(KCI) FOR ADDITIONAL INVESTIGATION AND MITIGATION WORK ON THE JESSE LEE HOME PROPERTY IN AN AMOUNT NOT TO EXCEED $48,946.55 AND APPROPRIATING FUNDS WHEREAS, in 2020, the City Council directed the City Manager to demolish the Jesse Lee Home structures and mitigate the property for future community use; and WHEREAS, in August of 2020, the City Council passed resolution 2020-074 which authorized the City Manager to enter into a contract with Coldfoot Environmental Services, Inc. for demolition, abatement, and removal services; and WHEREAS, Kasteler Consulting, Inc., Coldfoot Environmental Services, Inc. and City Administration developed an Environmental Work Plan for final clean-up and mitigation of the Jesse Lee Home property; and WHEREAS, during the excavation, removal, and testing process, more contaminated material was found that has required significant additional mitigation; and WHEREAS, due to deep and significant levels of additional contaminated soil recently discovered, the strategy has changed from removal to a containment and controls strategy; and WHEREAS, this proposed work with KCI will allow the City to take the next step in getting the site to where it can be approved for use. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager is authorized to accept the proposal from Kasteler Consulting, Inc. (KCI) for the investigative drilling and removal of contaminated material on the Jesse Lee Home property in an amount not to exceed $48,946.55. Section 2. The amount of $48,946.55 is hereby appropriated from General Fund to be transferred from the account no. 01000-0000-3710 will be transferred to the Jesse Lee Home Fund City Funding account 80090-0000-3700 to the account 80090-0000-7009 contracted services. Section 3. This resolution shall take effect immediately upon adoption. (KCI) for Additional Investigation and Mitigation Work on the Jesse Lee Home Property in an Amount Not to Exceed $48,946.55 and Appropriating Funds Background and justification: Excerpts from KCI Report (full report attached): History of Mitigation Mitigation work began in the Spring of 2021. During this time, Coldfoot Environmental Services Inc. successfully completed abatement and demolition of the Jewel and Balto structures, leaving just the concrete building foundations. Coldfoot contracted KCI to assist with characterization and disposal of petroleum, oil, and lubricant (POL) contaminated concrete, as well as the investigation of other potential environmental concerns such as floor drains, subsurface utility connections (water and septic), and lastly, to evaluate for potential soil contamination related to the site buildings. Initial environmental site investigative work was conducted in June 2021 following building demolition, along with investigative findings and soil sample collection for analysis of POLs and metals to be compared against ADEC regulatory cleanup levels. A total of 216 tons of contaminated soil was removed from the Jewel and Balto Building Footprints. Soil contaminated with DRO, RRO, VOCs and PAHs was shipped by container to Columbia Ridge Subtitle C landfill in Arlington, Oregon for disposal, which is a permitted Hazardous Waste Treatment, Storage and Disposal Facility (TSDF) in accordance with Code of Federal Regulations (CFR), Title 49, Chapters 171-180 The contaminated material from this site was given Environmental Protection Agency (EPA) Resource Conservation and Recovery Act (RCRA) ID: AKR000209668 for waste profiling, manifesting, tracking, and disposal. During November of 2021, KCI collected 10 soil samples for laboratory analysis to characterize the soil beneath the Balto Building. The samples were analyzed for Volatile Organic Compounds (VOC), DRO, Residual Range Organics (RRO), Polyaromatic Hydrocarbons (PAHs) and RCRA Metals. The results of the samples indicated contamination remained in the subsurface and additional follow-on excavation and investigation would be required. An Environmental Work Plan (WP) was developed in accordance with the requirements of ADEC 18 Alaska Administrative Code (AAC) 75, Oil and Other Hazardous Substances Pollution Control (October 2023) and the ADEC Field Sampling Guidance (January 2022). The WP incorporated the analytical results from the November 2021 activities and was produced with the objective of achieving Cleanup Complete status with Institutional Controls (ICs). Work at the site continued in 2022, when KCI returned to complete contaminated concrete segregation and removal resulting from the Balto building demolition. Additional areas of concern included the Balto Building excavation areas in relation to the boiler sump, fuel piping, and above