ADJOURNMENT City Council Meeting Agenda October 14, 2024 3 1 P a g e CMR October 14, 2024 City Manager Report October 14, 2024 Happy October, After a week of leave visiting family in New Jersey and some time spent in Pittsburgh for the annual city managers' conference, I'm happy to be back in Seward. And while the snow is creeping down Mt. Marathon, we're having a beautiful Autumn with lasting fall colors. Some of my favorite fall Seward events took place over the past few weeks including Touch - a -Tru c k. Since returning, we've been working on a few big projects. First, I had a meeting with Gov. Dunleavy to talk through some of Seward's port renovations. We're patiently awaiting the notification for recipients for the Clean Ports grant. It should be announced any day now! I also was able to meet with Sen. Murkowski's staff and catch up on all things Seward. I attended a two-day strategic planning and board meeting for the Alaska SeaLife Center. As the property owners, the city has a designated seat on the board. I'm grateful to be involved with those high-level conversations with the ASLC staff and help shape their vision through collaborative conversations. Alongside the Electric and Finance Departments we've been working on transferring the electric billing duties to the Electric Department. This will bring down administrative costs to the electric utility and streamline services. Jason has been spending a significant amount of time on the Heat Loop Project and working through some challenges there. He is also continuing work on the utility front (wells, septic systems, etc.) to bring back to council at a future date. The next big step, though, is kicking off our budget process. The first work session on October 14 is the start of several weeks of budget discussions before special meetings at the end of November with the tentative budget approval on December 9. I'm looking forward to some great discussions, and hope that everyone in Seward engages in the conversation. Thanks, Kat 5 CMR October 14, 2024 Community Development • The Planning & Zoning Commission held both a work session and meeting on Tuesday, October 8tn • The work session topic was discussing the possible sites for the new Police Department Building. • At the meeting, the City Attorney's Office was present to conduct training and discussion with the Commission on the topic of Quasi -Judicial Proceedings. Additionally at the meeting, the Commission discussed and voted on three resolutions. • First, the Commission approved a Conditional Use Permit to allow Commercial Outdoor Storage within an Auto Commercial District at 2405 Seward Highway. • Second, the Commission approved a resolution recommending City Council approve the 2024 Kenai Peninsula Borough Hazard Mitigation Plan Update which now includes the City of Seward. • Finally, the Commission approved the Preliminary Plat for 313 & 315 Fourth Avenue. This plat will vacate the interior lot lines of four separate lots so that the owner may develop on the one larger updated lot. • Trout Unlimited is the sponsor organization of a grant awarded through the National Fish and Wildlife Foundation to help improve fish habitat in the City of Seward. Trout Unlimited held a meeting in Seward with local leaders on October 2nd to discuss how best to engage the public regarding developing a priority list of projects related to this grant that the community would get behind. Community Development staff reached out to local leaders and attended this discussion to provide public engagement ideas. More information will be provided when public engagement dates are set in stone. • Starting October 1, businesses with a City of Seward business license can now renew their business license with the City. Community Development staff have begun approving the renewals for short term rentals as they come in 6 CMR October 14, 2024 Harbor Department Seward Harbor • The Harbor participated in the annual Touch -a -Truck event where the Travelift is always a hit! • Just a reminder, the Harbor is closed on Sundays for the winter • Harbor staff are busy winterizing • Harbormaster Tony and his Deputy Ryan are preparing for the Harbormaster Convention on October 21-25 7 CMR October 14, 2024 Electric Department • The Electric crew also participated in Touch -a -Truck where the cone -crushing crane was clearly the favorite! • We coordinated a presentation from Alaska Remote Imaging (ARI) for department directors. The presentation was engaging and several departments have had meetings already or scheduled meetings with the company for remote imaging services • We have received our study back from ARI for Nash Rd and the results have provided valuable information to the City Public Works • Everyone knows the Public Works loaders and road graders at Touch -a -Truck were the best! • Street Department is upgrading alleyways, pavement repairs and grading