HomeMy WebLinkAboutRES2024-071 AK Tree ServiceSponsored by: Sorensen CITY OF SEWARD, ALASKA RESOLUTION 2024-071 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ACCEPT THE PROPOSAL FROM AK TREE SERVICE LLC AND NEGOTIATE A CONTRACT FOR VEGETATION MANAGEMENT SERVICES WHEREAS, the City of Seward is committed to improving the safety and reliability of its power distribution network while maintaining cost-effective operations; and WHEREAS, the City of Seward has developed an Integrated Vegetation Management Plan to ensure the efficient and effective clearing of powerline right-of-way areas, which are vital for system reliability, community safety, and controlling power costs for ratepayers; and WHEREAS, outdated vegetation management practices have posed a risk to system reliability and public safety; and WHEREAS, the City of Seward issued a Request for Proposal (RFP) for vegetation management services to identify a qualified contractor capable of supporting its Integrated Vegetation Management Plan; and WHEREAS, AK Tree Service, LLC was selected as the winning bidder based on competitive pricing and a strong reputation for quality work in vegetation management; and WHEREAS, AK Tree Service, LLC will utilize the Overstory software previously authorized by the City Council to identify high -risk vegetation areas and track clearing progress, ensuring efficient use of resources and effective decision -making; and WHEREAS, the annual cost for transmission and distribution clearing under this contract is $600,000, consistent with the current budgeted amount; and WHEREAS, the contract will include an initial three-year term, with the option for up to two one-year extensions based on performance and mutual agreement. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council hereby authorizes the City Manager to enter into a contract with AK Tree Service, LLC for vegetation management services as outlined in the City's Integrated Vegetation Management Plan. Section 2. The contract shall be for a term of three years, with an option for up to two one- year extensions and shall include an annual expenditure of $600,000.00 for vegetation clearing from the City's FY25/26 Budget under the contracted services account 15000-3004-7009 Transmission OP & Maintenance Department. The City Council recognizes and supports the use of Overstory software by AK Tree Service, LLC, to prioritize high -risk areas, track progress, and enhance the efficiency and value of vegetation management efforts. To achieve this, the City has developed an Integrated Vegetation Management Plan to clear the right-of-way under powerlines and maintain these areas in a cost- effective manner. Regular vegetation clearing is critical to reducing power outages, minimizing fire risks, and ensuring cost control for ratepayers. In response to the City's Request for Proposal (RFP) for vegetation management services, AK Tree Service, LLC was identified as the most qualified contractor based on competitive pricing and their strong reputation for quality work. The proposed contract includes: • A three-year term, with the option for up to two one-year extensions. • Annual vegetation clearing costs of $600,000, consistent with the current budgeted amount. • Utilization of the Overstory software, previously approved by the Council, to identify high -risk areas and track progress. This partnership will allow the City to implement data -driven vegetation management practices that prioritize safety and reliability while maximizing the value of its financial investments.