ground storage tank (AST) containment were addressed under this mobilization. Additional soil was removed from the excavation floor of the Balto Building, due to results from the 2021 samples indicating DRO remaining in the soil extending the excavation north and west from the building footprint. An additional 3CYofsoil was removed to address the remaining DRO contamination below the Balto Building. In June of 2022, KCI collected nine soil samples for laboratory analysis for excavation profile confirmation. These samples were submitted to SGS Laboratory and processed. After the completion of the 2022 site work, KCI did not recommend further Remedial Action (RA) Activities at the site due to the following: • Elevated Mercury levels, which had previously been associated with the Jewel and Balto building structures and appurtenances, ceased to exist indicating successful cleanup efforts, • Very low volatile organic vapor results were observed during Heated Head Space (HHS) soil field screening efforts, • The depth of contamination of DRO and Arsenic, which had been identified in the soil through analytical results, exists at least 15 feet below ground surface (bgs) and the excavation is planned to be backfilled and capped by clean material. • There is no groundwater use in the area and any development of water utilities in the future would only require a depth of excavation of eight to ten feet bgs, eliminating potential to encounter any remaining contamination. On August 11, 2023, the ADEC approved the KCI report which detailed the RA Activities. However, the ADEC Contaminated Sites Program Manager indicated additional soil samples would be necessary to be collected from locations where DRO and Napthalene displayed elevated results in order to measure natural attenuation of the analytes, and to provide an additional line of evidence to support the determination of the nature of the Arsenic measured in soil. In response to the ADEC August 2023 determination, KCI returned to the demolished Jesse Lee Home - Orphanage Site in September 2023 to collect soil samples to monitor for natural attenuation of diesel range organics (DRO) and Naphthalene. In this investigation, the DRO exceedance results in the co -located 2023 analytical soil samples indicated natural attenuation had been successfully taking place as compared to the 2022 samples. Additionally, it was confirmed that the baseline levels of Arsenic are naturally elevated in the area and are not due to the building demolition. The ADEC, City of Seward, and KCI discussed remaining soil conditions, and path to site closure on June 17th, 2024. The ADEC requested an additional investigation take place to confirm that the pathway to groundwater at the site is not complete. A work plan was proposed by KCI to further characterize any remaining contamination at this site. This plan, reported on in this document, was to perform test pits with a mini -excavator to the greatest depth possible by the machine, or until bedrock was encountered, in order to screen and sample the subsurface soil. A total of two tests pits were proposed to be advanced across the site to perform vertical profile field screening with a Photo -ionization Detector (PID) as described in the Field Sampling Guidance (ADEC 2022) and to collect discrete grab soil samples from each location for laboratory analysis. When revisited in 2024, remaining contamination was unexpectedly encountered during test pitting between the depths of five feet below excavation base, or 22 ft below surface, to the extent practicable with the excavator, or approximately nine feet below base of excavation. Characterization samples were collected from the base of the test pits to aid in determining a path forward. Conclusions and Recommendations: KCI's July 2024 Jesse Lee Home effort detailed in this report began as a remedial investigation to close the site. The excavation of two test pits, Test Pit 1 in the Northwest corner of the Balto building site and Test Pit 2, and the subsequent discovery of contaminated soil, led to the removal of 6-cubic yards of impacted soil contained in super sacks. An analytical sample, and one duplicate sample, was collected for laboratory processing from the base of each of the test pits and analyzed for DRO. Each of the two primary, and one duplicate sample, displayed elevated DRO results. The results of these samples suggest that contamination remains in the subsurface, and further investigation is recommended to ensure the site is safe to close. Due to the depth of contamination at this site, estimated at nearly 20 ft below original ground surface, it is recommended to request site closure