roads 8 CMR October 14, 2024 Fire Department • It wouldn't be a Touch -a -Truck if the Fire Department didn't have their engines there! Seward Fire and Bear Creek were both represented at the event • The Fire Department received the Blue Planet Award from the Alaska SeaLife Center. The award is "for exceptional partner contribution to science, education, or stewardship of Alaska's marine ecosystem" • It's also time to sign up for the Seward Community Angel Tree. Look for fliers in the City Manager Newsletter and around town 9 CMR October 14, 2024 Finance Department • There are changes to personnel in Finance; we are excited to have filled the Utility Cashier position, so there will be a full-time staff person to operate the Utility and Finance Counter • We are also working with Northstar Services, where a consultant will examine the current processes in Finance and make recommendations for efficiency and workflow improvements • The has been working with departments to present the first round of budget numbers at the upcoming budget work sessions Library & Museum Department • The Americans in the Holocaust Exhibit was a great success and there is interest from schools and the community to host more traveling events • The Library building is getting a facelift with the installation of the new handicapped door that will slide rather then open into the flow of traffic; new, high traffic floors in the Community Room; and the addition of acoustic panels in the atrium to reduce echoing • The Library has begun winter hours - open Tuesday - Friday 10 AM - 6 PM and Saturday 10 AM - 5 PM; closed Sunday and Monday • Hosting the October Movie Series! Join us every Saturday in October at 3 PM for a lineup of spooky movies • Partnering with the Seward Prevention Coalition to host a number of events for Wellness Week Oct 14 - 20, including a story time in the YA room and a partner's stress reduction how-to class. Parks and Recreation Department • High School life skills students have been volunteering with SPR to work in the gardens and collect recycling at key places throughout town as Resurrection Recycling is no longer operating. Under the direction of Andy Bacon, the students have done an amazing job in the gardens, and we are going to have a beautiful display of bulbs in the concrete planters in the Harbor in the spring • Competitive racquetball, volleyball and basketball have all started 10 CMR October 14, 2024 • Prepping for the Halloween Carnival which will be held in town this year at the Fire Station, Teen Youth Center and AVTEC gym with a lighted and decorated path between them. • Park and Bark started Oct 5. General Matters: We advised on various public records questions. We advised on a question regarding the bed tax. We began working with management to analyze the City's options regarding the heat loop project. We negotiated preferable contract terms for the contract between the Alaska Small Business Development Center (SBDC) and the City of Seward for the Seward Business Advisor position with the Alaska Small Business Development Center. Electric Utility: A decision in the CEA rate case was issued. The order reduced Seward's rate from CEA's original proposal, though the City will still be subject to a rate increase. Due to multiple changes in their rates, CEA must re -run and then re -submit a revenue requirement and cost allocation to the Commission by November 14. The City will have two weeks to comment on if that amended filing meets the requirements of the order. We anticipate in December the City may receive a partial refund from interim rates and a final determination on its new rate. We have been acting as Seward's representative on the Railbelt Transmission Organization in order to fulfill obligations put upon the City under House Bill 307. That representation included attending two all -day working sessions, sitting on the bylaws sub -committee and coordinating with Mr. Hickey to assist with the operational sub -committee. The Working Group is working towards filing a certificate of public necessity for the RTO by December 31. Additionally, we attended a hearing before the RCA on questions it had about the RTO formation, certificate, and tariff. The Commission appeared favorable to the RTO Working Group's positions and a decision is expected around October 17. We continued to advise on the new wholesale power supply contract. 