RESOLUTION 2024-023
A RESOLUTION OF THE PLANNING AND ZONING COMMISSION OF
THE CITY OF SEWARD, ALASKA, GRANTING A SIX-MONTH
EXTENSION TO CONDITIONAL USE PERMIT 2024-003 ISSUED ON
JULY 12, 2024 TO CIRI ALASKA TOURISM CORPORATION TO
CONSTRUCT A SECOND BUNKHOUSE ON LOT 22A, CLEARVIEW 2018
REPLAT; LOCATED AT 208 PHOENIX ROAD; WITHIN AN AUTO
COMMERCIAL (AC) ZONING DISTRICT
WHEREAS, on July 2, 2024 the Planning and Zoning Commission approved Resolution
2024-014 granting a Conditional Use Permit (CUP) to CIRI Alaska Tourism Corporation (CATC)
to construct a second bunkhouse at 208 Phoenix Road; and
WHEREAS, Seward City Code §15.10.325(G) states that an approved CUP shall lapse six
months from the date of approval if the use for which the permit was issued has not been
implemented or a building permit obtained; and
WHEREAS, CATC has not obtained a building permit for the bunkhouse, but intends to
obtain a building permit and begin construction in the spring of 2025 and requested a time
extension for their CUP; and
WHEREAS, the construction plans for the employee bunkhouse, which were approved on
July 2nd, 2024 have not changed; and
WHEREAS, Seward City Code §15.10.325(G) states that the Commission may grant a
six-month extension upon finding that circumstances have not changed sufficiently since the date
of initial permit approval.
NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and Zoning
Commission, that:
Section 1. Conditional Use Permit 20224-003, issued to CATC by the Resolution 2024-
014 is hereby extended six months, until July, 2025
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the Seward Planning and Zoning Commission this 3rd day
of December, 2024.

Auto Commercial (AC) Zoning District
Background and justification:
CATC Alaska Tourism Corporation was approved to receive a Conditional Use Permit (CUP) to
construct a second bunkhouse on their property located at 208 Phoenix Road on July 2, 2024.
Seward City Code § 15.10.325(G) states that an approved CUP shall lapse six months from the
date of approval if the use for which the permit was issued has not been implemented or a
building permit obtained. Neither of these conditions have been met, and the CUP will reach the
six-month mark on January 12, 2025.
Despite the delay in construction, CATC Alaska Tourism Corporation still intends to build the
second bunkhouse. As such, CATC Alaska Tourism Corporation has requested a six-month
extension to their CUP 2024-003, in which time they intend to obtain a building permit and
begin construction.
The reason for the extension is solely due to the delay in construction, and the plans that were
approved by the Commission on July 2" d, 2024 remain the same. Seward City Code
§ 15.10.325(G) states that the Commission may grant a six-month extension upon finding that
circumstances have not changed sufficiently since the date of initial permit approval.
Recommendation
The Commission has the authority to grant the requested extension as authorized by Seward City
Code §15.10.325(G).
