Phil Kaluza started with his presentation on Heat Pumps (see presentation on YouTube). See PDF for reference. Schutter questioned how they work? Compressed gas Run through fan coil to produce heat Jaffa — spoke on promoting heat pump technology One form of matter to another Jaffa questioned Darian Draper — how much are they interested in the technology? Draper — says they are interested in how much they will save. Not much on the Science about it. Mention that maintenance on a Toyo stove is approximately $320 Stated you will have to do much maintenance on a Heat pump — besides cleaning screens. Smith — questioned the slides and the glaciers on them. How does it pencil out and alternatives? Kaluza said that with Seward's climate is not cold enough to us a pan. Chair Jaffa — motivate people in the community to want it. Are there other benefits? Daryl Schaefermeyer stated that Seward has a lot of mold issues in house and once he put his in, it eliminated the mold issue. Chair Jaffa — mentioned he has heat pumps and it rarely quickly warm the heat space. Depends if you like air movement in your house. Smith questioned the battery at a previous meeting at the Cruise terminal. Schutter - Block rate proposal, has it has been presented to council? WORK SESSION NOTES Port and Commerce Advisory Board Kaluza - $2000 tax credit from the feds if you put in a heat pump. Feds put several million dollars in the heat pumps. Lower income, senior and get a $8000 heat pump for free. Heat Smart Program in Juneau in costal communities that include Seward. $4000 for the moderate community through the state or AHFC or in Juneau Jaffa — asked where the electric consumption go to today? Smith — Utility has the guarantee study of load. Jaffa — grants, utility rates Tom Tougas — spoke on Sealife Center rates back when we had a previous City Manager. Everyone loses. Kaluza — spoke on if we are going to put in enough heat pumps to displace a million gallons of oil, 14 kwh. Are we better off making Scents/ hour. Jaffa — says that we have to prove that it's a benefit to everyone. Kaluza — questioned if someone from the Railbelt would say this would improve, should they come to Council? Jaffa — talked about strategy to move this forward. Climate issue Cost Warming home quickly Sales pitch is the declining block rate if we do this (would have to promote this to the council) Smith — says we need to get Utility needs to get on board with this. Jaffa asked if Kaluza had example where this is taking place (Declining block rate)— Massachusetts Jaffa said that Chugach would offer a different rate for those with a heat pump Spoke on how to heat house at subzero temps (5 below). (Samsung — rated to heat below 13 below zero) Spoke on single wall unit — are their options to distribute heat in broader area. Groom questioned the declining block rate? What happens if it breaks? Do they still get that declining block rates? How does the resident prove they are using the heat pump. Groom questioned the wind effect of the heat pump? Groom — curious if they wanted a renewable energy? And if the City decides to get away from Chugach Electric? Discussion on Sealife Center Heat Pump/Electric Utility Rate — briefly — how the heat pump saved the Sealife Center Chair Jaffa — question where he got the numbers for the $.20? Kaluza — simple payback, City could adj based on oil prices Groom — How long does a heat pump setup last if cared for properly? Draper — gave example he has only cleaned the coil in his parent's house once in 6 years. Darian spoke on cost of his services after so many years for a boiler. Fuel tank from Shoreside is $1700. Schutter spoke on holes in walls with heat pumps with multiple rooms. Could connect up to 5 separate things to one unit. But then need to possibly get a new additional unit. Jaffa — Spoke on the next mtg and invite Taylor and Brian with Electric utility and then take a resolution to council. Discussion on getting information to the community to advertise the heat pump. Jaffa — overlapping issues Kaluza - Rate Study 2021 — the guy that does our Study spoke that Seward needs to get heat pumps Taylor Crocker — MEA Contractor — Introduced himself 7cents/kwh -in lower 48 Step up units — in a boiler(bricks) Off peak — electric boiler and diesel boiler Both rates are at a discount Factor in how much load this will come in on the system — not give the power away With new technology and nuclear reactors Spoke on infrastructure cost and lines and the timeline for replacing if more using heat pumps. Kari Boulden - alter load or change — suppose to come and redo a load calculation to make sure equipment is proper. Next Meeting needs to speak on impact. Adjourned: 1:45pm