13 Status Report to Seward City Council October 9, 2024 Page 2 of 2 Personnel: A former employee, who had unsuccessfully filed four prior complaints against the City with state agencies, has converted the allegations in some of those failed complaints into a lawsuit against the City for wrongful dismissal. The City will be defended by counsel provided by AMLJIA. We are closely coordinating with outside counsel and providing evidence and background information which will demonstrate that the suit has no merit. Planning: We continue to await a final judgment from the court in the McDonald matter, after which we will file a motion requesting the court order McDonald pay the City's attorney's fees. We drafted a letter in response to a right of way issue. We advised regarding a recent CUP application. We worked with planning staff to develop training to the Planning and Zoning Commission on quasi-judicial standards, such as when the Commission acts as a jury and decides a conditional use permit. Port and Harbor: We continued negotiations with the owner of an abandoned vessel. With court deadlines of October 15th and November 1st upcoming, there is some positive momentum towards a resolution. We advised regarding auctioned vessels. We filed a claim against an estate for overdue utilities. Other Litigation: We continue to work with insurance defense counsel to defend against the claims by a former inmate against a former corrections officer and the Chief of Police. We made efforts to collect on a judgment for attorney's fees from recent code enforcement litigation. You can expect to receive our next status report by November 7. OPENING CEREMONY Police Chief Alan Nickell led the Pledge of Allegiance to the flag. He remained hopeful about developing his property by being allowed to use wells and septic systems. The struggle to find housing in Seward was increasingly difficult. Odhner wanted to focus on the locals who kept the town running year-round. City Manager Report Acting City Manager Jason Bickling clarified that the utility counter would not be closed during an upcoming transition with utility billing and the Electric Department. Bickling noted there was a recent Planning & Zoning work session on the topic of housing and there was a lot of good information presented. Bickling also reported on Parks and Recreation sport leagues, Lowell Canyon Diversion Tunnel Project, and Police Department statistics. City Clerk Report City Clerk Kris Peck provided information on the absentee in -person voting available in City Council Chambers for the Regular Municipal Election. Peck reminded everyone that Election Day was coming up on Tuesday, October 1, 2024. City Attorney Report - None 16 City of Seward, Alaska City Council Meeting Minutes September 23, 2024 Volume 42, Page Other Reports and Announcements Chamber of Commerce Report Executive Director Sam Allen provided an update on Chamber of Commerce activities and events. The written report was provided a laydown for council. She reiterated the need for a work session with council to discuss the marketing contract with the chamber. UNFINISHED BUSINESS Other Unfinished Business Discuss wells and septic tanks within city limits [This item first appeared on the August 12, 2024, agenda] McClure noted there was a work session held earlier. This item being on the meeting agenda gave council the opportunity to provide direction to administration. Council evaluated the four options provided in the packet as well as incorporated some new ideas that were discussed during the work session. Council directed administration to bring back updated costs and multiple payment options for the whole Forest Acres Afognak Subdivision as well as the cost of a smaller utility loop that could go down Cottonwood Street. Council directed administration to research a plan for wells for those who aren't involved in the utility extensions including code changes and affected areas. Council directed administration to research the fire hydrant code and distance requirements regarding wells and septic systems. NEW BUSINESS Resolutions Resolution 2024-049: Authorizing the City Manager to Execute Task Order 2734.31 with R&M Engineering for the 15% Design and Engineering of the Fire Station Facility in an Amount Not to Exceed $318,330 and Appropriating Funds Motion (Osenga/Wells) Approve Resolution 2024-049 Bickling noted missed opportunities for funding a new fire station due to lack of a 15% design and engineering in place. The 15% status would make the city eligible for funding. The $318,330 was not a lot in the grand scheme of the project. 17 City of Seward, Alaska City Council Meeting Minutes September 23, 2024 Volume 42, Page Fire Chief Clinton Crites explained how the city had been approached before with funding opportunities and unfortunately had to turn down the money. Crites wanted to be in a ready state for funding. Bickling clarified this fire station facility was featured on page 82 in the council packet. Motion Passed Unanimous Resolution 2024-050: Authorizing the City Manager to Accept a Proposal from Kasteler Consulting Inc. (KCI) for Additional Investigation and Mitigation Work on the Jesse Lee Home Property in an Amount Not to Exceed $48,946.55 and Appropriating Funds Motion (Osenga/Calhoon) Approve Resolution 2024-050 Bickling said a recent survey of the Jesse Lee Home property went down deeper by a couple feet