with institutional controls once additional information is obtained on contamination remaining in place. It is recommended to perform an additional Remedial Investigation that includes advancing soil borings at the site to more completely define the vertical and horizontal extents of contamination and if any impact to groundwater has taken place. KCI plans to develop an additional Remedial Investigation Work Plan on behalf of the City of Seward to complete remedial investigation and determine the path to site closure. This Work Plan will be submitted for review and approval to the ADEC prior to activities on site. INTRODUCTION This report details recent and historical soil investigation activities performed by Kasteler Consulting, Inc. (KCI) to investigate the subsurface of the Jesse Lee Home - Balto Building Orphanage demolition site located at 1926 Pheonix Rd, Seward, AK 99664. The location of the site in comparison with the City of Seward can be found in Figure 1, at the end of the report. The Alaska Department of Environmental Conservation (ADEC), City of Seward, and KCI discussed soil conditions and a path to site closure on June 17th, 2024. The ADEC requested an additional investigation take place to confirm that the pathway to Groundwater at the site is not complete. A work plan was developed in accordance with 18 AAC 75 regulations in order to achieve cleanup. KCI remobilized July 3rd, 2024, to conduct this investigation. The Qualified Environmental Professionals (QEP) on site were Jackie Rowley and Harmony Hirsch, assisted by Josh Solomon. 1.1 SITE BACKGROUND After several unsuccessful attempts were made to restore the Jesse Lee Home (henceforth, referred to as the site) the former Orphanage in Seward, Alaska, the City of Seward voted in 2020 to demolish the Jewel and Balto buildings, which were the remaining two structures at the site. Work began in the Spring of 2021. During this time, Coldfoot Environmental Services Inc. (Coldfoot) successfully completed abatement and demolition of the Jewel and Balto structures, leaving just the concrete building foundations. The analytical results from the September 2023 investigation can be found in the report written and submitted by KCI in February 2024 titled, "Seward Orphanage - Jessie Lee Home Building Demolition, Seward, AK; ADEC File #2332.38.054; Hazard ID: 27559." The excavation site remains open, however, a chain -link fence with a secured locked gate is in place to prevent unauthorized access. Figure 2 attached at the end of the report displays locations of all 2021, 2022, 2023, and 2024 samples. A Data Summary Table displays sample results of soil remaining in insitu at the site. REGULATORY SETTING AND CLEANUP CRITERIA The ADEC is the regulatory agency overseeing this investigative effort. The regulatory framework for this project was developed under consideration of the following regulations and guidance documents: • 18 AAC 75, Oil and Other Hazardous Substances Pollution Control, October 2023. • ADEC Field Sampling Guidance, January 2022. • ADEC, Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites, March 2017. The sampling was conducted by an ADEC Qualified Environmental Professional, as defined in 18 AAC 75.333 and 18 AAC 78.088. Laboratory analysis for potential contaminants of concern were done in accordance with ADEC FSG Appendix F — Diesel and will include the following: • Diesel Range Organics (DRO) by Method AK 102 • Volatile Organic Compounds (VOCs) by Method 8260 The cleanup criteria for this project were ADEC's Method 2 soil cleanup levels as outlined in ADEC regulations 18 AAC 75.340, Tables B1 and B2, Over 40 Inch Zone, Migration to Groundwater (MTG). REMEDIAL INVESTIGATION ACTIVITIES Remedial investigation activities were performed at the site on July 3rd, 2024. A photographic log depicting field operations and the site conditions during the investigative effort is presented in Appendix A. Copies of the field notes are provided in Appendix B. KCI personnel mobilized to Seward from Anchorage on the morning of July 3rd, 2024. The team arrived at the Jesse Lee Home site and met with Jason Bickling and an equipment operator, both from the City of Seward. The City of Seward provided access to the secured area of the site to begin work. Once on site, KCI personnel identified the locations of the remaining hot -spot samples from the 2023 investigation. One hot -spot was co -located at the northwest corner of the excavation where previous samples (22SW-21-12 & 23SW-21-12) were collected. This became the site of Test Pit 1 for this investigation. The second hot -spot was co -located in the central west area of the open excavation