with two design assist proposals — basic and
comprehensive. Scope of design assist work to be decided by Chief of Fire
Department in conjunction with project team.
To provide project team with diagrams and illustrations that describe
features of the training props, functional layouts, and the underlying
training methodology to be incorporated into design and project
documentation by architect.
To help the design team understand influential aspects of the all -hazards
emergency response and how any design must reflect certain fire service
realities, including: municipal budget constraints; the time -sensitive nature
of emergency work; limited -staffing; and firefighter training and education.
To ensure the training environment accurately reflects the architecture and
target hazards that Seward firefighters are tasked with protecting.
Communication: Consultant will collaborate with project team and communicate in a
manner appropriate to the design assist role. General communication will
be conducted primarily by email, but consultant is available to schedule
phone conversations, as necessary.
Access:
The consultant will request the following:
Digital copies of architectural drawings from architect.
Digital copies of Standard Operating Guidelines (SOGs).
Digital copies of specific training curriculum, policies, and procedures.
A comprehensive "wish list" of training features, props, and functions
to be integrated into design by architect.
Access to members who would be able to help consultant understand
the city of Seward and its environs.
That members fill out a survey designed to help consultant understand
existing training practices, including strengths and weaknesses.

RE: Proposal for Geotechnical Investigation for New Fire Station Concept at Forest Acres Campground
Dear Mr. Bickling,
R&M Consultants, Inc. (R&M) is pleased to submit this proposal to provide geotechnical services in support of your Public
Safety initiatives to build a new Fire Station at Forest Acres. We understand the City of Seward is advancing conceptual
plans to construct a new Fire Station and the proposed site location is on the eastern half of the property of what is now
being utilized as the City's Forest Acres Campground. The site is accessed from the north via Hemlock Avenue and adjoins
the Seward Highway on its eastern boundary. In 2022, R&M performed geotechnical investigations within other portions of
the Forest Acres site' and this proposed investigation is supplementary to that previous work. This new scope is to explore
subsurface conditions at locations specific to the proposed Fire Station layout, with intent to inform the planning and
design for this conceptual phase of the project.
Our proposed scope of geotechnical services are described below. This new task will be conducted under our existing On -
Call Engineering Services term contract with the City of Seward.
SCOPE OF GEOTECHNICAL SERVICES
Site Investigation: The conceptual layout for the Fire Station occupies the eastern half of the subject property, with
planned future direct access to and from the highway. For site investigation, we assumed that the preliminary building
location will be defined by the City of Seward prior to mobilization, which will allow the investigation to target the building
footprint. For planning purposes, we propose a subsurface investigation consisting of drilling 4 test borings total: including
two advanced to 60 feet and two to 15 feet depths. We anticipate locating 2 or 3 of the test borings within the building

footprint, while the remaining test boring will be within parking/driveway or ancillary feature areas. Proposed borehole
locations will be selected prior to site investigation and submitted to the City of Seward for approval.
Prior to drilling mobilization, R&M will obtain public utility locates for the project location and process a Dig Permitthrough
the City of Seward. The City owns the property and we assumed that the City of Seward will provide right -of -entry and work
access to the project site. We have planned for selective brush clearing to provide access with drilling equipment.
Test borings will be drilled with nominal 8-inch diameter hollow -stem -augers and/or rotary wash methods. R&M intends to
complete the subsurface investigation using either a truck -mounted CME-75 or track -mounted Geoprobe 7822DT drill rig,
provided and operated by GeoTek Alaska, Inc. of Anchorage, Alaska. Disturbed yet representative soil samples will be
collected using split -barrel drive sampling equipment, taken at 2.5-foot intervals in the upper 10 feet, at 5-foot intervals
from 15 to 40 foot, and on 10-foot interval thereafter to completion depth. Sampling procedures will generally follow either
Standard Penetration Test (SPT) (per ASTM D 1586) or a modified version of SPT using Large Penetration Test (LPT)
methods. Soil samples will be classified in the field using the Standard Practice for Description and Identification of Soils
(Visual -Manual Procedure) (ASTM D 2488).
We plan to install PVC standpipes at two select boring locations to record stabilized groundwater levels, while onsite. All
test borings will be backfilled with drill cuttings, and flush -mount covers will be installed at the two standpipes.
Laboratory Testing: Geotechnical soil samples will be returned to R&M's laboratory for classification (following ASTM D
2487 and 2488). Select samples will be tested for moisture content, particle -size distribution, Atterberg Limits, and/or
percent passing No. 200 sieve (P200 wash) to support interpretation of the relevant soil index properties for each
lithological unit encountered.
Reporting: R&M will prepare a geotechnical report summarizing exploration methods; description of laboratory testing;
our interpretation of the subsurface conditions (soils, groundwater, etc.) at the site; results of geotechnical analyses, and
conceptual geotechnical and foundation recommendations. Data from R&M's 2022 Geotechnical Report will be
incorporated into a combined report. Records of test boring logs, results of lab testing, sample and site photos, and vicinity
and test boring location maps will be attached with the report.
Conceptual geotechnical recommendations will be provided for earthworks and fill requirements, structural fill sections for
asphalt pavement and concrete slabs, and suitable foundation types to support the building(s). The report will present
seismic design ground motions from USGS, including our interpretation of seismic site soil class, and consider potential for
liquefaction and seismically -induced ground deformations at the site. If conditions warrant, preliminary recommendations
will be given for alternative deep pile foundations or ground improvements that may be necessary to mitigate potential
seismically -induced ground deformations.
Reports, plans, and recommendations will be prepared under the supervision of a professional engineer registered in the
State of Alaska.

SCHEDULE AND FEE ESTIMATE
R&M will be able to perform the field work in the Fall of 2024 and within four to eight weeks of receiving notice to proceed
based on the availability of the drilling sub -contractor. We anticipate two days drilling on -site. Preliminary findings will be
communicated within a week of completing the field work. A draft report can be submitted within four weeks following
completion of the field investigation and final report can be submitted within one week of receiving review comments from
the City of Seward.
R&M will provide the above services on a Time and Expenses basis with a not -to -exceed price of $49,609 as detailed on
the attached spreadsheet. In this estimate, we have planned for two days of drilling, and will not exceed that without prior
authorization.
ASSUMPTIONS AND CONDITIONS
R&M's proposal and fee are based on acknowledgement that:
• The City of Seward will be responsible for providing right -of entry and work access to the project site.
• The City of Seward understands that the location of the test borings may be controlled by separation distances
from existing site features including overhead and buried utilities.
• The City of Seward understands the test borings will be completed following industry standard procedures for
geotechnical investigations. If contaminated soils or groundwater are suspected or encountered in the test borings,
R&M will note the issue on our field log but will not collect environmental samples.
• The City of Seward understands that geotechnical and foundation recommendations will be conceptual in support
of the feasibility study and that additional detailed design services are anticipated as needed for future phases.