and there was significant oil contamination found. This resolution would approve drilling holes and implement institutional controls on the area. Calhoon asked for possible alternatives such as a deed restriction that the land could never be developed. Then the contamination at such depths would never be an issue. Bickling said Alaska Department of Environmental Conservation (ADEC) wanted these core samples. Wells clarified that this was required to do anything with the property. Bickling confirmed this resolution being approved was required to move forward. Motion Passed Unanimous Resolution 2024-051: Authorizing the City Manager to Use Grant Funds for Professional Design and Engineering Services from PND Engineers, Inc, in the Amount of $117,673 for the Design of the Second Ave Fish Passage Culvert Motion (Osenga/Barnwell) Approve Resolution 2024-051 Public Works Director Doug Schoessler explained this specific type of fish passage culvert was needed for Second Avenue. The amount of the grant funds would roughly cover the engineering for this special culvert. The funds would expire in March 2025 and this fish passage culvert would be a great use of the funds. Barnwell asked about the total cost of project. Schoessler estimated the total cost would be another $200,000. Motion Passed Unanimous 18 City of Seward, Alaska City Council Meeting Minutes September 23, 2024 Volume 42, Page Resolution 2024-054: Authorizing the City Manager to Transfer $1,183,355 to the Capital Acquisition Fund Representing 50% of the General Fund Annual Surplus for 2023 and Appropriating Funds Motion (Osenga/Calhoon) Approve Resolution 2024-054 Finance Director Sully Jusino said the current policy would maintain the fund balance of the general fund. This was a capital acquisition fund policy designed to maintain the funding for different types of projects. Calhoon said he removed the resolution from the consent agenda for the sake of a public discussion. Calhoon and Jusino continued to discuss the funding and clarified that this transfer was a city code requirement. Topic: Budget Kick Off Monday, October 14, 2024, at 7:00 p.m. City Council Meeting CITIZEN COMMENTS Rhonda Hubbard, inside city limits, wanted to follow up on the wells and septic discussion. She wanted council to know what property owners were up against. Hubbard spoke to the rising costs of building a house and the property tax for dwellings COUNCIL AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS Bickling thanked everyone for problem solving on the housing and utilities. He enjoyed when people tried to stay positive and work together. Crites said it was a good work session and meeting. 19 City of Seward, Alaska City Council Meeting Minutes September 23, 2024 Volume 42, Page Barnwell noted the work session on wells and septic systems was a very tough topic. He echoed Bickling's comments that it was great to work together to solve problems. He thanked Sam Allen for the Chamber of Commerce update. Finch thanked the public for coming out to discuss wells and septic systems. He hoped property owners would volunteer more information that could be beneficial. He hoped the funds moved tonight would help with the Developer Reimbursement Program and also help fund senior and ADA fishing access. Wells echoed previous comments. He thanked Sam Allen and the Chamber of Commerce. Wells fully supported the chamber and looked forward to having a work session with the chamber. Calhoon thanked the Finance Director for the good information tonight. On the topic of wells inside city limits, Calhoon would not forget people outside of Forest Acres who were in the same situation. He wanted to work hard and solve the issues so people could build homes and live in Seward. Osenga thanked everyone for their comments on wells and septic systems. He said there were a lot of interesting and innovative ideas presented tonight. He thanked administration for their efforts on the topic. McClure echoed previous comments. McClure wanted to help make it possible for people to build their homes. However, she wanted to do it right and not just piecemeal and haphazard. On another topic, McClure noted the Seward Seahawks High School Football team was undefeated. She predicted a proclamation for the Seahawks in the near future. McClure encouraged everyone to check out the brand new football field. Also, McClure wanted to remind people there was an election coming up on October 1, 2024. Lastly, McClure cautioned everyone to watch out for children or moose who tend to jump out in the darkness. He explained how the hotel would operate with a sophisticated self -check -in process and also utilize his shuttle service from an off -site parking lot. Chair Griswold relaxed the rules to allow for a question -and -answer session with the applicant. The commission and Wisel discussed in more detail the self -check process, shuttle