where previous samples (22SW-19-03, 22SW-24-06, 22-26-12, 22SW-27-12, 23SW- 26-12, 23SW-26-1201) were collected. This became the site of Test Pit 2 for this investigation. These sample locations were found using flagging from previous field screening and i evidence of previous ground disturbance in the soil (depressions). After the sample locations were identified, excavation with a mini -excavator began on Test Pit 1 (TP01). TP01 was advanced to the maximum depth possible with this machine and measured 4-ft by 4-ft with a total depth of 9- ft below base of excavation, or 28 feet bgs. Soil samples were collected at approximately 1-ft intervals during test -pit advancement/excavation. Soil samples were observed for petroleum indicators, field screened using Heated Headspace (HHS) methods and PID volatile organic vapor analysis. Excavation and screening of TP01 continued until a slight petroleum odor was detected in the soil around a depth of 4-ft bgs. At 4.5-ft bgs, the petroleum odor increased significantly, and a sheen was present. The HHS field screening PID results were above action level and the decision was made to remove and package the contaminated soil. Three cubic yards of contaminated soil were excavated and packaged into polyethylene lined super sacks. The excavation reached a total depth of 9-ft from base of excavation, the maximum depth possible for this mini -excavator One soil sample (24CSSWDSO-TP01-09) was collected from the base of TP01 for laboratory analysis. Once TP01 was complete, excavation began on Test Pit 2 (TP02) at the second remaining hot - spot. TP02 final extents measured 4-ft by 4-ft and 9-ft bgs depth. Heated Head Space screenings were taken at approximately 1-ft intervals during advancement. At 4-ft bgs, the same layer of gray, sheeny, odorous soil was discovered. Black staining was present, and an iron oxide layer observed at this depth. Three cubic yards of contaminated soil were removed from this test pit and packaged into super sacks. The mini -excavator reached a maximum depth of 9' in this pit. One soil sample (24CSSWDSO-TP02-09) was collected from the base of TP02. TP02-9' displayed the most elevated PID field screen result, therefore duplicate sample (24CSSWDSO- TP02-10) was taken from this same location. One waste characterization composite sample (24CSSWDSO-WC01) was taken from the six staged supersacks for analyses to provide data for acceptance at an approved Treatment Transport and Disposal Facility (TSDF). The sampler collected soil directly into sealable containers in accordance with the procedures outlined in the ADEC Field Sampling Guidance. Quart -sized Ziploc® bags with double lock seals were used for the headspace containers. The Ziploc® bags were partially filled with soil and immediately sealed to trap the volatile vapors. The spent sampling equipment was placed into garbage bags and disposed of as general refuse. Non-consumables were decontaminated with Alconox for future use. The six cubic yards of contaminated soil excavated from the bases of Test Pit 1 and Test Pit 2 remain on the east side of the site in six sealed super sacks. CONCLUSIONS AND RECOMMENDATIONS KCI's July 2024 Jesse Lee Home effort detailed in this report began as a remedial investigation to close the site. The excavation of two test pits, Test Pit 1 in the Northwest corner of the Balto building site and Test Pit 2, and the subsequent discovery of contaminated soil, led to the removal of 6-cubic yards of impacted soil contained in super sacks. An analytical sample, and one duplicate sample, was collected for laboratory processing from the base of each of the test pits and analyzed for DRO. Each of the two primary, and one duplicate sample, displayed elevated DRO results. The results of these samples suggest that contamination remains in the subsurface, and further investigation is recommended to ensure the site is safe to close. Due to the depth of contamination at this site, estimated at nearly 20-ft below original ground surface, it is recommended to request site closure with institutional controls once additional information is obtained on contamination remaining in place. It is recommended to perform an additional Remedial Investigation that includes advancing soil borings at the site to more completely define the vertical and horizontal extents of contamination and if any impact to groundwater has taken place. KCI plans to develop an additional Remedial Investigation Work Plan on behalf of the City of Seward to complete remedial investigation and determine the path to site closure. This Work Plan will be submitted for review and approval to the ADEC prior to activities on site.
