Purpose: Harbor Uplands Development
Present: Ashleigh Lipsey, Tony Sieminski

Board Members Present:
Regis, Schutter, Atwood, Jaffa, Smith, Miller, Groom
Called to order at 12:00pm
Smith opened with introduction of topic
Sieminski spoke on that this is a review of the uplands as we have talked about this but included the
packet as we have new board members.
Met with R & M and will possibly have something on the 8tn
Discussed the layout of the South Uplands Parking and Launch Ramp. (Schutter and Sieminski)
Atwood questioned the lease site/boardwalk and question what will happen with the current headmaster
harbor building.
• Bathrooms
• Two additional lease sites
Spoke on Parking situation. — Numbers in change of available parking with new design
• Sieminski will get back to them on this.
• Utility Easement
• Smith is concerned about the fisherman that like to use the harbor (northside that will have
access to the water)
• Snow storage even if paved?
• Miller questioned why they store the snow there? Contaminants in the snow, it can't be dumped
in the bay.
• Charge for parking?
• What is going to happen when the harbor goes to the new location? Leases? Competition with
business downtown.
Spoke again on what will be at the current Harbor Building — depends on what will all be at the new
location.
• Is there a plan to move the bus parking?
• Pedestrian pathways (ADA, boardwalk, interconnected with the other part of the harbor)
• Access between downtown and round to uplands (cross boat ramp)
• Question on putting half of this site in and leave open for parking (Smith/Sieminski)
• Issues with navigation? — Single story buildings, keep it open
South Boat Ramp — is it necessary to have 2 boat ramps?
Observation on the stadium and north lot?

Plan — lot of desire for economic plan. Not a lot of options for local people. Consider what this will do
for locals. More seasonal businesses. Focus on Tourism. — Not what the community wants.
Possibly making this a year-round area for this area (restaurant area).
• Subdividing it and have sublease sections
• Upgrading Harbormaster facility
• Plat for 10 lots but maybe the market doesn't need and develop as demand
Can the board request formal listing of user groups and needs for here?
(Market is going to drive us out of town)
Harbor commercial area — zoning area (Atwood)
Possibly getting CD involved in
Miller - Funding — doing in sections. Focus on Harbormaster Facility and put in the utility lines and then
later maybe adding other retail or other facilities. Just focus on Harbormaster.
1st get estimate. — just have electric (need to get water and sewer)
Atwood questioned if the Harbor has some apaltiiient occupancy on boardwalk? (2)
Possible for apaitinent occupancy on the uplands?
Sieminski would just request no second story buildings.
Schutter asked what the reasoning of why no second story?
• Sieminski stated the esthetics of the whole thing.
Sieminski will focus on their parcel and get what they need in that location and drive the direction of old
building the possibly do a phase 2.
• Buildings would be right on the edge.
• Lift station to make approach to uplands (Possibly)
• Power runs along the old brick water.
• Estimate is to move the power where the water line is.
New plan is being design by R&M currently.
Bring back at later date and actual plan of new harbor building.
w/ parking numbers.
Groom questioned the uplands — locals were going to be allowed to park there for free'?
Sieminski never heard that.
Atwood questioned sorts of business would be interested in this location?
Sieminski stated most likely similar business as what is behind the current Harbor master.
Schutter referred to (pg. 14) business to exclude. And question what are PACAB looking to do for this?
Recommendations for Stages? Parking? Saturday Market, Food Truck area,
Checking on Allowed usage and zoning.

Charter operators — existing space
Would like to just see the new information on the new Harbor master building and funding for this.
Atwood — much better to have plan then organically happen. Do this in Phase, starting with the building
of the Harbormaster. Then in time think about the other facilities put in.
Miller — agreed with having a plan. Good Idea and neat to see what happens.
Groom — start with small steps. Interested to see what Harbor master building looks like, move the
utilities at same time for future development.
Smith — step forward for utility and see the plan
Sieminski — do not want to move forward if it is going to put pressure on others. Have a plan.