service, parking, special events, and hotel capacity. The commission expressed concerns about parking congestion and how guests would rather park downtown than utilize the shuttle service. The commission carefully reviewed the findings that were presented in the resolution. The commission provided feedback that differed significantly from what was presented. City Clerk Kris Peck acknowledged that the sheer number of suggested changes to the resolution would require more work. He suggested making a motion to postpone this resolution. This would allow Community Development staff time to take the feedback into account and draft a substitute version of the resolution. In order to handle the matter in a timely fashion, a special meeting could be called. Commissioners may not discuss any items pertaining to this Resolution with the applicant, other commissioners, or the public) Motion (Sullivan/Charbonneau) Approve Resolution 2024-018 Bringhurst summarized the application for this Conditional Use Permit. She went over the conditions which included onsite parking, separate street address for each structure, appropriate landscaping, and dumpster requirements. Notice of the public hearing being posted and published as required by law was noted and the public hearing was opened. Colby Lawrence, outside city limits, was the applicant for this Conditional Use Permit. He explained how there was one bunkhouse already on property and it was a huge upgrade for Major Marine Tours employee housing. Lawrence noted this bunkhouse would be identical to the current one. Chair Griswold relaxed the rules to allow for a question -and -answer session with the applicant. Lawrence clarified they had ample parking and most of their employees did not have their own cars and instead rode bicycle in the summer. He answered questions about cleaning the rooms, communal kitchen use, common areas, and bathrooms. Lawrence also confirmed that the bunkhouse could be rented out during the winter. Larry Harmon, inside city limits, said he was the builder and was available for questions. 46 City of Seward, Alaska Planning & Zoning Commission Meeting Minutes September 3, 2024 Volume 8, Page Hubbard asked Harmon about the dirt that was being moving around on the site. Harmon explained he was trying to get a jumpstart on obtaining a soil sample. This sample would help determine what the structural engineer might need to do at the site. The commission further discussed parking and dumpsters with Harmon. No one else appeared and the public hearing was closed. Resolution 2024-018 was amended in Condition #8 to strike the line with roof so it would read: A three -walled structure must be provided on site to house the bear resistant containers. Resolution 2024-018 was amended in Condition #3 to read: A minimum of 8 parking spaces must be required onsite including at least 1 ADA compliant space. The applicant was requesting the property be divided into different parcels. The end result would be three total parcels: Tract Al would be inside city limits, and Lots 1 & 2 would be outside city limits. Notice of the public hearing being posted and published as required by law was noted and the public hearing was opened. No one appeared and the public hearing was closed. The commission agreed this resolution was pretty straight forward. The commission changed the date of their October Work Session to Wednesday, October 23, 2024 at 6:00 p.m. The topic was TBD. INFORMATIONAL ITEMS AND REPORTS Work session on September 17, 2024, at 6:00 pm in Council Chambers at City Hall Regular meeting on October 8, 2024, at 7:00 pm in Council Chambers at City Hall CITIZEN COMMENTS John Wisel, inside city limits, intended to have heated sidewalks installed to help mitigate the snow and ice on the sidewalks around the hotel. Wisel. He said his immediate family all lived in Seward and he wanted to promote year-round business in this community. Wisel's hotel business would also support other Seward businesses by buying art and plants from locals. He hoped the commission would work with him to make this hotel a reality. Overall, the hotel concept would be a good fit for the downtown area. Wisel asked if the upcoming Special Meeting would be open to the public. BOARD AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS Bringhurst clarified that the Special Meeting on Wednesday, September 11, 2024 was open to the public and Mr. Wisel was welcome attend. Sullivan said this was a great meeting and appreciated everyone for showing up tonight. She thanked the City Clerk for his help tonight. Ulman asked for clarification about the rules and structure of the upcoming Special Meeting. Bringhurst said the format would be the same, but the only difference would be the public hearing had already occurred. Charbonneau thanked administration for all their work and thanked the public who came out tonight. On another topic, Hubbard