RESOLUTION 2024-052
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO EXTEND THE
CONTRACT WITH R&M CONSULTANTS INC. FOR ON -CALL
ENGINEERING AND GRANT ASSISTANCE SERVICES THROUGH
DECEMBER 31, 2026
WHEREAS, Resolution 2019-024 approved the originating contract for on -call
engineering services between the City of Seward and R&M Engineering Consultants Inc. as
they were the successful bidders in the competitive RFP process; and
WHEREAS, Resolution 2021-019 Amendment #1 extended this contract, added
grant writing support, and appropriated funds; and
WHEREAS, Resolution 2021-019 Amendment #1 expires on December 31, 2024;
and
WHEREAS, The City of Seward has a number of current and forthcoming projects
which require the use of engineering and grant writing expertise; and

WHEREAS, R&M has been a responsive and capable engixieeringti'}i'in for the city
to work with.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY •COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The City Council hereby authorizes the City Manager to extend our contract
and sign Amendment #2, attached hereto, to the contract with R&M Consultants Inc., for
engineering and on -call engineering services through December 31, 2026.
Section 2. The effective date is the date signed by the City Manager.
Section 3. This resolution shall take effect upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 23`1
day of September 2024.

Subject: Resolution 2024-052: Authorizing the City Manager to Extend the Contract
with R&M Consultants Inc. for On -Call Engineering and Grant Assistance
Services through December 31, 2026
Background and justification:
In 2018, the City of Seward identified a clear need for an on -call engineering contractor. Given
the various projects that the City desired to undertake, the lack of an in-house engineer, pursuing
a qualified firm was a preferred option. An RFP was issued and of the four responsive bidders,
R&M Consultants Inc. scored the highest and was selected. Resolution 2019-024 approved the
originating contract between the City of Seward for the provision of on -call engineering services
for a three-year term which is was set to expire on March 11, 2022. Amendment No. 1 was brought
before council on October 11, 2021 which added Grant Writing services, appropriated funds, and
extended the contract to December 31, 2024.
Over the course of the past several years, R&M Consultants has assisted the City in a variety of
projects and proven to be a responsive and capable engineering firm. Notable projects include but
are not limited to the following: upgrading A, B, C, D, & S Floats in the Harbor, widening the
300-ton travel lift dock at SMIC, repairing and replacing the North Dock bumpers at SMIC,
addition of the Fisherman's float, the SMIC seawall, and SMIC Bench Feasibility Study. Currently
in process is the Public Works Building engineering, Public Safety Buildings Feasibility Study
and Engineering, SMIC SWPPP, Harbormaster's Office and Uplands Development, and Forest
Acres Utility Infrastructure.
At this time, with the projects that are in play, it would not be good to go out for RFP to look to
see if there are other options for Engineering Firms to work with. This will need to be planned a
year or two in advance so that we can have projects wrapped up to have a clean break if another
engineering firm were chosen. We still do actively work with other engineering firms on other
projects because of working history and specialization.
We are no longer funding open planning and support services on a monthly basis (and therefore
not appropriating any funds) with this extension and but will bring fund appropriations based on
specific projects as needed. We will look to go out for RFP for the city's contracted engineer
again in 2026.

Amendment No. 2 to the agreement between the City ofSeward and R&M Consultants Inc., dated
March 11, 2019 follows:
WHEREAS, the City ofSeward and R&M Consultants Inc., entered into an agreement for on- call
engineering services on March 11, 2019; and
WHEREAS, the current contract expires December 31, 2024; and
WHEREAS, the Seward City Council and City Administration have identified a need for
expanding the scope of services to be provided in the contract to include grant -writing and
additional on -call engineering services; and
WHEREAS, R&M consultants has been responsive to the needs ofthe City of Seward through
participation in multiple projects; and
NOW, THEREFORE, in consideration ofthe mutual exchange ofthe promises ofthe parties otthe