heard that several Seward restaurants were closing within a week of each other. She hoped there was enough business in town to keep at least half of the restaurants open. Griswold introduced the resolution and explained why it was postponed. She noted the public correspondence and posted on the city Planning & Zoning website. She asked commissioners to disclose any ex parte contact. No ex parte contact was declared. Griswold relaxed the rules to allow the applicant John Wisel to speak. John Wisel spoke in more detail about how his hotel would likely be booked in large blocks of 12 rooms and the guests would be brought by a hotel shuttle. Many other guests also arrived in Seward without a personal vehicle and thus would not need any parking. Wisel had spoken with the Seward Fire Chief and understood the concerns. Wisel also planned to provide ADA access for the front entrance on Fourth Ave. He was excited to develop this hotel and be open year-round. Motion (Sullivan/Charbonneau) Approval of Substitute Resolution 2024- 017 The clerk and the commission clarified that a resolution could not be amended to incorporate mixed or negative findings. If a commissioner disagreed with the resolution, then the option would be to vote no. Bringhurst summarized the differences in the substitute resolution compared to the original. The commission discussed the parking situation, the shuttle service, the concerns of the fire chief, and the 100% lot coverage of the hotel. He felt it was impossible to compete with all the free parking that was available downtown. He wanted to clarify that the fire marshal understood the project. Wisel hoped for a work session in the future to discuss the ideas in more detail. Wisel was mindful about how many hotel guests he expected to have and estimated it would result in roughly 8-10 vehicles per day. Wisel described how his family would come down to Seward to enjoy the Fourth of July Holiday. His idea would be to close the hotel over the Fourth of July which was unique to his family's business model. Wisel felt strongly that he had proposed a project that was mindful to the area. COMMISSION AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS Meuninck thanked the commission for agreeing to hold this special meeting. He thanked John Wisel for bringing forth this application. He noted how Wisel was good at evaluating the current governmental process. Meuninck said he would be interested in holding a work session on the project to allow more back and forth discussion. Hubbard asked if was okay to discuss future plans with John Wisel at this point. Griswold clarified the appeal period was 10 days and then after that would be okay to speak freely with Wisel. Hubbard mentioned that without a CUP, it would be difficult for Wisel to pursue leases and financing. She thanked Wisel for presenting this application and persevering with the process. Hubbard felt the commission would be interested in working with Wisel again on future projects. Griswold responded to applicant's comments that the city code currently stated that the parking agreement had to be between the applicant, the lessee, and the City of Seward for the life of the hotel. It might be difficult to get TelAlaska, the Volunteer Fire Department, or GCI to tie up their properties for that long. Discussion ensued about the requirement for an approved 15% design plan in order to obtain funding for the proj ects. Other Reports and Announcements Alaska Railroad Report Alaska Railroad Port Manager Dwayne Atwood summarized from his written report in the packet. He also followed up on the Lowell Creek gravel discussion and said the waterfall deposits on the area were useful as fill material. Lastly, Atwood reported the railroad freight numbers were good and the cruise ship activity was winding down for the season. Groom added that most of the pipe shipments were for the Willow Project. He noted the 2026 cruise ship season would result in a loss of cruise ships that would be sailing to Whittier instead. Groom said the only cruise ship companies still visiting Seward would be the Royal Caribbean and Viking. Seward Chamber of Commerce Report Chamber of Commerce Executive Director Sam Allen welcomed the board back from their summer hiatus. She provided an update on upcoming events and projects involving the Chamber of Commerce. Allen explained the partnership between the Chamber of Commerce and the City of Seward. She asked PACAB for assistance to schedule a work session with the city council to discuss the funding source for the chamber's budget. PACAB discussed AML attendance and requested the topic come back at the next meeting. Discuss Community Communications PACAB discussed various ways to get information out to public through newsletters, newspapers, public notices, website, radio, and more. Jaffa praised city administration for their efforts in sending information out to the public. He requested this topic on communication be brought back to the next meeting. Regis said he enjoyed being a part of the board and stated how he missed being part of the action since he retired from being the harbormaster. Regis attended some meetings with the U.S. Army Corps of Engineers regarding the Lowell Canyon Tunnel Project. It was important for the Army Corps to witness the flooding events and so they could be better prepared for it. On another topic, Regis thanked Sam Allen for her Chamber of Commerce report. Regis said council was gradually reducing the funding to the chamber. Regis felt the chamber was doing a great job for this community. Schutter said it was good to be back after the summer hiatus. She supported more city funding for the Chamber of Commerce for their marketing. Atwood spoke in support of the Chamber of Commerce. He addressed the 2026 cruise ship season and predicted what it might look like on a day with four ships. The Alaska Railroad planned to double the size of the freight dock and replace the current cruise ship dock. 55 City of Seward, Alaska Port and Commerce Advisory Board Meeting Minutes September 4, 2024 Volume 4, Page Smith echoed previous sentiments supporting the Chamber of Commerce. He noted that PACAB received regular chamber reports that were very informative. The city needed to support the chamber and continue to grow. On another topic, Smith praised the Seward Electric Department for all the remarkable improvements they had made. Lastly, Smith welcomed Regis and Groom to the board. Jaffa noted how AVTEC was continuing to provide excellent services and training programs. AVTEC was critically important to Seward and entire state of Alaska. Jaffa praised the Chamber of Commerce for being such an important part of the community. It was important to understand the synergy between the local government and the Chamber of Commerce. Jaffa also said the Seward Electric Department was doing a great job. Lastly, Jaffa expressed concern about the current lack of funding for libraries around the state of Alaska. ADJOURNMENT The meeting was adjourned at 1:07 p.m. Jodi Kurtz Bruce Jaffa Deputy City Clerk Chair (City Seal) 56 Sponsored by: Schutter CITY OF SEWARD, ALASKA PORT AND COMMERCE ADVISORY BOARD RESOLUTION 2024-002 A RESOLUTION OF THE PORT AND COMMERCE ADVISORY BOARD OF THE CITY OF SEWARD, ALASKA, RECOMMENDING CITY COUNCIL REINSTATE THE ALLOCATION OF 50% OF THE PREVIOUS YEAR'S BED TAX TO THE SEWARD CHAMBER OF COMMERCE FOR MARKETING SERVICES WHEREAS, beginning in 2001, the Seward City Council agreed to split half of the budgeted bed tax with the Chamber for the express purpose of providing marketing services on behalf of the community; and WHEREAS, beginning in 2002, the Seward City Council began basing the contribution to the Chamber of half of the previous full year's actual bed tax collected; and WHEREAS, since 2005, the City budget has included an appropriation to the Chamber from the second previous full year's bed tax revenue at 50%; and WHEREAS, in 2013, Council reaffirmed its intent to have the Chamber continue as the lead marketing entity, and to continue its intent to annual fund with half of the actual Bed Tax Revenue from each second prior year; and WHEREAS, the City's Strategic Plan and Comprehensive Plan clearly state the City's desire to expand its business base and generate year-round employment; and WHEREAS, marketing is an important effort that must take place to achieve the goals of attracting new business and industry, supporting and growing existing businesses, and increasing customers coming to Seward; and WHEREAS, the Chamber has the experience, professional contacts, and ability to provide marketing services for the community, and the acumen to focus resources and target specific marketing groups to react to changing markets and demands more efficiently and expertly than PACAB or the City; and WHEREAS, in 2021, the Seward City Council voted to allocate a flat rate of $300,000 for the fiscal year 2023 and 2024 to the Chamber, to be reviewed at the next budget cycle; and WHEREAS, the Chamber provides monthly updates on activities to PACAB and works collaboratively with the business community to promote Seward for year round travel, such as Seward Winter Weekends and the Seward Travel Guide and Seward Hometown Guide; and WHEREAS, the Chamber financially supports and facilitates the Seward office of the Alaska Small Business Development Center located in the Chamber offices, and supports small 57 PORT AND COMMERCE ADVISORY BOARD RESOLUTION 2024-002 Page 2 of 2 business growth and economic development by participating in the collaboration of Alaska Entrepreneurial Week; and WHEREAS, PACAB recognizes that fully funding 50% of the bed tax to the Chamber supports a coordinated community -wide marketing effort and is critical to the success of the City's economy.
